Present were Chairman Barker, Board Members Griffin, Boucher and Nitzsche and Superintendent A.V. Fletcher, P. E. Chairman Barker welcomed Curt F. Nitzsche to the Board. Supt. Fletcher explained the memo from Asst. Supt. McIntire regarding Reserve Fund Transfers. It was moved, seconded and voted 4:0 to request '7,000.00 for the operational expenditures under Snow and Ice from the Reserve Fund. Regarding the Fuel Spill Cleanup at John Street, Supt. Fletcher stated late this afternoon we received a quote. We propose to ask for at least $20,000.00 from the Reserve Fund. It was moved, seconded and voted 4:0 to request $20,000.00 from the Reserve Fund for Hazardous Waste Cleanup. Regarding the Task Force, Supt. Fletcher reported the Industrial Development Committee is reviewing the proposals for the John Street Landfill Area. He added that Gill Redford will make the presentation at the Task Force Meeting tomorrow night. It was moved, seconded and voted 4:0 that Riverpark 93 be allowed access to the sewage system of the Town of Reading for the purpose of the sewering of the site in Borth Reading with a minimum request that they bear all costs and abide by our III regulations for no less than twice the amount of reduction in our own sewage system. Mr. Griffin stated I think we should go with this as quickly as possible and this should also include a process for an assessment on an annual basis for charges. Supt. Fletcher stated I am going to insist on some type of metering device. He added that Bill Redford will make a presentation for Board of Public Works Meeting of March 25, 1986 Page 2 the Town, since I am a Director on the W.R.A. Board. The Board adjourned temporarily at 8:3S P.M. to meet as the Board of Survey. The Board reconvened at 8:40 P.M. The following Town Meeting articles were assigned as follows: Gavin Circle - Curt Nitzsche Latham Lane - Ron Boucher B.P.W. Facility - Doug Barker Bear Hill Nike Site - Bob Griffin Water Enterprise Article - Barry Hampson Sewer Enterprise Article - Bob Griffin W.F.A. Assessment - Ron Boucher Under Old and New Business: Chairman Doug Barker stated after two years of sitting as Chairman, it is time to let someone else do the job. He expressed his thanks to the Department staff and the Board. He stated he is a little disappointed with the vote of last evening, but hopes some good will come of this. He looks forward to serving the Town in some other capacity after July 1st. The Board next reorganized with Supt. Anthony V. Fletcher acting as Chairman Pro Tem, while the Board voted for a new Chairman. On the first nomination, Barry E. Hampson was elected Chairman of the Board of Public Works, 4:0. On the first nomination, James R. Boucher was elected Secretary of the Board of Public Works 4:0. It was moved, seconded and voted 4:0 to appoint Anthony V. Fletcher, P.E. as Superintendent and Clerk of the Board. Board of Public Works Meeting of March 25, 1986 Page 3 Mr. Griffin spoke on behalf of the Board in thanking Mr. Barker for his contributions to the Town and the BPW over the years. Acting Chairman Boucher next appointed the following members of the Board to the various committees; Law Committee - Barry E. Hampson Recreation Committee - Curt E. Nitzsche Audit Committee - [Marry E. Hampson Computer Committee - Robert P. Griffin W.R.A. Committee - Barry E. Hampson Regional Water Policy Group Committee - Robert P. Griffin and J.R. Boucher Historical Committee Liaison - Robert P. Griffin B.P.W. Facility Task Force Committee - Douglass L. Barker It was moved, seconded and voted 4:0 that the Chairman, Secretary and/or immediate past Chairman of the Board be authorized to sign the Payroll and Billroll for the weeks ending March 28 and April 4, 1986.
