To either of the Constables of the Town of Reading, Greetings:
In the name of the Commonwealth, you are hereby required to notify
and warn the inhabitants of the Town of Reading, qualified to vote in
elections and town affairs, to meet at the Memorial High School, 62 Oak-
land Road, in said Reading on Monday, September 24, 1973, at eight
o'clock in the evening to act on the following articles:
ARTICLE 1. To see if the Town will appropriate a sum of money
not to exceed $21000,000 for the enlargement of the municipal electric
lighting plant by the construction of a substation and facilities ap-
purtenent thereto and determine whether such appropriation shall be
raised by borrowing or otherwise, or take any other action relative
thereto.

ARTICLE 2. To see if the Town will vote to authorize the Board
of Selectmen, upon the written request of the Municipal Board, on be-
half of the Town, to acquire a certain parcel of land situated on
Main Street, known as Route 28 in Reading, containing 9.4 acres, more
or less, as shown on a plan filed in the office of the Town Clerk en-
titled "Plan of Land in Reading, Massachusetts, prepared for Reading
Municipal Light Department" Scale 1 equals 80' and dated January 11,
1973, by Dana F. Perkins and Sons, Inc., Civil Engineers and Surveyors,
Reading - Lowell, Massachusetts, and to take said land, or any part
thereof, in fee or ruts of easement therein by eminent domain under
Chapter 79 of the General Laws, as amended, or acquire the fee in said
land or any pa t thereof by purchase or otherwise, and to make entry
for the purposeAconstruction before all claims for damages by reason
thereof shall have been finally adjusted or determined, and to author-
ize the transfer of the care, custody, management and control of such
land to the Municipal Light Board, and to authorize the Municipal
Light Board to lease or grant easements in such land to carry out the
purposes of acquisition, and to see what sum the Town will raise and
appropriate for such purpose, or take any other action with respect
thereto.

ARTICLE 3. To see if the Town will amend the By -Laws, Article
XXI (Public Conduct) by adding a new Section 6 or take any other ac-
tion in relation thereto:
Consumption of Alcoholic Beverages Section 6. No person shall
consume any alcoholic beverages as defined in Chapter 138 of the Gen-
eral Laws while on, in or upon any public way, parking lot, or any
public place not duly licensed for such purposes, including consump-
tion while in or upon any motor venicle on such way, lot or place.
All alcoholic beverages being used in violation of this by -law shall be
seized and safely held until final adjudication of the charges against
the person or persons arrested or summoned before the Court, at which
time they shall be returned to the person entitled to lawful possession.

ARTICLE 4. To see if the Town will vote to accept Chapter 40,
Section 8G, which permits cities and towns to enter into agreements for
mutual police aid programs.

ARTICLE 5. To see what sum the town will raise and appropriateu
for Traffic Control - Schools, or take any other action with respect
thereto.

ARTICLE 6. To see if the Town will vote to authorize the Board
of Selectmen to sell or exchange or otherwise dispose of, upon such
terms as they may determine, a 1960 11 ton truck now in the Forestry
Department, and to see what sum the Town will raise and appropriate for
purchase of a new truck with protective screen and for rebuilding of an
existing dump body for transfer to the new truck, or take any other ac-
tion with respect thereto.

ARTICLE 7. To see what sums the Town will raise from the tax
levy, or transfer from available funds or otherwise and appropriate
for the salary and expense of the Executive Secretary, or take any
other action relative thereto.

ARTICLE 8. To see what sum the Town will raise by borrowing or
from the tax levy, or transfer from available funds or otherwise and
appropriate for expenses of the Board of Public Works including arch-
itectural and engineering services, reconstruction of the fire dam-
aged portion of the D. P. W. garage at 181 John Street and repairs to
that garage, such sums to be spent by and under the direction of the
Board of Public Works, or what it will do in relation thereto.

ARTICLE 9. To see if the Town will amend the By -Laws, Article
XVI, Contracts, Section 6, by adding at the end-..thereof as follows:
"This section and Section 5 shall not be applicable to purchase
of textbooks by the School Department pursuant to Chapter 71, Sec-
tion 48 of the General Laws or to the purchase of books and related
materials for School Library and Public Library purposes unless the
School Committee or the Board of Library Trustees deem it to be in
the best interest or advantage to the Town ", or take any other action
with respect thereto.

ARTICLE 10. To see what sum the Town will vote to raise and ap-
propriate for the purpose of the design and furnishing of a Fire De-
tection System in the original section of the Reading Memorial High
School, or what it will do in relation thereto.

ARTICLE 11. To see what sum the Town will raise and appropriate
Cor the purpose of reimbursing the Cemetery Department for stolen
equipment; and for the design and installation of a burglar alarm system ;
in the garage in Laurel Hill Cemetery, or take any other action with

ARTICLE 12. To see if the Town will authorize the Conservation
Commission, on behalf of the Town, to enter into agreements with the
Commonwealth of Massachusetts and the Bureau of Outdoor Recreation,
United States Department of the Interior for assistance under the Fed-
eral Land and Water Conservation Fund Act of 1965, Sta. 897 (1964)
as it may be amended, or take any other action relative thereto.

ARTICLE 13. To see if the Town will vote to authorize the Con-
servation Commission to acquire by purchase, or otherwise, for con-
servation purposes, a certain parcel of land shown as Plat 125 Lot 2
in the records of the Town Assessors and containing 3.3 acres more or
less, and see what sum the Town will raise and appropriate for such ac-
quisition, or take any other action with respect thereto.

ARTICLE 14. To see what sum the Town will raise and appropriate
for the Conservation Fund under General Laws, Chapter 40, Section 8C, to
be expended under the direction of the Conservation Commission.

ARTICLE 15. To see what sum the Town will raise and appropriate
for updating the Conservation Plan and for preparation of a Wetlands
Protection Map and amendment to the Zoning By -Law, or take any other
action with respect thereto.

ARTICLE 16. To see what sum the Town will raise and appropriate
to the Conservation Fund under General Laws, Chapter 40, Section 8C,
or take any other action with respect thereto.

And you are directed to serve this Warrant by posting an attested
copy thereof in at least three public places in each precinct of the
Town not less than seven days prior to September 24, 1973, the date
set for the meeting in said Warrant and to publish this Warrant in
the Reading Chronicle one day at least prior to said date.
Hereof fail not and make due return of this Warrant with your do-
ings thereon to the Town Clerk at or before the time appointed for
said meeting.
