SPECIAL TOWN MEETING
Reading Memorial High School
April 14, 1983
The meeting was called to order by the Moderator, John W. Faria, at 8:00 P.M., there
being a quorum present.
The Warrant was partially read by the Town Clerk, when on motion of John H. Russell
it was voted to dispense with further reading of the Warrant except the Officer's Return
which was then read by the Town Clerk.
The invocation was given by the Rev. E. Lewis MacLean of the Church of the
Nazarene, followed by the Pledge of Allegiance to the Flag.
ARTICLE 1. On motion of John H. Russell it was voted to lay Article 1 on the table.
ARTICLE 2. On motion of John H. Russell it was voted to lay Article 2 on the table.
ARTICLE 3. On motion of Elizabeth W. Klepeis it was voted that the Town transfer
$57,289 from free cash to Group Insurance and appropriate it for the purpose of covering the
Town's portion of increases in Group Insurance rates for the period March 1, 1983 to July 1,
1983.
ARTICLE 4. On motion of Elizabeth W. Klepeis it was voted that the Town transfer
$36,620 from free cash to the Debt and Interest Account and appropriate said sum to cover
the first interest payment on the Highland School /Library Bonds which is due June 15, 1983.
ARTICLE 5. On motion of Maureen T. O'Brien it was voted that the Town accept and
adopt the provisions of the Mass. General Laws, Chapter 41, Section 1008 relating to the
indemnification by the Town of certain hospital, medical and related expenses of retired
police officers and firefighters.
ARTICLE 6. On motion of Maureen T. O'Brien it was voted that notwithstanding the
provisions of General Laws Chapter 41, Section 1008 to the contrary the Town vote to
authorize the Board of Selectmen to file or cause to be filed with the General Court a
petition for special legislation authorizing the payment by the Town on or after the
effective date of the Town's acceptance of G.L. c. 41, § 1008 of certain hospital, medical
and other related expenses of retired police officers and /or fire fighters pursuant to the
applicable terms and procedures set forth in G.L. c. 41, § 100B which have been or will be
incurred by said retired police officers and /or fire fighters prior to the date of the
acceptance by the Town of G.L. c. 41, § 1008; and that the sum of Six Thousand Thirty -Five
Dollars and Thirty -Six Cents ($6,035.36 ) be raised from free cash and appropriated to the
Police and Fire Indemnification account for the payment of such hospital, medical and other
related expenses in the event that the special legislation is adopted.
ARTICLE 7. On motion of John H. Russell it was voted that the Town authorize the
Board of Selectmen to sell or exchange or dispose of upon such terms and conditions as they
may determine a Burrough's L9000 bookkeeping machine.
ARTICLE 8. On motion of Gerald A. Fiore it was voted that the sum of $80,722.99
be transferred from free cash and $6,015.00 be transferred from the water surplus account
for salaries of municipal employees for an additional pay week in the current fiscal year and
appropriated as follows, each item being considered a separate appropriation:

ARTICLE 9. On motion of John H. Russell it was voted that Article 9 be indefinitely
postponed.
ARTICLE 10. On motion of William L. Childress it was voted that the Town, pursuant
to G.L. Ch. 40, s. 15C, amend the General By -Laws of the Town of Reading as follows:
"Article XXXV
Scenic Roads
1. Upon recommendation of the Planning Board, Conservation Commission or
Historical Commission, Town Meeting may vote to designate any road, other than a
numbered route or state highway, as a scenic road.
2. After a road has been designated as a scenic road any repair, maintenance,
reconstruction, or paving work done with respect thereto shall not involve or include the
cutting or removal of trees, or the tearing down or destruction of stone walls, or portions
thereof, except with the prior written consent of the Planning Board after a public hearing
duly advertised twice in a newspaper of general circulation in the area, as to time, date,
place and purpose, the last publication to occur at least seven (7) days prior to such hearing.
3. The Planning Board shall establish and adopt regulations for exercising its
responsibilities under this by -law, taking into consideration sound planning principles, and
preservation of aesthetic and natural resources of the Community."

59 voted in the negative
ARTICLE 11. On motion of Stanley M. Nissen it was voted that Article 11 be
indefinitely postponed.
ARTICLE 12. On motion of Robert I. Nordstrand it was voted that the Town accept
and adopt the provisions of Clause 37A of Section 5, Chapter 59 of the General Laws, as
recently amended by the General Court.
ARTICLE 13. On motion of Robert I. Nordstrand it was voted that the Town accept
and adopt the provisions of Clause 41B of Section 5, Chapter 59 of the General Laws, as
recently amended by the General Court.
On motion of John H. Russell it was voted that this meeting stand adjourned sine die.
Meeting adjourned at 10:06 P. M.
