A meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:30 P.M. Present were Chairman Barker, Secretary
Hampson, Board Members Polychrones, Griffin and Boucher, Supt. A.V.
Fletcher, P.E. and Asst. Supt. William A. Redford.
It was moved, seconded and voted 5:0 to accept the minutes of the
Board of Public Works Meeting of August 26, 1985 as amended.
Under the Supt.'s Report:
Supt. Fletcher reported that Bell & Flynn will be meeting with
him tomorrow, and we are starting Willow Street.
He further added that he sent out a notice to everyone in the
community that the dump is really closed, and there are no exceptions.
Under Chairman's Comments:
Chairman Barker reminded everyone there is a meeting scheduled
for next Wednesday, September 18, and asked that the majority of the Board
be there to assist on the By-Law presentation. There is also a Finance
Committee meeting scheduled for September 10, which may be recessed to
September 17th.
Chairman Barker read a letter of resignation from Arthur
Polychrones effective October 21, 1985. The Chairman thanked Mr.
Polychrones for his dedication to the Town, and the Board concurred that
they were sorry to lose his.
Chairman Barker added that he drafted up a letter to the Town of
Mashpee introducing Mr. Polychrones, and stated he wishes him the best in
the future.
Mr. Hampson read the Notice of Public Hearing at 7:45 P.M.
regarding the petition of the Reading Municipal Light Department to locate
poles, wires, cables and fixtures including the necessary sustaining and
protective fixtures, for the transmission of electricity for lighting,
heating and power and for general and commercial purposes, upon, along,

under and across the following public way;
South Street; Proposed pole location approx. 36' west of
existing pole 83/48. Location approx. 800' north of Gleason
Road centerline.
Present from R.M.L.D. was Mr. Jerry Field.
Supt. Fletcher stated I have reviewed the site and see no
particular problem with it.
Mr. Field stated this is an application for a new service for a
newly developed lot. This home is situated quite far back on South Street,
and we have to support the existing pole along the street.
Mr. Griffin stated the existing pole at Lot #6 is right at the
lot line and is difficult to access.
Mr. Field stated the telephone company has relocated that pole to
get it exactly on the lot line. As I understand it now, the access to the
driveway is clear.
It was moved, seconded and voted 5;0 to approve the Petition from
the RMLD, Plan for Pole Location, No. 1602 dated August 21, 1985.
The Board next met with Messrs. Daniel J. Mahoney and Bob
Scheidemantel of the Neptune Water Meter Company for the purpose of a
demonstration of their water meters.
Mr. Maloney stated we have been in business since 1896 and are
one of the largest meter manufacturers in the world. He stated we have
taken a long look at the problems most water utilities have today and
introduced our ARB system. Six or seven years ago we changed the design of
our meters and went to a microchip. This involves the wiring of three
terminals to the outside receptacles. We have sold this system to the City
of Boston, as well as Providence, R.I., and New Haven, Ct. North Reading
has also just purchased this system.

Mr. Scheidemantel demonstrated an additional small keyboard, or
mini-computer, which would be used by the meter readers. He stated this
would tie into an IBM computer as a standard, but they are compatible with
other computers.
Supt. Fletcher asked can this be a step process?
Mr. Mahoney replied yes, you can start with the ARB and use a
tape recorder. I would recommend you install some ARB's with visual
readers to begin with.
Supt. Fletcher stated my feeling is that perhaps we should start
on a precinct basis.
Mr. Mahoney stated the cost per household would be approximately
$52.00 per unit plus installation and instrumentation.
Supt. Fletcher stated we would like a cost proposal on this for
our budget discussions.
It was moved, seconded and voted 5:0 that Sheet No. 12, Bill No.
15, for Mark J. Favaloro, 167 County Road, Plat 36 Lot 12, for a 70%
lateral dated September 9, 1985 in the amount of $403.33 be committed to
the Tax Collector and betterments assessed accordingly.
It was moved, seconded and voted 5:0 that Sheet No. 13, Bill No.
16, for W. Bregory Barone, 14 Cross Street, Plat 27 Lot 2, for a 100%
lateral dated September 9, 1985 in the amount of $261.80 be committed to
the Tax Collector and betterments assessed accordingly.
The Board reviewed the Report to Special Town Meeting regarding
the new facility.
Mr. Boucher passed out a draft report of what he proposes to give
to Town Meeting regarding the Dubitzky property on Salem Street. He asked
for any comments from the Board by next week.
Chairman Barker asked that each member read it thoroughly and
stay with Ron on Town Meeting floor. We should all be prepared to respond

to any questions from the floor.
Chairman Barker stated in conversations with the Finance
Committee Chairman and the Planning Board Chairman today, the Planning
Board is not going to be ready to make a report on, or to discuss their
article or motions under Article #5 of this warrant. They do not have a
final report from their Consultant. The Chairman of the Planning Board
plans to be at tomorrow night's meeting, but plans to make no official
responses or actions on behalf of the Planning Board. The Chairman of the
Planning Board said that as a result of this, his committee can not make a
vote on our presentation tomorrow night.
The Chairman stated I feel anything we can do to expedite a
decision out of Town meeting as to where this Department should go is to
our benefit.
Mr: Boucher stated in order to get any kind of recommendation
from Finance Committee, we have to justify our recommendations on this.
The clock has run out and there isn't time to do much else.
Asst. Supt. McIntire joined the meeting at 9;00 F.M.
The Board further discussed the New Facility Report and
preparation for Town Meeting.
Under Old and New Business;
Chairman Barker stated regarding the Superintendent's Salary, the
solution will come forth at November Town Meeting when the Personnel Board
raises the salary scales. At that time, the Personnel Sub-Committee will
be asked to do a full merit review.
The Board signed the Payroll and the Billroll for the period
ending September b, 1985.
The meeting adjourned at 9;45 P.M.
