To either of the constables of the Town of Reading, Greetings: In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Reading, qualified to vote in elections and Town affairs, to meet in the following places designated for the eight precincts in said Town, namely: Precinct 1. J. Warren Killam School Precinct 2. J. Warren Killam School Precinct 3. Joshua Eaton School Precinct 4. Joshua Eaton School Precinct 5. Alice M. Barrows School Precinct 6. Alice M. Barrows School Precinct 7. Birch Meadow School Precinct 8. Birch Meadow School on MONDAY, the TWENTY - SECOND DAY OF MARCH A.D., 1982 at seven o'clock in the forenoon to act on the following articles, viz; ARTICLE 1. To elect by ballot the following Town Officers: a Moderator for one year; one member of the Board of Selectmen for three years; one member of the Board of Selectmen for two years; one member of the Board of Selectmen for one year; a Treasurer for three years; a Town Collector for three years; one member of the Board of Assessors for three years; one member of the Board of Assessors for one year; two members of the Board of Public Works for three years; two members of the School Committee for three years; two members of the Planning Board for three years; one member of the Planning Board for one year; one member of the Municipal Light Board for three years; two members of the Board of Library Trustees for three years; one member of the Board of Health for three years; two members of the Board of Cemetery Trustees for three years; one member of the Board of Cemetery Trustees for two years. Also, in accordance with the provisions of Chapter 7, Acts of 1943, as amended by Chapter 317, Acts of 1975, in each of the eight precincts, the number of Town Meeting members, as hereinafter specified. Precinct 1. Eight members for three years; one member for one year to fill vacancy. Precinct 2. Eight members for three years; one member for one year to fill vacancy. Precinct 3. Eight members for three years; one member for one year to fill vacancy. Precinct 4. Eight members for three years. Precinct 5. Eight members for three years Precinct 6. Eight members for-three years; two members for two years to fill vacancies; one member for one year to fill vacancy. Precinct 8. Eight members for three years. For these purposes the polls will be opened at each of the eight precincts at seven o'clock A.M. and will close at eight o'clock P.M. on and to meet at the Memorial High School Auditorium, 62 Oakland Road in said Reading MONDAY, the TWELFTH DAY of APRIL A.D. 1982 at eight o'clock in the evening, at which time and place the following articles are to be acted upon and determined exclusively by Town Meeting Members in accordance with the provisions of Chapter 7 of the Acts of 1943 as amended by Chapter 317, Acts of 1975. To hear and act on the reports of the Board of Selectmen, Town Accountant, Treasurer, Collector of Taxes, Board of Assessors, Board of Public Works, Town Clerk, Tree Warden, Board of Health, School Committee, Contributory Retirement Board, Library Trustees, Municipal Light Board, Finance Committee, Cemetery Trustees, Planning Board, and any other Boards or Special Committees. Board of Selectmen ARTICLE 3. To choose all other necessary Town Officers and Special Committees and determine what instructions shall be given Town Officers and Special Committees. Board of Selectmen ARTICLE 4. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the care and lighting of the Old South Clock, or take any other action with respect thereto. Board of Selectmen ARTICLE 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning July 1, 1982, in accordance with the provisions of the General Laws, Chapter 44, Section 4, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with the General Laws, Chapter 44, Section 17, or take any other action with respect thereto. Town Treasurer ARTICLE 6. To see if the Town will vote to authorize the payment during the fiscal year 1983 of bills remaining unpaid for previous fiscal years for goods and services actually rendered to the Town, or take any other action with respect thereto. Board of Selectmen ARTICLE 7. To see if the Town will vote to amend Section 4(B) the "Administration of the Compensation Plan" of Article XXIV of the By -Laws of the Town by deleting 3 through 6 and substituting the following, or take any other action thereto: 3. A step increase shall be granted to each employee on July 1st. The step increases shall be based on the employee's performance during the preceding six month or twelve month period and not solely on length of service. 4. In addition to the step increase, a general percentage increase, as recommended by the Personnel Board, shall be granted uniformly across the board. No employee shall receive more than one step increase in a given year unless he has fallen behind in adequate rate of pay for his classification. 5. A review committee made up of three Department Heads, with the Personnel Administrator sitting as an observer, will hear all requests for personnel action and make their recommendations to the Personnel Board for approval. (a) The increase in rate represented by the step must be recommended by the employee's department and accompanied by a written performance evaluation. (b) Any request for a change in job title for an employee shall be reviewed and acted upon as above. 