SPECIAL TOWN MEETING
Reading Memorial High School
September 26, 1983
The meeting was called to order by the Moderator, John W. Faria, at 7:30 P.M., there
being a quorum present.
The Pledge of Allegiance to the Flag was given.
The Warrant was partially read by the Town Clerk, when on motion of John H. Russell
it was voted to dispense with further reading of the Warrant except the Officer's Return
which was then read by the Town Clerk.
ARTICLE 1. The following Resolution to E. Roger Louanis, presented by Gail F.
Wood, was accepted unanimously.
RESOLUTION
WHEREAS, E. ROGER LOUANIS
has served the Town of Reading for nearly 31 years as a member of
citizen committees, as Superintendent of the Board of Public Works,
and as a dedicated citizen and
WHEREAS, E. Roger Louanis has given generously and unselfishly of his time and
efforts to the Town of Reading, not only to Town Government but in a
number of other activities, and
WHEREAS, E. Roger Louanis' faithful, calm and objective service to the Town of
Reading has been invaluable,
THEREFORE, BE IT RESOLVED that the elected officials, Town Meeting Members,
and citizens of Reading acting through this Town Meeting held
September 26th, 1983, do hereby record their deep gratitude and
appreciation of the dedicated services rendered by E. Roger Louanis
and do further record their recognition of the great benefits to the
Town which have resulted from his years of service, and
BE IT FURTHER RESOLVED that this resolution be spread upon the records and a
copy signed by the Moderator, Town Clerk and Board of Public Works be
delivered to Mrs. E. Roger Louanis, Mary Beth Louanis and Phillip
Louanis.
ARTICLE 1. On motion of John H. Russell it was voted to lay Article 1 on the table.
ARTICLE 2. On motion of John H. Russell it was voted to lay Article 2 on the table.
ARTICLE 3. On motion of John H. Russell it was voted that pursuant to Article VI,
Section 3 of the By -Laws of the Town, the Town approve the compromise or settlement of
the law suit brought by Sylvester J. Pierce, et al., Trustees of the Reading Park Trust,
against the Inhabitants of the Town of Reading for land damages arising out of an eminent
domain Order of Taking by the Town of Reading dated August 5, 1974, as amended, relating
to approximately 54 and one half (54.5) acres of land situated off Haverhill Street in
Reading, in what is known as Cedar Swamp, currently pending in the Middlesex Superior
Court as Civil Action No. 76 -4287, for an amount not to exceed $55,000, which amount
includes the pro tanto award of $10,897.80 which has already been awarded and paid to the
Trustees of the Reading Park Trust, and that the sum of $44,102.20 be raised from the tax
levy and appropriated for the compromise or settlement of such law suit; and that the
Conservation Commission of the Town of Reading are hereby authorized to apply for and
enter into agreements with state and /or federal agencies for financial or other assistance in
connection with the compromise or settlement of such law suit.
ARTICLE 4. On motion of John H. Russell it was voted that Article 4 be indefinitely
postponed.
ARTICLE 5. On motion of John H. Russell it was voted that the sum of One Hundred
Thousand Dollars ($100,000) be raised from the tax levy and appropriated to the
Stabilization Fund, as authorized under Mass. General Laws, Chapter 40, Section 5B.

ARTICLE 6. On motion of Douglass L. Barker as amended by Gail F. Wood it was
voted that the Town authorize the Board of Selectmen on behalf of the Town to convey or
abandon upon such terms and conditions as they may determine a portion of a Public Way
known as Grove Street including all rights of easements as shown and as more fully
described on a plan entitled "Relocation and Alteration of a Portion of Grove Street" dated
July 1983 and to specify the minimum amount of One Dollar ($1.00) to be paid for such
conveyance or abandonment, said portion to be abandoned consists of three (3) parcels and is
bound and described as follows:
PARCEL I
Beginning at a point said point being on the westerly sideline of Grove Street;
Thence N 41 degrees - 48' - 00" for a distance of 53.285 feet along the westerly
sideline of Grove Street to a point;
Thence by a curved line to the right having a radius of 240.00 feet a distance of 0.351
feet along the westerly side line of Grove Street to a point, said point being on the property
division line between the land of Smith and the land of Turpin;
Thence, N 51 degrees - 08' - 43" E a distance of 3.596 feet to a point;
Thence by a curved line to the left having a radius of 399.75 feet a distance of 53.635
feet to a point, said point being the point of beginning;
Said Parcel I to be abandoned contains approximately 64.27 square feet.
PARCEL II
Beginning at a point, said point being on the westerly sideline of Grove Street and on
the property division line between the land of Smith and the land of Turpin;
Thence by a curved line to the right having a radius of 240.00 feet a distance of
101.931 feet to a point; said point being on the property division line between the land of
Turpin and the land of Botticelli;
Thence N 79 degrees - 26' - 17" E a distance of 8.227 feet to a point;
Thence by a curved line to the left having a radius of 399.75 feet a distance of 98.247
feet to a point;
Thence S 52 degrees - 08' - 43" W a distance of 3.596 feet to a point said point being
the point of beginning;
Said Parcel II to be abandoned contains approximately 733.31 square feet.

PARCEL III
Beginning at a point; said point being on the westerly sideline of Grove Street and on
the property division line between the land of Turpin and the land of Botticelli;
Thence by a curved line to the right having a radius of 240.00 feet a distance of 52.261
feet along the westerly sideline of Grove Street to a point;
Thence N 04 degrees - 54' - 20" W a distance of 53.285 feet along the westerly sideline
of Grove Street to a point;
Thence by a curved line to the left having a radius of 399.75 feet a distance of 105.545
feet to a point;
Thence S 79 degrees - 26' - 17" W a distance of 8.227 feet to a point; said point being
the point of beginning;
Said Parcel III to be abandoned contains approximately 388.84 square feet,
114 voted in the affirmative
4 voted in the negative
On motion of John H. Russell it was voted that this meeting stand adjourned sine die.
Meeting adjourned at 8:20 P. M.
130 Town Meeting members were present.
