A meeting of the Board of Public Works convened in doom 16, Municipal Building at 7:30 P.M. Present were Chairman Barker, Secretary Hampson, Board Members Griffin and Boucher, Superintendent A.V. Fletcher, P.E. and Assistant Superintendents McIntire and Redford. It was moved, seconded and voted 3: 0: 1 (Mr. Hampson abstaining) to accept the Board of Public_ Works Meeting Minutes of July 8, 1985 as amended. It was moved, seconded and voted 3:0: 1 (Mr. Hampson abstaining) to accept the Board of Survey Meeting Minutes of July 8, 1985 as written. 5 It was moved, seconded and voted 4: 0 to release the following executive session minutes out of private privy, regarding the Vining Disposal Services case, December 15, 1984, December 17, 1984, February 4, 1985, March 11, 1985, March 19, 1985, March 25, 1985, April 1, 1985, May 6, 1985, May 13, 1985, May 28, 1985, and June 10, 1985. Mr. Griffin stated he felt the Board should write a letter of commendation to Mr. John Louanis thanking him for his services to the Town. He stated he would write the letter on behalf of the Board and deliver it to the Department tomorrow. The Board next met with Mr. Harry G. Kuhn of 645 Summer Avenue ` regarding his October 1, 1984 Water and Sewer Bill. Mr. Kuhn stated he felt the usage of 14,600 c.f. was extremely high f and there had been no leaks in his plumbing. After much discussion, the Board voted 4:0 to abate 7,700 c.f. off his October 1, 1984 Water and Sewer bill. ` Superintendent Fletcher also instructed the Department to install an outside meter at this property. x i g Board of Public Works Meeting of July 29, 1985 Page 2 ,e The Board next met with the Chairman of the Board of Health, Paul a Caselle, regarding the possibility of having residents who are not connected to the Town's sewer system do so. Chairman Barker stated we are here to discuss the enforcement of those people in the Town who have not connected to sewer. He asked the Department, what is the order of magnitude? Assistant Superintendent Redford outlined the proposed Aquifer Protection District, and the streets where common sewer is not available. There are 54 homes in this district that do not have sewer available to them. We did not calculate those homes which have sewer available, but are not connected. Superintendent Fletcher stated once you adopt the Aquifer Protection Plan, you will have a lot easier time with those who choose not to hook up. Under Title I it does not require an existing house hook up to sewer, it only requires a new house built must hook up if the sewer is available to them. Mr. Hampson asked what about funding for this? Superintendent Fletcher replied you will have to pass the Aquifer Protection Plan first. Mr. Caselle stated our Director, Jane Gallahue, said at one point in time, the Board of Health felt there were about 1,000 homes that have septic systems. Assistant Superintendent Redford stated we approximate 1,100 homes in the entire town not connected, based on our water and sewer billing, 54 homes in the Aquifer Protection District do not have sewer available to them. Mr. Griffin stated I think we really have to focus on a By-law for hookup across the Town. Board of Public Works Meeting of July 29, 1985 Page 3 MW Mr. Goucher asked on those roads that do not have sewer available, do we have any plans to put sewer in? Chairman Barker replied this is done by petition only. Mr. Goucher stated if we designate this as an Aquifer Protection Area, we will probably have to offer sewer to those streets that presently do not have it. Chairman Barker stated this cost can be factored into our long-range planning discussion with the Finance Committee. Mr. Caselle asked if you do get the Aquifer Protection District passed, what do you do about people who say I don't have a problem with my septic system? Do you have the right to enforce this? Superintendent Fletcher replied if we pass the Aquifer Protection District Plan the whole program should be looked at as completed in three p years. We should try to exert sufficient force to have people connect. t Chairman Barker asked where do we go from here in terms of an action plan? Superintendent Fletcher stated we need some advice on this. This g cannot be done without the Board of Health. Chairman Barker stated we should now began the process of reminding people that at is for their own common good to begin thinking about connecting to the sewer system. We will then work with Town Counsel and draft reasonable legalities to enforce this. Mr. Griffin added that funding is, of course, the major issue. The Board adjourned temporarily at 8: 40 P.M. to meet as the Board of Survey. The meeting reconvened at 8:45 P.M. Under the Superintendent's Report; Mr. Fletcher reported that John Louanis is retiring as of August 2nd after 36 years of employment with the Town of Reading. Board of Public Works Meeting of July 299 1985 Page 4 s { mow Secondly, the Conservation Commission turned down our request to pipe g in along Birch meadow Drive and Whittipr Road on the north side, they do not want any more closed drains. Chairman Barker stated I would request a joint meeting be set up. I feel this is a safety factor for all three schools in the area. Mr. Redford stated