ADJOURNED ANNUAL TOWN MEETING
April 28, 1983
Reading Memorial High School April 28, 1983
The meeting was called to order by the Moderator, John W. Faria, at 7:30 P. M., there
being a quorum present.
The invocation was given by the Rev. Dayl H. Hufford of the First Congregational
Church, followed by the Pledge of Allegiance to the Flag.
ARTICLE 47. Mr. Gerald A. Fiore presented a general report for the Finance
Committee which was accepted as a report of progress.
ARTICLE 47 (9) On motion of Gerald A. Fiore it was voted to take up line item 9
in advance.
ARTICLE 47 (9) On motion of Gerald A. Fiore it was voted that the sum of One
Hundred Fifty Thousand Dollars ($150,000) be transferred from the overlay reserve fund and
Fifty Thousand Dollars ($50,000) be transferred from free cash and that said sums totalling
Two Hundred Thousand Dollars ($200,000) be appropriated to the Reserve Fund.
ARTICLE 47 (10) On motion of Elizabeth W. Klepeis it was voted to take up line
item 10 in advance.

Thirty -Five Thousand Three Hundred Dollars ($35,300) be raised from the tax levy and
appropriated to Election and Registration Expense.
ARTICLE 47 (11) On motion of Elizabeth W. Klepeis it was voted to take up line
item 11 in advance.
ARTICLE 47 (11) On motion of Elizabeth W. Klepeis it was voted that the sum of
One Thousand One Hundred Fifty Dollars ($1,150) be raised from the tax levy and
appropriated to the Board of Registrars.
ARTICLE 47 (12 -14) On motion of Gerald A. Fiore it was voted to take up line items
12 - 14 in advance.

Sixteen Thousand Seven Hundred Seventy -Three Dollars ($16,773) be raised from the tax
levy and appropriated to the Finance Committee as follows: each item to be considered a
separate appropriation:

ARTICLE 47 (1 -8) On motion of John H. Russell it was voted that the sum of One
Thousand Eight Hundred Sixteen Dollars ($1,816) be transferred from Emergency Fuel
Assistance, and that the sum of One Hundred Fifty -Three Thousand Six Hundred Fifty -One
Dollars ($153,651) be raised from the tax levy, and that said sums totalling One Hundred
Fifty -Five Thousand Four Hundred Sixty -Seven Dollars ($155,467) be appropriated to the
Board of Selectmen as follows; each item being considered a separate appropriation:

ARTICLE 47 (15 -16) On motion of John H. Russell it was voted that the sum of Fifty -
Two Thousand Three Hundred Seventy -Eight Dollars ($52,378) be raised from the tax levy
and appropriated to the Town Accountant as follows; each item to be considered a separate
appropriation:

ARTICLE 47 (17 -20) On motion of Elizabeth W. Klepeis it was voted that the sum of
Eighty -Four Thousand Eight Hundred Ten Dollars ($84,810) be raised from the tax levy and
appropriated to the Board of Assessors as follows; each item to be considered a separate
appropriation:
Salaries $ 79,260.00
Expense $ 5,550.00
and in accordance with Chapter 41, Section 108 of the General Laws of Massachusetts, the
Assessors' salaries are hereby set effective July 1, 1983 totalling Eight Thousand Six
Hundred Twenty Dollars ($8,620) to be divided as they choose.
ARTICLE 47 (21 -24) On motion of C. Dewey Smith it was voted that the sum of
$84,379.00 be raised from the tax levy and appropriated to the Tax Collector as follows,
each item being considered a separate appropriation:
Salaries $ 69,254.00
Expense $ 10,125.00
Collection of back taxes $ 5,000.00
and in accordance with Chapter 4, Section 108 of the General Laws of Massachusetts, the
Tax Collector's salary is hereby set, effective July 1, 1983 at $10,970.00.
ARTICLE 47 (25 -28) On motion of Elizabeth W. Klepeis it was voted that the sum of
Six Thousand Seven Hundred Dollars ($6,700) be transferred from the Municipal Light
Department's Maintenance and Operations Account to the Treasurer's Salary Account and
that the sum of Seventy -One Thousand Nine Hundred One Dollars and ninety -eight cents
($71,901.98) be raised from the tax levy and that said sums totaling Seventy -Eight Thousand
Six Hundred One Dollars and ninety -eight cents ($78,601.98) be appropriated to the
Treasurer as follows, each item being considered a separate appropriation:

