A meeting of the Board of Public Works convened on October 7, 1985 at 7:30 PM in Room 17 of the Community Center located at 52 Sanborn Street, Reading, Massachusetts. Present were Secretary Hampson, acting as Chairman Pro-tem, and Board Members Ronald Boucher, Robert Griffin, and Arthur Polychrones. Also in attendance were Assistant Superintendents William A. Redford and Edward D. McIntire Jr. First order of business was a motion to accept the minutes of the Meeting of the Board of Public Works, September 16, 1985. The vote was 3:0:1 with Arthur Polychrones abstaining. A motion followed to accept the Minutes of the Board of Survey Meeting September 16, 1985 with the vote being 3:0:1, Board Member Arthur Polychrones abstaining. Discussion followed with regard to coverage of the October 21st Conservation Commission Meeting. Board Member Bob Griffin agreed to attend and cover the meeting. A motion pertaining to the awarding of the Co-op Salt Bid was next on the agenda. It was moved and seconded to award the Contract for Rock Salt and Solar Salt to the low bidder, Eastern Minerals of 130 Plain Street, Lowell, MA 01851 in the amount of $24.90 per ton, delivered, as per their bid dated September 30, 1985. With all voting in the affirmative, the vote was 4:0:0. The only question regarding the Salt bid came from Board Member Bob Griffin wanting to know if additional amounts of salt would be available if needed. Assistant Superintendent William A. Redford assured Mr. Griffin there would be no problem. Under the Superintendent's Report, Assistant Superintendent Redford reported on the break down of the filtering plant during the past week. A blockage in the water line was caused by a solidified lime build up in the pipes. The problem was solved by cutting out a section of the pipe and having it replaced. A Meeting of the Board of Public Works, October 7, 1985 Paget With regard to the Town's wells, Assistant Superintendent Redford reported all are in good shape but the water ban will not be lifted at this time. Board Member Griffin asked a question regarding action on the bid for sidewalks in the area of Buckskin Drive, Willow Street, and Woodbine Avenue. Assistant Superintendent Redford responded "we are not recommending action now because we want to hold off until spring". Under the Chairman's discussion Mr. Hampson inquired about coverage by the Board of Public Works of the Special Task Force meeting to be held on October 9, 1985. It was in agreement that all three Board Members present would try to attend. Under Board Members questions and commments, Mr. Griffin asked for a report on the recent hydrant flushing that should include information on what is out of service and a replacement policy. The Board also requested an accounting of all overtime due to Hurricane Gloria. Assistant Superintendent Redford reported that Mr. Winkler is aware of all overtime and will notify the Board with a full accounting. Under the next order of business the Board signed a Sewer Lateral assessment. It was moved, seconded, and voted 4;0;0 to approve a 100% total sewer lateral in the amount of $385.00. The Board also signed the Chapter 90 Reimbursement Forms. A small discussion followed with regard to water meters. Assistant Superintendent Redford noted that discussion was put on the agenda to allow the Board time to be thinking about the new meter reading devices that could be plugged in to give a direct reading. The Board of Public Works reconvened at 10:50 PM to settle all unfinished business. It was moved, seconded, and voted 4;0;0 to sign the Release of Lots for Lilah Lane Phase III. It was moved, seconded, and voted 4;0;0 to sign the Release of Restrictions for Lilah Lane Phase III. The Payroll and the Billrol.l were signed and a motion was made to adjourn the meeting at 11:05 P.M.