the School Department and the Police Department both agree that this is a safety factor. Chairman Barker stated I would like the Department to draft a letter protesting the Conservation Commission's decision, pointing out the safety issues and maintenance issues. k Superintendent Fletcher reported, retarding the MEPA process and Riverpark 93, he didn't think Secretary Hoyte's comments were strong enough. He is meeting with the Secretary next Tuesday. He told the Secretary he felt his office needs to pay a lot more attention to developments being built near Aquifer Protection Districts. Mr. Griffin asked does that mean he can not rescind his commentary. Superintendent Fletcher stated that Spaulding & Slye has to respond to ALL concerns. Assistant Superintendent Redford stated the other force that made strong comments was the M.A.P.C. Superintendent Fletcher stated I feel a lot more comfortable that we will get closer scrutiny of our comments. Superintendent Fletcher further reported he is coming before the Board tonight to ask for a water ban. The Department will deliver the notices in one day. He added that water use did not go down enough so that you would notice it from the last meeting. { k i t Board of Public Works Meeting of July 29, 1985 Page 5 { r Mr. Griffin moved that we go to a partial water ban as indicated for Precincts 1,3,5,7 - Monday, Wednesday, and Friday from 9:00 A.M. to 5:00 P.M. and from 8: 00 P.M. to 10:00 P.M. and for Precincts 2:4:6:8: - Tuesday, Thursday, and Saturday from 9:00 A.M. to 5: 00 P.M. and from 8:00 P.M. to 10: 00 P.M., until such time as we notify the Town that the ban has g been lifted. The motion was seconded and voted 4:0. F Mr. Boucher asked if all precincts are banned from water use on Sundays. He was told that they were. It was moved, seconded and voted 4: 0 that the contract for Floodlight luminaires and lamps be awarded to Graybar Electric Company, Inc., 345 Harrison Avenue, Boston, MA, for 8 G.E. #X503M1/5A3H4, 240 Volt HEMA type 4 floodlights in the amount of $158.00/each and 18 G.E. #503 M 1.5A3H5, 240 Volt NEMA Type 5 floodlights in the amount of $158.00/each and 26 G.E. MVR 1500/HBU/E lamps in the amount of $50.50/each, a total of $5,421.00, as per their bid dated 6/27/85, and because the low bidder did not meet the specifications. It was moved, seconded and voted 4:0 that the Contract for Bituminous Concrete Materials be awarded to Heffron Asphalt Corporation, Salem Street, Rt. 62, P.O. Box 162, Wilmington, MA per their bid of July 119 1985 in the total amount of $77,750.00. It was moved, seconded and voted 4:0 that the Contract for Sand, Gravel, Stone, etc. be awarded to J.J. Cronin Company, 68 Winter Street, P.O. Box 176, North Reading, MA as per their bid of July 11, 1985. It was moved, seconded and voted 4:0 that Contract No. 85-6 - Repairing of Bituminous Concrete Roadways and Sidewalks by Infra-Red f k Board of Public Works Meeting of July 29, 1985 Page 6 Heater Method and the Application of Asphalt be awarded to Felix A. Marino Company, Inc. of Peabody, MA in accordance with their bid amount of thirteen thousand two hundred ($13,200.00) dollars subject to the 4. contractors procurement of the required payment bond, perfomance bond and certificate of insurance. It was moved, seconded and voted 4: 0 to award Contract No. 85-7 - Traffic Lines and Markings to Markings Inc. of Pembroke, MA in accordance with their bid amount of six thousand five hundred and fifty ($69550.00) . dollars subject to the contractors procurement of the required payment ' bond, performance bond and certificate of insurance. Chairman Barker stated he would like to see this contract completed in August. It was moved, seconded and voted 4:0 to award Contract 85-9 - Stone Masonry Wall Construction to Strada Construction of Everett, MA in accordance with their bid amount of $33,000.00 subject to the contractors procurement of the required payment bond, performance bond and certificate of insurance. It was moved, seconded and voted 4:0 that Contract No. 85-12 - Adjustment of Structures and Appurtenances be awarded to J. Marchese & Sons of Everett, MA in accordance with their bid amount of forty six thousand nine hundred dollars ($46,900.00) subject to the contractors procurement of the required payment bond, performance bond and certificate of insurance. It was moved, seconded and voted 3:0: 1 (Mr. Griffin abstaining) to award Contract 85-10 - Lawn Construction to T & M Landscape Nurseries of F kaynham, MA in accordance with their bid amount of fifty-eight thousand eight hundred and thirty-five ($58,835.00) dollars subject to the contractors procurement of the required bond, performance bond and certificate of insurance. x f � . � Board of Public Works Meeting of July 29, 1985 Page 7 � � Mr. Griffin stated I am not at all happy with what happened on � . Knollwood Road, the grass they planted is of inferior quality. ~ � Superintendent Fletcher stated I will send them back to Knollwood Road � to redo his planting. , � Mr. Hampson moved that Contract No. 85-11 - Hourly Rates on Equipment ^ Rental with Operator(s) be awarded to the nine contractors as per their . � � bids dated July 18, 1985. � ' � � Chairman Barker amended the motion