.Supt. Fletcher- reported the landfill project is proceeding as
scheduled-

He stated we received a letter from Secretary Hoyt that the
proposed "Wingate Properties" development does not require an
Fnvironmental Impact Report, but he does support strongly the sewat'¢
inflow/infiltration reduction policy.

Mr. Marino- representative from Wayside Bazaar, was also pre^ent.,
Chairman Parker introduced the members of the Board and the
Department,
Chairman Barker asked Mr. Conley to offer a statement regarding -
a
previous project an South Main Street::
Mr„ Conley replied the paving is complete to my knowledge, The
problem was with our contractor,,
Chai.rmsp Barker stated he was very unhappy with the condition of the sidpwalks an South Main Street„
Mr„ Cooley stated regarding the Hopkins and Main St. projects.;
this is an above-ground telephone terminal to provide additional telephone
service to the Hopkins Rt.reet area. He passed out photographs depicting
the type of terminal that will he installed„ He stated N.F.T.M. has
discussed this. With the abutting property owner which is the Wayside
Bazaar company and they indicate no objection to it. The problem is with
the con-.traction schedule. They requested this not he none until after the
holidays because of the nature of their business.
The proposed work will

Wayside Bazaar which listed their concerns including the Mocking of their
driveway.
Mr. Griffin asked how does this relate to the Summer (?venue

terminal to he placed near the Wayside Bazaar will be smaller in SQP,
Pupt, Fletcher Opted the layout on the street is before the
driveway, so thereforP, T didn't give a lnt of credibility to the blocking
of the driveway,
Mr.: Magno stated he had problems with the terminal being placed
anywhere near the property.
Mr. Pri f f i n discussed several safety issues, and stated now that
I have seen the size of this terrinal_„ T don't feel there should he a
mayor problem to Wayside Bazaar, but perhaps this terminal should he moved
back on Hopkins Street 10 or 15 fPPO
Mr. Magno stated he would speak with the owner of Wayside about

Chairman BprkPr read a letter from Mrs. Kingston which included a
hill: for $14.3? for refreshments served at the Water Treatment. Plant.
Dedication. He stated thr Board extends its thanks to all members of the
Department.
He stated on Wedne day, November 7th at 8100 P.M. there will he ,-a
meeting of the financial. and administrative Boards involved in raoi.tai
building projects to set, the tone for the November Town Meeting.

Turnpike, Burlington_ Ma, in the amount of $11,500.00 as per their bid

It was moved, seconded and voted 4:0 that lie contract for one

dated September 24, 1984,
It was moved, seconded and voted 4:0 that the contract for one
new Skid Mounted Hydraulic Sprayer be awarded to Orchard Equipment. and
Supply Co., Rt. 116, F',n, Box 540, Conway, Ma. 01341 in the amount of
$8,265.40 as per their hid dated September 20,, 1984,
Chairman Barker stated the f7_eet of town cars is badly
deteriorating. T was asked to approach the Finance Committee an acquiring
a State-hid vehicle in which we would ultimately trade down cars. The
Finance Committee is A the opinion that we should have nut this into the
November Town Meeting Warrant although he would research the f i np points
of the law; particularly where there is a sa+pt factor involved,. One
alternative is going to the Special Town Meeting if there is one in
January. He asked the Board Members to look favorably towards this,.

Frain Construction (Minot nnt Street) to JR Marchese I Sons, Inc. of Evprettn
Mo. in accordance with their hid in the amount of $39,669,50 subject to
their prorurement of the required payment bond, performance bond and

C:h i rman Parkgr• asked that the Department look at the entire
Water Department fee structure including timing of discountq etc. He
would like an increased use of the infra-,-rod treatment fnr patching.
Regarding traffic line painting, he would like the Department to use a
three phase process for Spring touch-up, August - get ready for school end

The Board discussed the November Town Meeting Article
assignments.
Chairman Parker asked the Board members to review the "Draft
Report to Town Meeting", make any changes and return t.ho=..e changes to him
to be discussed on next week's agenda.
The Board signed the Payroll and Billroll for the period ending
October 19, 198.4=
