To either of the constables of the Town of Reading, Greetings: In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Reading qualified to vote in elections and town affairs to meet at the Reading Memorial High School, 62 Oakland Road in said Reading, on Tuesday, November 13th, 1984, at seven thirty o'clock in the evening to act on the following articles: ARTICLE 1. To hear and act on the reports of the Board of Selectmen, Town Accountant, Treasurer, Collector of Taxes, Board of Assessors, Board of Public Works, Town Clerk, Tree Warden, Board of Health, School Committee, Contributory Retirement Board, Library Trustees, Municipal Light Board, Finance Committee, Cemetery Trustees, Planning Board, and any other Board or Special Committees. Board of Selectmen ARTICLE 2. To choose all other necessary Town Officers and Special Committees and determine what instructions shall be given Town Officers and Special Committees. Board of Selectmen ARTICLE 3. To see if the Town will vote to amend the Capital Outlay Plan, as provided for in Article III, Section 11 of the By -Laws of the Town, as previously adopted by the Town, or take any other action with respect thereto. Finance Committee ARTICLE 4. To see what sum the Town will raise by borrowing, or transfer from available funds, or otherwise, and appropriate for the purchase of uniforms for members of the Police Department, or take any other action with respect thereto. Board of Selectmen ARTICLE 5. To see what sum the Town will raise by borrowing, or transfer from available funds, or otherwise and appropriate for the purchase of uniforms for members of the Fire Department, or take any other action with respect thereto. Board of Selectmen ARTICLE 6. To see what sum the Town will raise by borrowing, or transfer from available funds, or otherwise, and appropriate for the purchase of two radar guns for the Police Department, or take any other action with respect thereto. Board of Selectmen ARTICLE 7. To see what sum the Town will raise by borrowing, or from the tax levy or transfer from available funds or otherwise and appropriate to the Law Committee for employing special counsel to represent the Planning Board with regard to the matter of the Planning Board Town of Reading v. Zoning Board of Appeals, Town of Reading and Leonard Overon, d b a C &C Associates, pending in Middlesex Superior Court as Civil Action No. 84- 4287, or take any other action with respect thereto. Law Committee ARTICLE 8. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purpose of constructing, reconstructing and relocating drainage facilities at the proposed Public Works John Street facility, such sums to be spent by and under the direction of the Board of Public Works, or take any other action with respect thereto. Board of Public Works ARTICLE 9. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purpose of constructing and reconstructing sewage facilities, in John Street, such sums to be spent by and under the direction of the Board of Public Works, or take any other action with respect thereto. Board of Public Works Subsequent Town Meeting Warrant November, 1984 2662 ARTICLE 10. To see what sums the Town will raise by borrowing, or from the tax levy or transfer from available funds or otherwise, and appropriate for the purpose of improving, constructing and reconstructing Town public ways in accordance with Chapter 234 of the Acts of 1984. Such sums to be spent by and under the direction of the Board of Public Works in such locations as the Board of Public Works may deem advisable, or take any other action with respect thereto. Board of Public Works ARTICLE 11. To see what sums the town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purpose of designing, constructing and reconstructing of transportation improvements to portions of the Reading central business district in accordance with Chapter 732 of the Acts of 1981. Such sums to be expended by and under the direction of the Board of Public Works and in such locations as the Board of Public Works may deem advisable, or take any other action with respect thereto. Board of Public Works ARTICLE 12. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds or otherwise, and appropriate for the purpose of constructing and reconstructing drainage facilities on the Westerly side of Main Street - Route 28, vicinity of House Numbers 896, 900 and 908, such sums to be spent by and under the direction of the Board of Public Works, or take any other action with respect thereto. Board of Public Works ARTICLE 13. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds or otherwise, and appropriate for the purpose of groundwater and water supply watershed protection, such sums to be spent by and under the direction of the Board of Public Works and in such locations as the Board of Public Works may deem advisable, or take any other action with respect thereto. Board of Public Works ARTICLE 14. To see if the Town will vote to authorize the Board of Selectmen on behalf of the Town to convey or abandon upon such terms and conditions as they may determine a parcel of land known as Old Pearl Street, or any portion thereof, including all rights of easements therein as shown on Town of Reading Assessors Plats 115, 130 and 131 and being bounded by Plat 115 Lot 36, Plat 115 Lot 40, Plat 130 Lot 70, Plat 130 Lot 69, Plat 130 Lot 62, Plat 131 Lot 1 and Plat 131 Lot 2 and to specify the minimum amount to be paid for such conveyance or abandonment, or take any other action with respect thereto. Board of Public Works ARTICLE 15. To see if the Town will vote to transfer the care, custody, management and control of the land, or any portions thereof as shown on Town of Reading, Board of Assessors Plat 209 as Lot 1 which constitutes a portion of what is commonly known as the Town of Reading Laurel Hill Cemetery - War Memorial from various officials and Boards of the Town of Reading to the Board of Cemetery Trustees, or take any other action with respect thereto. Board of Public Works ARTICLE 16. To see if the Town will vote to transfer or exchange 24 grave spaces in Charles Lawn Cemetery, for a deed for a parcel of land containing 3.39 acres more or less, said described parcel to be used for Cemetery purposes and described as follows: Starting at a point 560.70' southerly from Wakefield Street along the westerly side of property now or formerly owned by James Boyd, the line runs easterly 290.05' to a point, thence southerly for 274.14' - line then runs westerly for a total distance of 590.331, turning then northerly for a total of 124.72' and again turning westerly for 113.641. Then the line runs northerly for a distance of 105', at this point the line runs easterly for a total distance of 425.99' to point of beginning. Parcel being more fully described on Assessors Map #143 and designated as Lot #3 on said plan, or take any other action with rspect thereto. Board of Cemetery Trustees ARTICLE 17. To see what sum the Town will raise by borrowing, or transfer from available funds, or otherwise, and appropriate