and in accordance with Chapter 41, Section 108 of the Massachusetts General Laws, the
Treasurer's salary is hereby set, effective July 1, 1983 at $26,117.38.
ARTICLE 47 (29 -32) On motion of Maureen T. O'Brien it was voted that the sum of
Sixty Thousand Nine Hundred Fourteen Dollars ($60,914) be raised from the tax levy and
appropriated to the Town Clerk as follows: each item to be considered a separate
appropriation:
Salaries $ 52,044.00
Expense (Including out of State
travel not to exceed $250) $ 5,270.00
Word Processor $ 3,600.00
and in accordance with Chapter 41, Section 108 of the General Laws of Massachusetts the
Town Clerk's salary is hereby set, effective July 1, 1983 at $10,970.00.

ARTICLE 47 (33 -35) On motion of John H. Russell it was voted that the sum of
Eighty -Five Thousand Dollars ($85,000) be raised from the tax levy and appropriated to the
Law Committee as follows: each item to be considered a separate appropriation:
Legal Services - Town Counsel Fees $ 65,000.00
Legal Services - Labor Negotiation Fees $ 15,000.00
Legal Services - Expense $ 5,000.00
ARTICLE 47 (36 -37) On motion of Bayard R. Lincoln it was voted that the sum of Ten
Thousand Five Hundred Seventy -Nine Dollars ($10,579) be raised from the tax levy and
appropriated to the Personnel Board as follows: each item to be considered a separate
appropriation:

ARTICLE 47 (38) On motion of Elizabeth W. Klepeis it was voted that the sum of
One Hundred Two Thousand Five Hundred Dollars ($102,500) be raised from the tax levy and
appropriated for the Town's centralized computer system as follows:
Payment on lease purchase of hard and $ 53,500.00
software (said lease purchase originally
authorized under Article. 13 of the
subsequent Town Meeting November 1981)

ARTICLE 47 (39) On motion of Paul C. Dustin it was voted to lay line item 39 on
the table.
ARTICLE 47 (40 -41) On motion of Barry J. Mitchel it was voted that the Town raise
the following sums from the tax levy and appropriate to the Planning Board, each item to be
considered a separate appropriation:

Planning Board Expense $ 1,355.00
Total appropriation $ 7,664.00
ARTICLE 47 (43 -45) On motion of Maureen T. O'Brien it was voted that the sum of
One Hundred Seventy -Two Thousand Three Hundred Fifty -Eight Dollars ($172,358) be raised
from the tax levy and appropriated to Building Maintenance as follows; each item to be
considered a separate appropriation:

ARTICLE 47 (46 -52) On motion of Paul E. Landers it was voted that the sum of Four
Thousand Eighty -Eight Dollars ($4,088) be transferred from Receipts Reserved, and that the
sum of Two Hundred Seventy -Five Thousand Dollars ($275,000) be transferred from Federal
Revenue Sharing (P.L. 92 -512) to Police Department salaries, and that the sum of One
Million Sixty -Five Thousand Five Hundred Fifty -Three Dollars ($1,065,553) be raised from
the tax levy, and that said sums totalling One Million Three Hundred Forty -Four Thousand
Six Hundred Forty -One Dollars ($1,344,641) be appropriated to the Police Department as

ARTICLE 47 (55 -58) On motion of Paul C. Dustin it was voted that the sum of Two
Hundred Seventy -Five Thousand Dollars ($275,000) be transferred from Federal Revenue
Sharing (P.L. 92 -512) to Fire Department Salaries, and the sum of One Million Forty -Eight
Thousand Two Hundred Forty -Nine Dollars ($1,048,249) be raised from the tax levy and said
sums totalling One Million Three Hundred Twenty -Three Thousand, Two Hundred Forty -Nine
Dollars ($1,323,249) be appropriated to the Fire Department as follows: each item being
considered a separate appropriation:

ARTICLE 47 (59 -60) On motion of Paul C. Dustin it was voted that the sum of Twelve
Thousand Sixty -Eight Dollars ($12,068) be raised from the tax levy and appropriated to Fire
Alarm as follows: each item to be considered a separate appropriation:

ARTICLE 47 (66) On motion of Paul C. Dustin it was voted that the sum of Fifty -
Five Thousand Nine Hundred Twenty Dollars ($55,920) be raised from the tax levy and
appropriated for hydrant rental.
ARTICLE 47. (67) On motion of Allan E. Ames it was voted that there be included
in the tax levy for electricity used for street lights the sum of One Hundred Twenty -Six
Thousand Dollars ($126,000.00) and that said sum and the income from sales of electricity to
private consumers and electricity supplied to municipal buildings and for municipal power
and jobbing during the current fiscal year to be appropriated for the Municipal Light Plant,
said appropriation to be expended by the Manager of the Municipal Light Plant under the
direction and control of the Municipal Light Board for the expense of plant, including
payment of Bonds and Notes, as defined in Chapter 164, Section 56 of the General Laws, or
any amendments thereof or any additions thereto, and that if said sum of One Hundred
Twenty -Six Thousand Dollars ($126,000.00) and said income shall exceed expense for said
fiscal year, such excess up to the amount of 50% of the net profit from operations as of
December 31 of the preceding year as defined in Chapter 164, such amount shall be paid
50% in June and 50% in December of the current year into the Town Treasury and the
balance, if any, shall be transferred to the Construction Fund of said Plant and appropriated
and used for such additions thereto as may thereafter be authorized by the Municipal Light
Board.
ARTICLE 47 (68 -70) On motion of Paul E. Landers, as amended by Gerald A. Fiore, it
was voted that the sum of Fifty -One Thousand Seventy -Four Dollars ($51,074) be raised
from the tax levy and appropriated to the Building Inspector as follows: each item to be
considered a separate appropriation:

ARTICLE 47 (71 -72) On motion of Paul E. Landers it was voted that the sum of
Three Thousand Four Hundred Fifty Dollars ($3,450) be raised from the tax levy and
appropriated to the Sealer of Weights and Measures as follows: each item to be considered a
separate appropriation:
Salaries $ 2,950.00
Expense $ 500.00
ARTICLE 47 (73) On motion of George B. Perry it was voted that the sum of Five
Hundred Dollars ($500) be raised from the tax levy and appropriated to the Town Forest
Committee.
ARTICLE 47 (74) On motion of Paul C. Dustin it was voted that the sum of Two
Thousand One Hundred Dollars ($2,100) be raised from the tax levy and appropriated to Civil
Defense salary and expense.
ARTICLE 47 (75) On motion of Maureen T. O'Brien it was voted that the sum of
One Thousand Dollars ($1,000) be raised from the tax levy and appropriated for Animal
Control.
ARTICLE 47 (76 -82) On motion of Richard H. Coco it was voted that the sum of
$10,687,058 be raised from the tax levy and appropriated for the School Department and the
sum of $211,911 received or to be received from Chapter 506 METCO funds, so called, and
the sum of $14,800 received or to be received from athletic receipts and the sum of $12,475
to be transferred from receipts reserved for appropriation and the said sum totalling
$10,926,244 be authorized as follows:

ARTICLE 47 (83) On motion of John B. Pacino it was voted that the sum of
$244,446.00 be raised from the tax levy and be appropriated to the Northeast Regional
Vocational School.
ARTICLE 47 (39) On motion of Paul C. Dustin it was voted to take line item 39
from the table.
ARTICLE 47 (39) On motion of William H. Watt it was voted that the sum of Two
Thousand Six Hundred Thirty -Five Dollars ($2,635.00) be raised and appropriated from the
tax levy for salaries & expenses for the Board of Appeals.
ARTICLE 47 (84 -124) On motion of Gerald A. Fiore it was voted that line items 84
through 124, Board of Public Works, be laid on the table.
ARTICLE 47 (125) On motion of Virginia M. Adams it was voted that the sum of
$1,040.00 be raised from the tax levy, and that said sum be appropriated to the Reading
Historical Commission.
