Present were Chairman [Marker, Secretary Hampson, Board Members Wood, Polychrones and Griffin, Superintendent Anthony V. Fletcher, and Assistant Superintendents McTntire and Redford. It was moved, seconded and voted 4,00 (Mr. Hampson abstaining) to accept the minutes of the Board of Public Works meeting of September 17, 1984 as written. It was moved, seconded and voted 5:0 that Sheet No. ?f+, Gill No. 30 for a 70% lateral for Michael J. & Carol A. Alterin, 364 Franklin Street, Plat 192, Lot 3 dated 9/4/84 in the amount of $268.00 he commi.ted to the Tax Collector and betterments assessed accordingly. Under the Superintendent's Report: Supt. Fletcher stated he is meeting with D.F.O.E. on Wednesday regarding the wat?r testing of Well. 82-20. He stated the M.E.P.A. report would be in tomorrow morning and he will give copies to the Board members, as well as sending letters to all concerned parties. He stated the 20 day response period starts today. At 8:00 P.M- the Board met with G.F. Maguire for a presentation of the proposed new john Street DPW Facility. Present from C.F. Maguire were Brian O'Donnell., Charles Flagg, Rick Goddard and Dan Nayar. There were also 15 interested citizens present. Mr. O'Donnell went over the site plan, again stressing the concept of integration into the neighborhood. Mr. Flagg explained the electric..al aspects of the project and explained the sodium lighting and that people at the apartment complex will be able to see the glow, but not the light source. Mrs. Wood requested sufficient lighting at the salt storage shed for night operations, Mr. Rick Goddard explained the structural aspects of the project. He stated we finished the boring program and found no surprises. The stratas varied more than we anticipated. He stated they intend to put crushed stone and perforated pipes under all the buildings with some type of ventilation for methane gas, hopefully, natural ventilation. He stated the structures will be custom designed except for the unheated storage building and the salt storage shed. The salt shed will be made of wood. The unheated storage building will be a package type of building, built to our specifications. Bill Grown of 28 Martin Road asked what do you estimate for the additional cost of the buildings? Mr. Goddard replied $50,000 -$60,000 for the crushed stone and piping and $700,000 additional for other structural problems. Barry Mitchell of the Planning Board asked what about settlement of the building? Mr. Goddard replied the site will move, but the building will not move. He stated you will probably have to repave occasionally and patch areas of the sidewalk entrances and perhaps the narking area. Dan Nayar explained the electrical and heating aspects of the project. He stated in the unheated storage building they will be installing a radiant heating system for cost efficiency. Mrs. Wood asked where is the monitor placed for the carbon monoxide? Mr. Nayar replied we are going to have two monitoring systems for each unit. Board of Public Works Meeting of September 24, 1984 Page 3 He stated the maintenance bay area and all office space will he heated by heat pumps and in part by outside air. When this is not feasible, you will use straight electric heat. Water heating methods would cost a lot more. Mr. Polychrones stated he would like to see the cnst figures on the electrical vs. water systems and the pay-back period. Mr. Nayar replied he would provide the Board with this information. He also stated the Board Room and Civil Defense areas would he gas fired heat. Bill. Grown asked what is the estimate of cost per square foot for the office snare? Mr. O'Donnell replied about $70.00 per square foot for about 3,900 square feet. Barry Mitchell of the Planning hoard stated 1 think the Board should ask for figures relating to average yearly maintenance expenses. Supt. Fletcher stated that is part of the Architectural/Engineering job. Mr. O'Donnell stated the underground fuel storage will be contained in a concrete vault. There will be three tanks consisting of 20,000 gallons of diesel fuel, 107000 gallons of leaded fuel and 107000 gallons of unleaded fuel. Mrs. Wood asked is there any fire or alarm system included here? Mr. O'Donnell replied yes, throughout the building there are either sprinklers or smoke detectors. Mrs. Wood asked what about emergency power? Board of Public Works Meeting of September 24, 1.954 Page 4 Mr. O'Donnell replied as soon as there is a power outage, the emergency generator will be kicked on. Mr. Griffin asked what i.s the rationale for changing the back wall of the storage building to all concrete block. Mr. O'Donnell repl.i.ed this is more cost-effective. Gretchen Latowski of the Hazardous Waste Committee asked what provision has been made for the storage of hazardous materi.als? Mr. O'Donnell. replied there wi.11 be a separate steel room with a separate ventilation system. Chairman Barker stated he wants a breakdown on the cost of the Civil. Defense area. Garry Mitchell of the Planning Board asked if solar hot water heating was considered as an alternative. Mr. Nayar replied, in our opinion, thi.s was not cost-effective. The Board next reviewed the C.F. Maguire Hazardous Waste proposal.. Mr. Hampson stated his general feeling is that we are doing too much of an analysis. Much of this was covered in the Whitman & Howard Report, Supt. Fletcher agreed and stated tht we have mostly incinerator resi.duea.nd he thought we would be doi.ng too much if we accepted this in the form presented to us. Gretchen i...atowsk i stated the number of groundwater samples i.s eight (R). Are those samples confined to the construction area? Mr. O'Donnell replied yes, and around the test wells. Mr. Griffin stated I concur wi.th Tony and Barry, however, there are only two tests for corrosivi.ty and I feel there should be more. Board of Public Works Meeting of September 24, 1984 Page 5 Mr. Hampson stated I am a little concerned about the extensiveness of the testing at the landfill. Supt. Fletcher stated I will give the Board a report on this for the next meeting, Mr. Hamnson stated he would like unit prices for disposal if we find barrels. Mrs. Wood stated I have a major objection to the color of the new building. Mr. Hampson stated I like the color scheme and feel the architect has a feel for this. The Board next discussed the letter from the Superintendent to S. Mazzola, 55 Audubon Road, regarding his water service. It was moved, seconded and voted 5!0 that the Superintendent be directed to contact Town counsel. and determine legal steps for shut-off of the water or access to the property. The Planning Board withdrew their Article for Site Plan Review and therefore discussion of the matter was tabled. The Board next discussed the Capital Outlay Plan. Margaret Russell of the Finance Committee stated she felt the Board should make a judgement now as to what major changes will be made to the budget including the plusses and minuses. It was moved, seconded and voted 5;0 to amend the Street Acceptance amount to $25,000 for FY66. It was moved, seconded and defeated V4 (Mr. Hampson in favor) that the Board make Parks and Playgrounds second in priority and change FY86 dollars to $40,000 and FY87 dollars to $65,000. Regarding the memo on Construction Standards, Chairman Barker asked that traffic signs and/or line markings that might be disturbed should be replaced in kind. Asst. Supt. Redford stated he would like to schedule subdivision hearings within the first 30 days of the 60 day time limit for logistical, reason. Mr. Griffin stated he would like the tour of the water treatment plant and the dedication of the plaque held on separate occasions. The Board signed the Payroll and the Bi.llroll for the period ending September 21, 1984. The meeting adjourned at 10;43 P.M.