6. Classification of employees within a point qualification and job title schedule shall be accomplished as follows: Job evaluation is the complete operation of determining the value of an individual job in an organization in relation to the other jobs in the organization. It begins with job analysis to obtain job descriptions and ends with the determination of the relative value of the jobs or group of jobs. It also involves the pricing of these values by establishing minimum and maximum salaries for each group of jobs based on their relative value. Job rating is used to analyze and determine the differentials between jobs in terms of their relative requirements and provides the factual basis for obtaining such differentials. Job rating does this by measuring each job in terms of its MINIMUM REQUIREMENTS to determine the degree of training, initiative, Town Warrant March 22, 1982 3 responsibility, job conditions and supervision in relation to other jobs in the same establishment. The job is rated without considering the qualifications of the present incumbent and the salary or wage rate being paid. Job rating together with a properly determined salary or wage structure to retain equitable relationships is the most effective means upon which salary or wage administration programs can be established and maintained. The factors used in this evaluation are factors that the evaluators feel are common to all jobs coming within the scope of this evaluation plan and these factors are weighted in accordance with their relative importance to one another. The factors considered shall include, but are not limited to the following: Supervision Responsibility for Planning Responsibility for Personnel Responsibility for Equipment Responsibility for Material Skill and Effort - Mental Skill and Effort - Manual Knowledge and Experience - Theoretical Knowledge and Experience - Practical Working Conditions Board of Selectmen ARTICLE 8. To see if the Town will vote to amend Section 5 - Employment, Transfer and Promotion (A) "Employment" of Article XXIV of the By -Laws of the Town by deleting paragraph four, or take any other action thereto. To see if the Town will vote to amend "Overtime Compensation" of Section 4 of Article XXIV of the By -Laws of the Town by deleting the existing wording and substituting the following or take any other action with respect thereto: 6' Town Warrant March 22, 1982 Overtime Compensation Salaried employees are not paid overtime compensation. Employees whose customary work week is thirty -seven and one half hours shall be paid for overtime at the rate of straight time for hours worked in excess of thirty -seven and one half in any given work week through forty hours, thereafter at time and one half the basic hourly rate. Employees whose customary work week is forty hours, overtime at the rate of one and one half the basic hourly rate shall be paid for hours worked in excess of forty hours in any one week. Compensatory time off may be given at the same aforementioned rates. Personnel Board ARTICLE 14. To see if the Town will vote to establish the position of "Outreach Worker" at Grade 4 of Schedule A, Classification Plan of Article XXIV of the By -Laws of the Town, or take any action with respect thereto. Council on Aging ARTICLE 15. To see if the Town will vote to establish the position of "Meals on Wheels Coordinator" at Grade 3 of Schedule A, Classification Plan of Article XXIV of the By -Laws of the Town, or take any action with respect thereto. To see if the Town will vote to authorize the Board of Selectmen to petition and /or approve the filing of a petition to the General Court for a special act authorizing the Town to rescind its acceptance of Section 42 of Chapter 48 of the General Laws or corresponding provisions of earlier laws and to authorize the Town to accept the provisions of Section 42A of Chapter 48 of the General Laws and to authorize that the position of Fire Chief be subject to the civil service law, General Laws Chapter 31, or take any other action with respect thereto. Reed and shown on the Assessor's plans on Plat 66, as Lot 52, consisting of approximately 6594 square feet, with 50.10 feet of frontage on Pleasant Street, or take any other action with respect thereto. To see if the Town will vote to amend the Capital Outlay Plan as provided for in Article III, Section 11 of the By -Laws of the Town, as adopted at the Subsequent Town Meeting of November, 1981, or take any other action with respect thereto. To see what sum the Town will raise by borrowing or from the tax levy or transfer from available funds, or otherwise, and appropriate for the purpose of converting the Highland School Building into a Town Library and for associated public uses; including site preparation, construction and /or reconstruction, renovations, originally equipping and furnishing and /or refurbishing the Highland School Building into said Town Library and related public uses; and to see if the Town will vote to authorize the Highland School Building Committee to proceed with the conversion of the Highland School Building into a Town Library and related public uses and to authorize them to enter into any and all contracts and agreements necessary therefor and incidental thereto, including, without limitation, contracts for architectural, engineering and construction services, or take any other action with respect thereto. To see if the Town will rezone the following described land from Single Family 10 District (S -10) to Apartment 40 District (A -40) and amend Reading Zoning By- Law and the map referred to in Reading Zoning By -Law Section 3.2 as "Reading Zoning Map" dated September 10, 1978, as amended, to reflect rezoning of the following described land from Single Family 10 District (S -10) to Apartment 40 District (A -40): A portion of land located in the Town of Reading, County of Middlesex, Massachusetts, on the easterly side of Main Street, and being a portion of the land shown as lot 6 on Reading Assessor's Plat 27, and being further bounded and described as follows: Beginning at a point located 150 feet distant from the center line of Main Street at other land of Dooley; thence running Northeasterly by a line 150 feet distant from and parallel to the center line of Main Street, 342 feet, more or less, to a point at land now or formerly of Emil R. To see what sum the Town will raise from the tax levy, or by borrowing, or transfer from available funds, or otherwise, and appropriate for the purpose of moving departments in whole or in part to various town buildings, and for whatever costs are incurred in the renovation, moving, expansion or restructuring of space within existing Town owned buildings for such moves, or take any other action with respect thereto. