Present were Chairman Barker, Secretary Hampson, Board Members Wood, Pnlychrnnes and Griffin and Assistant Superintendents McIntire and Redford. It was moved, seconded and voted 5:0 to accept the minutes of the Board of Public Works meeting of February 11, 1985 as amended. It was moved, seconded and voted 5: 0 to accept the minutes of the Board of Survey Meeting of February 11 , 1985 as written. It was moved, seconded and voted 5:0 to accept the minutes of the Board of Public Works meeting of February 14, 198S as written. It was moved, seconded and voted 5: 0 to accept the minutes of the Board of Public Works meeting of February 19, 1985 as written. It was moved, seconded and voted 4: 00 (Mr. Hampson abstaining) to accept the minutes of the Board of Public Works meeting of February 2S, 1985 as written. Under the Assistant Superintendent's Report: Asst. Supt. McIntire gave a progress report on the filters at the Water Treatment Plant. Chairman Barker stated he was there today and feels the progress is going in the right direction. Asst. Supt. McIntire also stated the house moving to Forest Street has been postponed to March 19 and N . Asst. Supt. Redford stated the original Board of Survey schedule was to hold two hearings on March 2Sth. We are now recommending to hold the hearings on April 1st. It was moved' seconded and voted YO to reject all bids for the new John Street Public Works Facility project, doe to no appropriations. � / Board of Public Works Meeting of March 117 1985 Page ? � Mr. McIntire stated it is also recommended that we contact all general contractors regarding this decision. The Board met with representatives of Metcalf & Eddy, Inc. at 7| 50 P.M. to discuss the proposed Aquifer Protection Plan. Present from M&F were; Liz ievjn, Mary Beth Frnnce] ]n and Warren Dies] . Ms. ievin stated we are undertaking a study to prepare an Aquifer Protection District. Asst. Supt. Redford stated the intent is to show the direction they have taken to date. M&F will he doing the same basic report tomorrow night in front of a much broader audience. Ms. ievin asked for the Boards input. Warren Dies] of M&F showed a map of the proposed protection area. Mr. Griffin wants it verified that the Woburn arsenic dump site ~�u is not a threat to Readinq's water supply. Mary1]eth Fronce]]n stated she first determined the areas that recharge from the wells, and presented the areas on a map to the Board. She next handed not a draft summary of recommended protection measures. The potential aquifer contaminants included; underground fuel tanks, road salts, pesticides, on-lot wastewater disposal systems, hazardous materials, intensive ]and uses, solid waste disposal and fertilizers. The recommended protection measures included a public education program. She informed the Board that the potential contaminants are in general order of significance to the Town. She also felt the Board should urge those people who are not connected to sewer, who are in the recharge area, to connect to the sewer system. i Mr. Griffin asked that M&F meet with the Fire Department and ascertain the number of underground fuel storage tanks. The meeting with M&E ended at 900 P.M. ` ^ ' Board of Public Works Meeting of March 117 198A Page 3 Mrs. Wood moved, and it was seconded, to go into Executive -- Session at 9: 00 P.M. to discuss rubbish collection matters to reconvene in open session and the Chairman polled the Board as follows: Mrs. Wood - aye Mr. Griffin - aye Mr. Polychrnnps - aye Mr. Hampson - aye Mr. Barker - aye The meeting reconvened at 10: OS P.M. It was moved, seconded and voted 5: 0 that Sheet No. 2, Bill No. 2, dated March 11, 198S for a 100% lateral for Edwin P. & Patricia J. Holahan, 185 Wakefield Street, Plat 160 Lot 13, in the amount of $S30.75 he committed to the Tax Collector and betterments assessed accordingly. It was moved, seconded and voted 5: 0 that Sheet No, 3, Bill No. 3 dated March 11 , 1985 for a 70% lateral for James A. and Jeanne Y. Cuarente, 326 Lowell Street, Plat 111 Lot 21 in the amount of $296.50 he committed to the Tax Collector and betterments assessed accordingly. The Board next discussed the status of Rice Road. Present were Bob Beane of South Street and Richard Mahoney. Asst. Supt. Redford stated they are interested in the status of Rice Road so that they can determine if there is a buildable house lot on Rice Road. (Lot #?) Asst. Supt. Redford stated the Board of Poh] ir Works or the Board of Survey does not determine whether a lot is buildable or not. The � � Building Inspector strongly suggested they come before us to find out if this is a public way. Rice Road is primarily a right-of-way driveway with a 40 foot layout, this was access to Camp Rice Moody. We do not have any layout approved by the Board of Survey. The layout plan we have is dated 1938. Back on October 21, 1938 in the Board of Public Works minutes is � ' / | Board of Public Works Meeting of March 11. 1985 Page 4 ' public receipt of a letter accepting the Town's offer to transfer title L from the Fathers & Mothers Club Land in the 100 Acre Wellfield to the Department of Public Works and taken in return for the consideration of Public Works building a roadway to the clubhouse. } Asst. Supt. Redford stated this is not a public way. Beyond that, I would say that it is a right-of-way or access way taking and not a way having prior approval under the Board of Survey. He stated his \ � i recommendation is if someone wants to develop Lots 1 or 2 he would x � i strongly suggest it falls under the jurisdiction of the Board of Survey . � � and needs a full filing, and they could be required to build a standard | roadway. Performance Bond for Avalon Estates. It was moved, seconded and voted 5: 0 to sign and accept the Release of Restrictions for Avalon Estates.
