HomeMy WebLinkAbout1983-11-21 Adjourned Subsequent Town Meeting Minutes,- ADJOURNED SESSION, SUBSEQUENT TOWN MEETING Reading Memorial High School November 21, 1983 The meeting was called to order by the Moderator, John W. Faria, at 7:30 P.M. there being a quorum present. The Invocation was given by the Rev. David W. Reid of the First Baptist Church followed by the Pledge of Allegiance to the Flag. ARTICLE 6. On motion of John H. Russell it was voted that the Board of Selectmen be and they hereby are authorized and empowered to sell to The Analytical Sciences Corporation (TASC), a Massachusetts corporation with a principal place of business at 1 Jacob Way, Reading, Massachusetts, or its nominee, the land described in the Motion made under Article 10 of the Warrant for the Subsequent Town Meeting of November, 1983, upon the terms and conditions set forth in the Motion under said Article 10 and upon such other terms and conditions as the Board of Selectmen shall consider proper for a minimum sales price of $1,200,000.00 or "fair market value ", whichever is the higher; that fair market value be determined by two independent appraisals of the property; and that the sum of Fifteen Thousand Dollars ($15,000.00) be transferred from free cash and appropriated to the Board of Selectmen for paying for said appraisals and for otherwise carrying out the purposes of this vote. ARTICLE 27. On motion of Maureen T. O'Brien it was voted to take up Article 27 out of order. ARTICLE 27. The attached report presented by Maureen T. O'Brien for the Reading Municipal Space Study Committee was accepted as a final report. Mrs. E. Winifred Krueger presented 500 signatures to the Town Meeting opposing the removal of the Reading government from its present location, and requested that the record of this Meeting reflect this action. This was voted in the affirmative. ARTICLE 27. Maureen T. O'Brien moved that the Town establish a Municipal Space Building Committee which shall include a liaison from the Finance Committee and seven members to be appointed by the Board of Selectmen; said Committee shall have at least one member from each of the following: Board of Selectmen, Board of Public Works and School Committee; said committee's purposes shall include producing plans and estimates for converting the Pearl Street School property for a Town Hall and /or other Town uses;. and moved that the sum of thirty -five thousand dollars ($35,000) be transferred from available funds and appropriated to said committee, to be expended by said committee for the purpose of hiring consulting engineers, architectural services, plans and survey, and other expenses needed to accomplish said committee's purposes. This motion was voted in the negative. ARTICLE 28. On motion of Stanley M. Nissen it was voted to take up Articles 28, 29, 30 and 31 out of order. ARTICLE 28. On motion of Stanley M. Nissen as amended by John H. Russell it was voted that the Town transfer the care, custody, management and control of the following described land and buildings thereon, commonly known as the Community Center, from the Board of Selectmen and /or the School Committee of the Town of Reading to the Board of Selectmen for general municipal purposes: The land with the buildings thereon situated in Reading, Middlesex County, Massachusetts, known as and numbered 52 Sanborn Street, bounded and described as follows: Beginning at the Southeasterly corner thereof at a drill hole in a capstone on the Westerly side of Sanborn Street; thence running Westerly by land now or formerly of Luther G. Howard and by land now or formerly of Mrs. Proctor's Heirs, Two Hundred Sixty -Seven and 4/10 (267.4) feet to Linden Street to a stake in concrete; thence turning and running Northerly by Linden Street, Two Hundred Sixty -One and 51100 (261.05) feet to land now or formerly of Adelaide M. Sheak; thence turning and running Easterly by land now or formerly of Adelaide M. Sheak and by land now or formerly of Mrs. Bosson, Two Hundred Sixty -Eight and 4/10 (268.4) feet to Sanborn Street; thence turning and running Southerly by Sanborn Street, Two Hundred Sixty (260) feet to the point of beginning. Being the land shown on a plan of land labeled: "Surveyed for Miss Sheak. Scale 1 in = 40 ft. April 23, 1904. James A. Bancroft, Surveyor." recorded at the Middlesex County South District Registry of Deeds at the end of Book 3093. Containing 69,787 square feet according to said Plan. Said land is also shown as Lot 32 on Reading Board of Assessors Plat No. 75, shown as containing 69,980 square feet according to said Assessors Plat 75. 136 voted in the affirmative 1 voted in the negative Adjourned Subsequent Town Meeting November 21, 1983 ARTICLE 29. On motion of Douglass L. Barker as amended by John H. Russell it was voted that the Town authorize the Board of Selectmen of the town of Reading to take all steps necessary to remove or extinguish any conditions or restrictions currently existing in the April 23, 1904 deed from Adelaide M. Sheak to the Town of Reading recorded at the Middlesex County South District Registry of Deeds in Book 3093, Page 61 relating to the land known as and numbered 52 Sanborn Street, commonly referred to as the Community Center Site, and shown as Lot 32 on Reading Board of Assessors Plat No. 75, so that all or any part of said property may be sold by the Town of Reading free of any such conditions or restrictions in the event that such sale is authorized by the Town of Reading. ARTICLE 30. William C. Brown moved that the Town vote to authorize the Board of Selectmen to sell upon such terms and conditions as they determine to be in the best interest of the Town, all or any part of the following described property, commonly known as the Community Center, and described below, for a price not less than that to be determined by two independent appraisals, and that the sum of Fifteen Thousand Dollars ($15,000.00) be transferred from free cash and appropriated for the purpose of carrying out this vote. Nordberg it was voted to lay Article 30 on the table. ARTICLE 12. The following motion by Russell T. Graham under this Article was laid on the table on motion of John H. Russell: Move that the Capital Outlay Plan as provided for under Article III, Section 11 of the By -Laws of the Town as adopted at the Subsequent Town Meeting of November, 1982, and amended at the Annual Town Meeting of April, 1983, be amended as follows: FY 84 REDUCE to as follows: SCHOOLS Remodeling for Declining Enrollment 70.0 BUILDING MAINTENANCE Building Improvement 21.8 FY 84 ADD to as follows: BUILDING MAINTENANCE Electrical Repair - Town Hall 5.0 SPACE STUDY COMMITTEE Old Library Renovations 20.0 FY 84 DELETE as follows: PUBLIC WORKS Sidewalk Reconstruction 21.0 CONSERVATION Acquire Water Resource Land 20.0 Land Management 10.0 POLICE DEPT. Traffic Lights 100.0 FIRE DEPT. Vehicle Replacement 8.0 Refurbish Engine #1 20.0 ARTICLE 31. John H. Russell moved that the sum of Twenty Thousand Dollars ($20,000) be transferred from free cash and appropriated to the Building Maintenance Department for the purpose of providing additional temporary municipal office space in the Old Library building, Lowell St., by making the necessary repairs and modifications to the Old Library building and to fund the costs of moving Town departments into said building. Adjourned Subsequent Town Meeting November 21, 1983 181 ARTICLE 31. On motion of Carl H. Amon, Jr. it was voted to lay Article 31 on the table. ARTICLE 30. On motion of John H. Russell it was voted to take Article 30 from the table. ARTICLE 30. On motion of William C. Carl H. Amon, Jr. moved for reconsideration of Article 30. This motion for reconsideration was voted in the negative. On motion of John H. Russell it was voted that this meeting stand adjourned to meet on Monday, November 28th, 1983, at 7:30 P.M., in the Reading Memorial High School auditorium.
