HomeMy WebLinkAbout1985-05-06 Board of Public Works MinutesBoard of Public Works Meeting of May 6, 1985 Page 1 A meeting of the Board of Public Works convened in Room 11, Community Center, 52 Sanborn Street, Reading, Ma. at 7:30 P.M. Present were Secretary Hampson, Board Members Polychrones and Boucher, Superintendent Anthony V. Fletcher and Assistant Superintendent William A. Redford. Secretary Hampson assumed the Chair in Mr. Barker's absence. It was moved, seconded and voted 3:0 to accept the minutes of the Board of Public Works meeting of April 8, 1985 as written. Under the Superintendent's Report - Supt. Fletcher stated Revay Well #1 did go on line today. Minor problems will be straightened out by the telephone company, Well 66 -8 should be on line this week. He stated we need about four or five inches of rain in the balance of the month and will watch it very closely. Mr. Griffin joined the meeting at 7:45 P.M. Supt. Fletcher continued that the drain job on John Street is complete except for the fill. The work was completed at a cost of $90,512.00. The filling is underway now and will be completed in about a week. He stated the sewer job on John Street is complete except for the septage disposal area, the bid was $29,500., our actual cost was $27,241.00. Mr. Griffin asked about the fly ash cover on the landfill. Supt. Fletcher responded that we have an inspection next week with the Solid Waste Division. This has been going along very well, we have had no complaints about dust. Board of Public Works Meeting of May 6, 1985 Page 2 The Aquifer Protection Plan - All Board's Meeting started at 7:50 P.M. Present were representatives of the Board of Health, the Conservation Commission, Hazardous Waste Committee, Finance Committee, the Fire Chief and the League of Women Voters. Secretary Hampson introduced the members of the Board and the Department. Present from Metcalf & Eddy were Elizabeth Levin, John Shawcross - Project Director, Melanie Berm - Environmental Chemist and Mary Beth Froncillo - Planner. Ms. Froncillo stated with regard to the specifics of the Aquifer Protection Plan, I will be going over each of the Boards major responsibilities in implementing the plan. All of the Boards in town must participate. The Board of Public Works should designate someone to be responsible to implement this plan. The public education program is a vital element in implementing this plan, this person should also serve as a liaison with other Boards in the Town. The Board of Public Works should adopt and follow the water quality monitoring program in terms of funding and staff time to do some of the sampling. Three (3) monitoring wells should be installed and this data needs to be evaluated as it comes in. The third responsibility of the BPW will require the help of the Planning Board and the Conservation Commission for the outreach program to the neighboring communities, especially North Reading. She added that we should sewer the unsewered streets in the study area and construction should be funded through betterments and sewer rates. You should enforce the five year time limit for connecting to sewer in the Town of Reading. Board of Public Works Meeting of May b, 1985 Page 3 She outlined areas of responsibility as follows: For the Planning Board: 1. To work towards adoption of the Aquifer Protection District; and 2. Keep existing zoning intact in the Aquifer Protection District. For the Board of Health and Hazardous Waste Committee: 1. Continue the household hazardous waste clean -up day. For the Fire Department: 1. Finalize and institute emergency response program in addition to other safety aspects; and 2. Continue its very successful program of checking on the fuel inventory records at the town's gas stations. For the Conservation Commission: 1. Continue to monitor very closely all the development proposals in the Aquifer Protection area. For the Town Forest Committee: 1. Should continue its program of land aquisition in the Aquifer Protection District. There are two long -term measures that should be implemented: 1. Define the boundaries of the supplementary aquifer and apply these measures to that expansion area. 2. Monitor the use of pesticides and chemicals at the Meadowbrook Country Club and monitor the storage of chemicals at the State D.P.W. Facility. She added that the Board of Public Works must be the lead agency in implementing these measures. Mr. Griffin asked have you anticipated the amount of time needed for a staff member? week ) . Board of Public Works Meeting of May b, 1985 Page 4 Ms. Levin replied our feeling is someone half -time (20 hours per Supt. Fletcher stated we would like to bring this before Town Meeting in November. He felt the Planning Board needs to support the zoning. Ms. Froncillo stated when I spoke with the Planning Board, they said they would support our program in general terms. Mr. Griffin stated regarding the pesticide application at the Country Club, does the Board of Health have any jurisdiction over this now? Mr. Caselle of the Board of Health replied not at this time. We could institute a by -law, but we would like to get information from the Country Club on an informal basis before we do this. Mr. Shawcross stated it would be prudent to check into what chemicals the gold course is using. Mr. Hampson suggested the two Boards write the country club an annual letter asking for the data on the chemicals used. Supt. Fletcher asked M &E why did you specify three (3) new wells for testing? Mr. Shawcross replied one of them is in relation to the 82 -20 Well. The existing monitoring wells are either too close or too far away and are not suitable locations. The one north of your 8 -Line Well is the furthest north. Supt. Fletcher stated I am a little apprehensive about the one south of revay, I would ask you to locate that a little more finitely. Asst. Supt. Redford asked that you look into the location in relationship to the railroad tracks. Board of Public Works Meeting of May b, 1985 Page 5 Supt. Fletcher stated as of Wednesday all of the pumps will be on -line at less capacity so that we should be working with less problems with the high draw -down numbers. A very lengthy discussion ensued regarding underground storage tank hazards and tank truck spills on Rt. 93 with Fire Chief Redfern. Supt. Fletcher stated we fully intend to use this as a model. We had several meetings with Senator Buell regarding this matter and with the aid of DEGE, there should be regulations based on active aquifer protection plans. Mr. Hampson thanked them all for coming and the meeting with M &E ended at 9 :30 P.M. Mr. Griffin read the Notice of Public Hearing at 9:40 P.M. regarding the approval, disapproval, or modifications of plans for a proposed subdivision located off Duck Lane within an area approximately bounded by Main Street, Bunker Avenue, Pearl Street, Audubon Road, Hampshire Road and Lawrence Road. The proposed new subdivision will provide for fifteen new lots on two new sections of roadway. There were approximately 15 abuttors present, many of whom indicated they did not receive a notice of the hearing. It was therefore moved, seconded and voted 4:0 to postpone the hearing until May 13th. Mr. Polychrones moved to go into Executive Session at 9:50 P.M. to discuss legal matters, not to reconvene in open session and Mr. Hampson polled the Board as follows: Board of Public Works Meeting of May b, 1985 Page 6 Mr. Boucher - aye Mr. Griffin - aye Mr. Polychrones - aye Mr. Hampson - aye The Board signed the Payroll and the Billroll for the period ending May 3, 1985.
