Board of Public Works Meeting of :Tanuary 6, 1986 Pane I
A meeting of the Board of Public Works convened in Room 161"
Municipal Building at :30 P.M. Present were Chairman Barker, Secretary
Hampson, Board Members Griffin and Boucher, Superintendent AN. Fletcher,
P.E. and Assistant Superintendent William A. Redford.
It was moved; seconded and voted 3:00 i. (Mr. HaApson abstaining)
to accept the minutes of the Board of Public Works meeting of December 9,
1985 as amended.
It was moved, seconded and voted 4:0 to accept the minutes of the
Board of Public Works mecti g of De.:ember 6, 1985 as written.
It was moved, seconded and voted 4:0 to accept the minutes of the
Board of Survey meeting of December 16, 1985 as written.
The Board next met with Mr. Charles Catalfamo at 7:35 P.M.
regarding his possible appointment to the hoard of Public Works.
Mr. Cat_ l =_amc introduced himself and stated he is presently a
member of the Finance Committee and also a bu=sinessman in the Town. He
stated he has the expertise in Town Government and approximately 40 years
experience in the automotive field. He feels he coul.d be a great asset to
the Board, and feels he could do a better job on the Board of Public Works
than the Finance Committee. He stated he has had tremendous exposure to
the public because he has been self-employed almost all of his life.
Mr. Boucher asked if you were appointed to the Board, would you
have to resign from the Finance Committee?
Mr. Cataifamo replied yes,
Mr. Boucher asked what are your feelings if the Charter
I[". Commission passes?
Mr. C.atalfamo replied that is a chance we all have to take.
Mr- Griffin asked have you now or do you anticipate any
litigation against the Town of Reading?

Mr. Catalfamo replied no-.
Mr. Griffin asked have you reviewed the situation regarding the
new facility?
Mr. Catalfamo replied I am quite familiar with that.
Mr. Hampson asked how long have you lived in Reading?
Mr. Catalfamo stated my business has been here since t977. I have
lived here since 1935.
Mr. Griffin asked are you a Town Meeting Member?
Mr. Catalfamo replied no, and I never gave it mach thought.
However, I am very disappointed in the Town Meeting Members in this Town.
Mr. Barker asked do you have any qualms about leaving the Finance
Committee at this time while they are in the budget season?
Mr. Catalfamo replied no,.
Chairman Barker thanked Mr. Catalfamo for coming and stated we
will advise both he and Mr. Mitchel of the Boards decision.
Under the Superintendent's Report;
Supt. Fletcher reported we had a meeting on Thursday with Peter
Johnson of Spaulding & Slye regarding River-park 93. He has written to the
M.W.R.A. in response to Rowena Conklin's letter. He stated we also
discussed that we would negotiate a separate agreement with the Board of
Public Works and Spaulding & Slye regarding the I!I reduction.
Mr. Griffin asked what is Wilmington's involvement?
Supt. Fletcher replied Wilmington is a member community and there
is no problem with a member community tying in. There is no legislative
action required,
Mr. Griffin asked what is the next step?
Supt. Fletcher replie=d Peter Johnson will get back to me with
what happens at the Wilmington and North Reading meetings.

Mr. Hampson read the Notice of Public Hearing at 8;00 P.M.
regarding taking an easement through private property located South Fast
of Willow Street, between Lowell Street and West Street for drainage
purposes.
There were 14 abettors present.
Chairman Barker welcomed everyone to the hen ring and introduced
the members of the Board and the Department.
Asst. Supt. Bedford described the project. He stated the Town of
Bending has been upgrading and cleaning a number of the major channels in
Beading. The one we are currently working on is known as the Aberjona
River. We will he trying as much as possible to follow the natural
channel.
Mr. Bolger of 14 Summer Avenue stated his concern is with our
children's safety. The access road on West St. where you are presently
working is pretty big.
Diane Troy of 146 Willow Street asked how far into my existing
back yard will you have to go?
Mr. Bedford replied about. 30 feet away from your house.
Mr. Bolger of 14 Summer Avenue asked what is the possibility of
extending the culvert through the bark yards`?
Mfr. Bedford replied the Conservation Commission will likely
insist as they have in the past on leaving the ditches open.
Nancy:: O'Soro of 20 Summer Avenue asked can we stop you from doing
this?
?fir. Bedford replied we have no easement at certain portions of
the channel at present.
Mr. O'Keefe of 3? Summer Avenue asked why is this being done.
Supt. Fletcher replied there is a great deal of flooding upstream
from this area,

