A meeting of the Board of Public Works convened in the Auditorium
of the Community Center, 52 Sanborn Street, Reading, Ma. at 7:30 P.M.
Present were Chairman Starker, Secretary Hampson, Board Members Wood,
Polychrones and Griffin and Assistant Superintendents Edward D. McIntire,
Jr. and William A. Redford.
This was the third and final public hearing regarding the new
John Street Public Works Facility.
Also present were: Marvin Cohen of TASC, Dan Ensminger of the
Industrial Development Committee, Henry Higgot - Town Meeting Member,
Maureen Rich, John Wood and Peg Plansky of the Planning Board and Mark
Pillsbury of the Daily Times & Chronicle.
Chairman Starker introduced the members of the Board and the
Department.
Asst. Supt. Redford opened the presentation and stated very
little has changed since the last public hearing. He outlined the actual
site plan showing the layout of the parking etc., the elevations scheme
and the floor plan.
Chairman Starker gave a review of the bids and project costs and
stated the low bidder was Cresta Construction Co. of Lowell, Ma. in the
amount of $2,989,500.00. The following is the breakdown of the total
estimated project cost:

Furniture $57000.00

Contingency (3.37:) $100,000.00
$221,000.00
Total Project Cost $3,822,000.00
Please note that some sub-bids have been protested.
Expected motion amount is $3,210,500.00.
Mark Pillsbury asked do these figures include the sub-bids?
Mr. Barker replied yes, but they exclude the bid on the crane.
Mark Pillsbury asked what was the nature of the protest of the
sub-bids?
Mr. Barker replied over the nature of the filing of the bid.
Mr. Hampson stated he felt the bids were extremely competitive.
Mr. Griffin stated a delay on this project will be very costly.
He asked, how long will it take for Maguire to review the three lowest
bidders?
Mr. Redford replied 3 - 5 working days.
Mark Pillsbury asked what about the heating and cooling system?
Did you cut out the frills?

Chairman Barker replied the automatic temperature control devices
have been replaced by semi-automatic and manual devices for a substantial
cost savings.
Mrs. Wood stated we took the generator out but left the generator
wiring in there for future use.
Mr. Pillsbury asked how much of the fees will have been lost if
you do not build on the'dump site at all?
Mr. Redford replied $145,000 in architectural fees.
Mrs. Wood asked where is it going to move to? The Facility
Relocation Committee came up with the front of the dump site as the
recommended site for this new facility, where is the alternate site?
Someone must come forward with this alternate site.
Chairman Barker stated these plans will be on display at the
library from February 15 - 23. They will also be in the foyer of the High
School on the night of Special Town Meeting, February 25.
It was moved, seconded and voted 5:0 to close the hearing at 8:07
P. M.