that where the low bidders are ; availablex we use them first. Mullen, 425 Lowell � Street, Plat 127 Lot 9, dated 7/29/85 in the amount of $3S6.34 be committed to the Tax Collector and betterments assessed accordingly. � � Under Members Questions and Comments: Mr. Griffin stated at the most recent meeting of the Regional Water � Policy Advisory Croup, we had a full representation. We discussed � � underground tanks within the Aquifer Protection District. : | ! He requested that the Board send an alternate member of this Board to future meetings. Secondly, he requested the Board authorize Maureen Rich \ � � for 10 hours of planning time through the M.A.P.C. He personally does not ( � k feel this is going to be sufficient time. k � � | �m� \ , . ` Board of Public Works Meeting of July 29, 1985 Page 8 � ' � Mr. Ron Boucher has agreed to become the new liaison. , ' Mr. Griffin further added that a Joan Blaustein at MAPC indicated that / L . there were a large number of documents that are available through the MAPC ' on groundwater studies, Aquifer Protection District Models and regional ! approaches, and they have a model for Weymouth on underground tanks. . � The Board next discussed the Site Review Draft compiled by � � x . Superintendent A.V. Fletcher in reference to the Salem Street land. � �Chairman Barker acknowledged receipt of the letter from Mr, Qubitzky � stating he was not interested in selling his property on Salem Street for � i a DPW garage. � Chairman Barker asked that the Board prepare a letter to Mr. Leblanc � outlining Mr. Dubitzky's response and the Site Review Draft prepared by Superintendent Fletcher. He further requested that this letter to Mr.OR ' Leblanc be copied to all other interested Boards. � L Regarding the Nike Site - Superintendent Fletcher stated he is meeting with Ted Morine of D.L. Maher Company who is going to give me a proposal � for doing a full hydrology study of the Nike Site. y ! Mr. Griffin stated I would ask that further clarification of this area � be done if it is designated as a possible future groundwater site. � ) Mr. Hampson stated I have a serious problem with the Nike Site as a possible site for the new garage. Superintendent Fletcher stated a full hydrological study will take � v between one year and eighteen months. Mr. Griffin stated when I first looked over these sites, I thought � � this was the solution. I do not see this as a viable solution any longer. / � � � � � � ~ - Board of Public Works Meeting of July 29, 198S Page 9 � � � | � The Board next discussed the John Street overview. l ^ Chairman Barker stated I feel the wash bay still can be justified. It / extends the life of our vehicles. He asked that the Superintendent also � � comment on the feasibility of building on the back of the landfill. He � � asked that the Superintendent work on co-existence of design of the DPW on � top of another building. He would also like to have the Department be | i working toward a general calendar of scenarios from Town Meeting. He also requested at this time a written opinion from Town Counsel referencing the ' ! specific State law regarding the rebidding process, to be included in the � � package to Town Meeting. Mr. Griffin asked if the Department has been approached by the Planning Board Study Group regarding utilities placement of roads and ^ ' > water use, etc. ; ! Superintendent Fletcher replied yes, I spoke with them today. We had a long discussion about water and sewer capabilities. I advised them to � \ use Title V which has specific numbers for various types of construction. � Safe yield of the well field is estimated now at 3.8 mgd. Mr. Boucher stated I like the elimination of the wash bay. Regarding multi-purpose equipment - I feel we really need to work this out in our � v � long-range capital planning as well. � � Chairman Barker stated it is pretty well set for the Town Meeting date � � to be September 23, 1985. We are going to meet as a Board on August 12 � � and August 26. On August 12 we need to draw up Articles for the Warrant � and get our information together. � 0�~ a } ! � [ ; � ^ [ ' Board of Public Works Meeting of July 29, 1985 Page 10 � . i | The Board next discussed the memo from Superintendent Fletcher � ^ r regarding Bi-monthly Water/Sewer Billing. � i Chairman Barker requested a copy of this memo be sent to Mrs. Gail ' Wood. , The Board next discussed the memo from Superintendent Fletcher m ^ regarding Paging for call men. � ' Chairman Barker stated I think this would offer an improvement in � . � services and would allow the men greater flexibility when they are on � ( � call. The cost per year is $878.00. � " � I would like to try this for one year. � ) Mr. Boucher asked where would this money come from? � � Mr. Barker replied from Highway General. � | Mr. McIntire asked do you still expect the call men to stay at home? � Chairman Barker replied I think this is something you and Mr. � � . � DeBrigard would have to discuss, I think there is flexibility to be gained � � on both sides. Mr. McIntire stated I don't have a problem with the present system. Mr. Griffin asked what are we gaining? Chairman Barker stated I have seen situations where there are delays i in obtaining services.