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purchase of protective clothing for members of the Auxiliary Fire Service, or take any other action with respect thereto. Board of Selectmen ARTICLE 39. To see what sum the Town will raise from the tax levy, or by borrowing, or transfer from available funds, or otherwise, and appropriate for Police and Fire Indemnification, or take any other action with respect thereto. Board of Selectmen ARTICLE 40. To see if the Town will vote to authorize the Selectmen to sell or exchange or dispose of upon such terms and conditions as they may determine, three cars in the use of the Police Department, and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purchase of three new cars for the Police Department, or take any other action with respect thereto. Board of Selectmen ARTICLE 41. To see if the Town will vote to authorize the Selectmen to sell or exchange or dispose of upon such terms and conditions as they may determine, one car in the use of the Fire Department, and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purchase of a car for the Fire Department, or take any other action with respect thereto. Board of Selectmen ARTICLE 42. To see if the Town will vote to accept the report of the Board of Public Works upon the laying out as a Public Way of a Private Way known as D Street under the provision of law authorizing the assessment of betterments such highway being laid out in accordance with plan duly approved by the Board of Survey and filed in the Office of the Town Clerk in accordance with the statutory requirements, and to see if the Town will accept the Public Way laid out by the Board of Public Works as D Street and to see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise and appropriate for the construction of said Way, or take any other action with respect thereto. Board of Public Works ARTICLE 43. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate for the purpose of improving, constructing and reconstructing Town Public Ways in accordance with Chapter 732 of the Acts of 1981, such sums to be spent by and under the direction of the Board of Public Works and in such locations as the Board of Public Works may deem advisable, or take any other action with respect thereto. Board of Public Works ARTICLE 44. To see what sum the Town will raise from the tax levy, or by borrowing or transfer from available funds and appropriate to Assessors' Salary in order that the Assessors may conduct in whole or in part, a town -wide revaluation of all real estate, personal property and and utilities as mandated by the Courts and being enforced by the Massachusetts Department of Revenue. Board of Assessors ARTICLE 45. To see what sum the Town will raise from the tax levy, or by borrowing or transfer from available funds and appropriate to Assessors' Expense for the purpose of conducting a town wide revaluation of all real estate, personal property and utilities in the Town as mandated by the Courts and enforced by the Massachusetts Department of Revenue for work necessary to implement and cope with Chapter 580 of the Acts of 1980, commonly known as Proposition 2lh, and for the costs and expenses necessary for supervision of such revaluation and /or other work, or take any other action with respect thereto. Board of Assessors 10 Town Warrant March 22, 1982 ARTICLE 46. To see what sum the Town will raise by borrowing, or from the tax levy, or transfer from available funds, or otherwise, and appropriate, for the purpose of increasing the funds approved at the Annual Town Meeting on June 11, 1981 for the purpose of contracting with a private outside firm to conduct a town -wide revaluation of all real estate, personal property and utilities in the Town as mandated by the Courts and enforced by the Massachusetts Department of Revenue, as of January 1, 1983 for fiscal year 1984. Board of Assessors ARTICLE 47. To see what action the Town will take regarding the installation of additional street lights on the public street during the year 1982 or what it will do in relation thereto. Moved that the subject matter of Article 47 be referred to the Municipal Light Board, and that said Board be, and hereby is, authorized to install such additional street lights as in its judgement are required, and to make such changes in the size, type and locations of existing street lights, as it may deem advisable, the expense of the same to be paid from the income of the plant. Municipal Light Board And you are directed to serve this Warrant by posting an attested copy thereof in at least three (3) public places in each precinct of the Town not less than fourteen (14) days prior to March 22, 1982, the date set for the meeting in said Warrant, and to publish this Warrant in a newspaper published in the Town or by mailing an attested copy of said Warrant to each Town Meeting Member at least fourteen (14) days prior to the time of holding said meeting.
