A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the
Town Hall, 16 Lowell Street, Reading, Massachusetts, beginning at 7:00 P.M.
Case # 11 -17
A Public Hearing on the petition of Paul Wright who seeks a Special Permit under Section 6.3.6
of the zoning bylaws in order to construct a two -story addition as per plan on the property
located at 201 Forest Street in Reading, MA. The proposed addition to a non - conforming
single - family dwelling requires a Special Permit from Section 6.3.6 of the bylaws of the Town of
Reading.
The Applicant said the parcel is a non - conforming lot that contains 7,335 square feet and is
located in an 5 -15 District that requires 15,000 square feet. The existing dwelling is non-
conforming because it does not meet the required side setback of 15' on the westerly side of the
lot.
After some discussion by the Board members and more information by the Applicant, the Board
concluded that the proposed addition to the residential structure does not create any new non-
conformity or enlarge an existing non - conformity and is not substantially more detrimental than
the existing non - conformity structure to the neighborhood.
On a motion by John Jarema, seconded by Damase Caouette, the Zoning Board of Appeals
moved to grant the Applicant a Special Permit under Section 6.3.3.2 of the Zoning Bylaws in
order to. build a two story addition to the existing non - conforming dwelling on a non - conforming
lot on the property as shown on the referenced Plot Plan of Land and architectural drawings.
The Special Permit was conditioned upon the following:
1. The Petitioner shall submit to the Building Inspector a Certified Plot Plan of the
proposed construction and proposed foundation plans, prior to the issuance of a
foundation permit for the work.

2. The Petitioner's final construction plans for the new structure shall be submitted
to the Building Inspector, along with the as -built foundation plan(s), prior to the
issuance of a Building Permit.
As -built plans showing the completed construction shall be submitted to the
Building Inspector immediately after the work is completed and prior to the
issuance of an Occupancy Permit.
The vote was 5 -0 -0 (Caouette, Jarema, Perkins, Redfern, Miles).
Case # 11 -18
A Public Hearing on the petition of Darin McFarland who seeks a Special Permit under Section
4.3.2.8 of the zoning bylaws in order to create an accessory apartment in a portion of an existing
single family dwelling (630 square feet) as per plans submitted on the property located at 457
Franklin Street in Reading, MA.
The property is located in a 5 -20 district and the parcel is a conforming lot because of its size of
1.44 acres and frontage of 152.' The existing dwelling is conforming in that it complies with the
front, rear and side setbacks and lot coverage.
The Applicant proposes to convert the existing first floor recreation room into an accessory
apartment including a living room, bedroom, kitchen and bath with a nook facing the rear of the
property as depicted on building sketches of the existing and proposed first floor plans provided
to the Board for review.
On a motion by John Miles, seconded by Robert Redfern, the Zoning Board of Appeals moved to
grant the Applicant a Special Permit under Section 4.3.2.8 of the Zoning Bylaws to create an
accessory apartment on the property conditioned upon the following:
1. The Applicant will submit all appropriate drawings in their application for a building permit.
The vote was 5 -0 -0 (Caouette, Jarema, Perkins, Redfern, Miles).
Case # 11 -19
A Public Hearing on the petition of Steve Petkevitch who seeks a Special Permit under Section
6.3.3 / 6.3.3.2 of the zoning bylaws in order to remove the existing non - conforming concrete
front porches and to construct a new front farmer's porch on the property located at 361 Charles
Street in Reading, MA. The proposed front farmer's porch will have a setback of 16.1' rather
than a required setback of 20.0'.
The Applicant said he was removing the two existing front entrance landings /stairs in order to
construct a new roofed farmer's porch. Some members expressed concern that relief of a Special

Permit under section 6.3.3/6.3.3.2 was not appropriate but rather a variance under 6.3.4 might be
needed.
The Board suggested that the Applicant seek further guidance from the Building Inspector.
On a motion by Damase Caouette, seconded by Robert Redfern, the Zoning Board of Appeals
moved to continue the hearing to September 22, 2011.
The vote was 5 -0 -0 (Perkins, Caouette, Jarema, Redfern, Miles).
Adjournment
On a motion by John Jarema, seconded by Robert Redfern, the Zoning Board of Appeals moved
to adjourn the meeting.
