Board of Public Works Meeting of December 9, 1985 Panel
A meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7.30 P.M. Present were Chairman Barker, Board
Members Griffin and Boucher, Supt. A.U. Fletcher, P.F. and Asst. Supt.
William A. Redford.
The Board met with members of the Recreation Committee to discuss
their FY87 budget request.
Present from the Recreation Committee were John Fallon, Bill.
Hughes and three other members.
The requests from the Recreation Committee this year are as
follows; Exercise Fitness Trail in the amount of $7,000.00, Playground
Equipment in the amount of $3,000.00, Soccer Goals at Parker Lower Field
in the amount of $1,500.00, Backstop at Morton Field in the amount of
$77000.00, for a total of $18,500.00. The list is not necessarily
prioritized.
Regarding the soccer goals at Parker Junior High, Mr. Fallon
reported that Reading United Soccer has pledged $SOO.00 toward their
purchase.
Mr. Fallon publicly thanked Bud Dickey, Supt. of Parks and
Playgrounds, for his totally outstanding work. It was his suggestion on
how to cut the costs of building the platform stage at Memorial. Park. The
sod from Memorial. Park was moved to the Parker Junior High Lower Field.
Mr. Fallon resorted that additional sod is needed there. He also thanked
the two Assistant Superintendents for their help with the lighted softball.

Mr. Griffin asked is it possible to spread the Exercise Fitness
Trail construction over two budget seasons?
Mr. Fallon replied yes, it could be. He added that they are
hoping to move the trail into the Birch Meadow - High School. Complex area.
He stated the Conservation Commission has expressed interest in helping

out with the cost of some of the stations. We have discussed the
possibility of building the station signs at the Vocational School.
Perhaps various civic organizations might wish to contribute.
It was moved, seconded and voted 3,0 that $11.SOO.00 be approved
for Park Construction.
The Chairman thanked the Recreation Committee for their input.
The Board next met with representatives of C.E. Maguire at 8:00
P.M. to discuss the III Study for the Town of Reading. Present were Peter
DeVenis, Ed Dunn, Joseph McGinn, Harry Snow and Herb H.affley of Eastern
Pipe Services.
Mr. Dunn illustrated Maguires experience in the sewer industry,
and various projects where they have been involved with III studies.
Mr. McGinn outlined Maguires proposed two--phase program for the
Town of Reading. He added that they would analyze Reading's sewer system
based on records they collect as well as undertaking a series of dry and
wet weather flow measurements to determine base flow of the system.
Mr. McGinn further added that Maguire would have 25 meter
locations at a cost of $917500.00. He added that their commitment is to do
this on a timely basis and within the Town's budget.
Chairman Barker thanked them for coming and the Board next met
with representatives of Black & Veatch at. 80S P.M.
Present were George H. Bollier and Robert J. Dunn. Jr.
Mr. Dunn outlined Black & Veatch`s background and experience with
1!I studies.
Mr. Collier stated the entire project is estimated to take a
total of 18 weeks at a cost of $69,000.00. He added that there would be 20
meter locations.
After further discussion and questions and answers from the
Board, the Chairman thanked everyone for coming.

The Board next met with representatives of Canis, Dresser & McKee
at 9:05 P.M. Present were Robert. Cutone. Jim L.eu and Bill DiTullio.
Mr. DiTullio stated for the east ten years he has done nothing
but I/I studies. CDM has done 41 studies in the Commonwealth of Mass.
alone. He added that their study would be done in two phases, with 18 - 20
meter locations at a cost of $69,957.00.
After further discussion and questions and answers from the
Board, the Chairman thanked everyone for coming.
The Board next met with representatives of Metcalf & Eddy Inc... at
9.40 P.M.
Present were Jim Ryan, Gene Grafton, Cron Shulton and Mark:
Meserve.
Mr. Grafton stated Metcalf & Eddy is now located in Wakefield so
is easily accessible to Reading and has extensive experience in III
studies, including a recent study done in Burlington.
Mr. Shulton stated we will be working very closely with the
personnel who run the system and with the Police Department. He added that.
M&E would install. 23-25 meter locations at a cost of $76,800.00.
The Chairman thanked everyone for coming and the meeting with M&E
ended at 10;00 P.M.
After discussion, it was moved, seconded and voted 3.0 to award
the contract for an I/I investigation to Camp Dresser & McKee Inc. in the
amount of $69,957.00.

It was moved, seconded and voted 3:0 to increase the salary of
the Superintendent by 1.11y to an annual salary of $47.000.00 effective
January 1g 1986.
The Board signed the Payroll and the Billroll for the period
ending December 6p 1985.
The meeting adjourned at 10:35 KM.