James Keramas, who owns property on Willow Street asked how are
you proposing to cut this stream bed? How wide is this going to be?
Mr. Redford replied the bottom will be eight feet wide.
Mr. Robert Cup=rciariello of 84 Willow Street stated I understood
a lot of the work will be done on my property.
Mr. Redford replied yes, there is an existing ditch on your
property.
Diane Troy of 146 Willow Street asked will this stop erosion?
Mr. Redford replied yes.
Mr. Guarciari.ello asked where in Town could we see this type: of
work done?
Mr. Redford replied there were similar projects done on Pleasant
Street and on Eaton Street.
Supt. Fletcher promised "snow fences" where required on certain
properties.
Chairman Barker polled the involved abettors as to whether or not
they are in favor of providing easements to the Town with the following
results:
Troy - 146 Willow Street - Yes
Demita - 140 Willow Street - Yes
Keramas - Willow Street - No
Guarciari.ello - 84 Willow Street - Undecided
McGurn - 80 Willow Street - Undecided
Antron - :'f Willow Street - Undecided

Mrs. McGurn stated she is concerned about traffic and not being able to
park in her driveway.
Mr. Keramas dor,:;= not want the Town to survey or go on his
property.

Mrs. Hogan asked, I have a whole row of trees on my property
along the tracks, are you nosing to have to remove all those trees?
Mr. Redford replied no, we can maneuver the vehicles around the
t reel.
It was moved, seconded and voted 4:0 to close the hearing at 9:10
P.M.
It was moved, seconded and voted 4:0 that the Chairman and/or
Secretary be authorized to sign the Payroll and the Billroll for the
period from January 7, 1986 through January 26, 1986.
Under Members Questions and Comments:
Mr. Griffin stated with the current elections, I feel it is
important to see the last significant piece of duty finished, which is the
placement of the John Street Facility. My intentions are to continue as .a
member of the Board of Public Works for as long as I can.
Mr. Boucher stated I intend to see the Board of Public Works term
through, unless the Charter goes through.
Mr. Hampson stated I intend to run for re-election.
Mr. Barker stated it is my very strong feeling that the Board of
Public Works- is a vital Board and it is my intention to remain on the
Board. Should Charter pass, this member will resign effective July 1,
1986.
The Board next discussed the road marking (line painting) memo
from Chairman Barker.
It was moved, seconded and voted 3:1 (Mr. Hampson opposed) to
L approve Chairman Barker's policy for line painting.
Chairman Barker stated I have ;-a problem with Lowell Street +Fcm.
Grove Street to An 93, The double line marking is very weak.

It was moved; seconded and voted 4:0 to award Contract BS-21,
Supplying and Installing Pumping Equipment and Appurtenances at Well
82- 0, to D.I. Maher Co., 71 Concord Street, No. Reading, Ma. in the
amount of $44,670.00 as per their bid dated Decomber 20, 1985.
Under the FY87 Budget discussion, Chairman Barker requested that
the Clerk of the Board write a letter to the Finance Committee with a copy
to the Board of Selectmen requesting that our budget be accepted as two
separate and distinct entities.
Regarding the appointment of a new member to the Board of Public
Works, Mr. Griffin stated my feeling is that there really isn't a lot to
be gained by appointing a_ member before the March election. We should
request that the two individuals run for election in March.
Chairman Barker stated I agree with Bob very strongly. I feel
this Board would be doing a great disservice to the Finance Committee at
this time by appointing Charlie Catalfamo.
Mr. Boucher stated that sounds reasonable.
Mr. Hampson stated he had no objection to this.
Chairman Barker requested the Department draw up a letter for the
Chairman's signature to be delivered as soon as possible.
Chairman Barker stated is am in receipt of a letter received
tonight, regarding the Mineral. Street Bridge. The Department will handle
this response.
It was moved, seconded and voted 4:0 that the policy of adopting
a water bill appeal process be established.
The Board signed the Payroll and the Ciil.lroll for the period
L ending January 3, 1986,
The meeting adjourned at 1.VOS P.M.