for the purpose of satisfying the Town's municipal space needs through renovating, modifying or adding to the Town Hall /Old Library Complex located on Lowell Street, including costs of construction, remodeling, reconstructing or making extraordinary repairs to the same, originally equipping and Ifi) Subsequent Town Meeting Warrant November, 1984 furnishing, costs of architectural, engineering and construction services, costs of financing in connection therewith and any other related costs, and that said funds shall be expended by and under the direction of the Municipal Space Building Committee, and to see if the town will authorize said Municipal Space Building Committee to enter into any and all contracts and agreements necessary therefor and incidental thereto, including, without limitation, contracts for architectural, engineering and construction services and to proceed with all other acts and things necessary or proper for carrying out the provisions of this article, or take any other action with respect thereto. Municipal Space Building Committee ARTICLE 18. To see what sum the Town will raise by borrowing, or transfer from available funds, or otherwise, and appropriate for the purpose of satisfying the Town's municipal space needs on a temporary basis through repairing, renovating or modifying the Old Library Building located on Lowell Street, including costs of construction, remodeling, reconstructing or making extraordinary repairs to the same, originally equipping and furnishing, costs of architectural, engineering and construction services, costs of financing in connection therewith, and any other related costs, and that said funds shall be expended by and under the direction of the Board of Selectmen and to see if the Town will authorize the Board of Selectmen to enter into any and all contracts and agreements necessary therefor and incidental thereto, including, without limitation, contracts for architectural, engineering and construction services, and to proceed with all other acts and things necessary or proper for carrying out the provisions of this article, or take any other action with respect thereto. Municipal Space Building Committee ARTICLE 19. To see if the Town will vote to authorize the Board of Selectmen to lease, purchase, or lease with an option to purchase a telephone system for the town together with all necessary equipment therefor, and to see what sum the Town will raise from the tax levy, or by borrowing, or transfer from available funds, or otherwise, and appropriate for acquiring and installing said telephone system, or take any other action with respect thereto. Board of Selectmen ARTICLE 20. To see if the Town will vote to amend "Schedule A - Classification Plan" of Article XXIV of the By -Laws of the Town of Reading by adding a Grade 8 and the Position Title: "Assistant Building Inspector" and to see what sum the Town will raise by borrowing, or transfer from available funds, or otherwise, and appropriate to the Building Inspector's Department for the purpose of funding the salary of the Assistant Building Inspector, or take any other action with respect thereto. Board of Selectmen ARTICLE 21. To see what sum the Town will raise by borrowing, or transfer from available funds, or otherwise, and appropriate to the Recreation Committee for the purpose of repairs and improvements of the Municipal swimming pool, or take any other action with respect thereto. Recreation Committee ARTICLE 22. To see what sum the Town will raise by borrowing, or transfer from available funds, or otherwise, and appropriate to the Council on Aging for the purpose of purchasing a new 1985 passenger van, or take any other action with respect thereto. Council on Aging ARTICLE 23. To see if the Town will vote to authorize the Board of Selectmen and /or the Commissioners of Trust Funds to take all steps necessary, including petitioning the relevant court and /or any other agency of federal or state government having jurisdiction thereof, to modify the terms of or terminate the Anne S. Grouard Trust Fund, the Stephen S. Foster Trust Fund and the Gilman Parker Trust Fund, whether known by those or any other names, and any other trust funds which may be a part of what is collectively known as the Hospital Trust Funds in the Town of Reading, so that the monies in said Hospital Trust Funds, the principal and /or interest thereon, may be used for purposes other than those set forth in the wills, trusts or other documents establishing said trusts or conveying funds to Subsequent Town Meeting Warrant November, 1984 ` the Town of Reading to be held in trust for establishing a hospital in the Town of Reading; and to authorize the Board of Selectmen and /or the Commissioners of Trust Funds to take all steps necessary to carry out the intent and purposes of this Article; and to see what sum the Town will raise by borrowing or from the tax levy or transfer from available funds, or otherwise, and appropriate to the Board of Selectmen and /or the Commissioners of Trust Funds for carrying out the purposes of this Article, or take any other action with respect thereto. Trust Fund Commissioners ARTICLE 24. To see if the Town will vote to amend the Town of Reading General By- Laws, Article XXXII, Section 11, Paragraph 1, by adding the following wording at the beginning of said paragraph: "After due notice and public hearing, the Conservation Commission may promulgate rules and regulations to effectuate the purpose of this by -law. However, failure to promulgate such rules and regulations, or a legal declaration by a court of law of..." or take any other action with respect thereto. Conservation Commission ARTICLE 25. To see if the Town will vote to instruct the Board of Selectmen to commence the procedure whereby the Town could adopt a new charter or revise or amend its existing charter in accordance with General Laws Chapter 43B and the Home Rule Amendment, Article LXXXXIX of the Amendments to the Massachusetts Constitution, or by petition to the General Court for special legislation, or otherwise, or take any other action with respect thereto. Board of Selectmen ARTICLE 26. To see if the Town will vote to adopt, with or without amendments, the Capital Outlay Plan to be presented to Town Meeting by the Finance Committee, pursuant to Article III, Section 11 of the By -Laws of the Town, or take any other action with respect thereto. Finance Committee And you are directed to serve this Warrant by posting an attested copy thereof in at least three (3) public places in each precinct of the Town not less than fourteen (14) days prior to November 13, 1984, the date set for the meeting in said Warrant, and to publish this Warrant in a newspaper published in the Town or by mailing an attested copy of said Warrant to each Town Meeting Member at least fourteen (14) days prior to the time of holding said meeting. Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at or before the time appointed for said meeting. Given under our hands this 1st day of October, 1984.
