'resent were Secretary Hampson, Board Members Griffin and Boucher,, Superintendent A.V. Fletcher, P.E. and Assistant Superintendent William A. Redford. Secretary Hampson assumed the Chair in Mr. Barker's absence. It was moved, seconded and voted 3:0 to approve the minutes of the Board of Public Works meeting of January 27, 1986 as amended. It was moved, seconded and voted 3:0 to approve the minutes of the Board of Survey meeting of January 27, 1986 as written. It was moved, seconded and voted 3:0 to release the following Executive Session minutes from private privy: December 15, 1984, December 17, 1984, February 4, 1985, March 11, 1985, March 19, 1985, March 5, 1985, April 1, 1985; May 6, 1985, May 13, 1985, May 28, 1985; June 10, 1985 and October 22, 1985. Under the Superintendent's Report: Supt. Fletcher reported on Phase II - Aberjona. He added that we have in hand three easement releases and expect three more by the end of the week. He stated that Mr. Keramas called to suggest that he was willing to go along on a friendly basis. There are several minor changes that will have to be made. This does not change the project but does involve some re-survey work. The Board also discussed the Riverpark 93 appeal process. The Board adjourned temporarily at 8:05 P.M. to meet as the Board of Survey. The Board reconvened at 9:30 P.M. The-Board next discussed and reviewed Asst. Supt. Redford's memo regarding.the BPW'.s possible cooperation with the Planning Board on Newly Adopted "Townhouse" By Law. Board of Public Works Meetina of February 10, 1956 Page 2 Asst. Supt. McIntire joined the meeting at 9:40 P.M. Under Members Ouestions and Comments: Mr. Griffin questioned the Whitman & Howard Engineering Contract for services on the standpipe. Supt. Fletcher explained that you can authorize us to hire someone as an inspector or rely on an in-house person to do the inspection. It was moved, seconded and voted 3:0 to accept the Whitman & Howard proposal for standpipe repairs and painting subject to Town Counsel approval. Upon such approval., the Superintendent is authorised to enter into the agreement and begin the process. Regarding the ARC- Water Meter System - Supt. Fletcher reported that $60,000 will. cover six routes and provide a modest stock of these meters to meet immediate needs. I feel this puts us in the best position for a grant. It was moved, seconded and voted 3:0 that the sum of $60,000 be dedicated to the establishment of the ARCM Water meter system. The Board discussed the proposed Articles for the April Town Meeting. Under Old & New Business: Mr. Griffin reported that the upcoming Regional Aquifer Protection-Meeting will be a direct request to other Towns regarding what we wish of there, specifically relating to Aquifer Protection. He stated he would prefer we have some assistance at this meeting. If there are incoming questions of a technical nature, he would appreciate it if someone was there. Mr. Hampson stated I think that Still Redford should attend the 'meeting. ' Board of Public Works Meeting of February 10, 1986 Pi Supt. Fletcher reported that John Shawcross of.M&E will sending us a synopsis of the Aquifer Protection Grant. Mr. Hampson reported that Atty. Ted Cohen stated there is no legal reason why we have to bring Mr. Fletcher's salary increase before the Personnel Board. The Board signed the Payroll and the Billroll for the period ending February 7, 1986. The meeting adjourned at 10:10 P.M. Respectfully submitted, Secretary 0 L
