CPDC MINUTES
Meeting Dated: September 26, 2011
Location: Selectmen's Meeting Room Time: 7:30 PM
Members Present: John Weston, Chair; Charles Adams, Secretary; Nicholas Safina; and David Tuttle.

There being a quorum the Secretary called the meeting to order at so PM.
Healthy Changes Pilates, 22 Woburn Street, Sign Application
Mr. Bob Sardella represented the applicant for Healthy Changes Pilates. After reviewing documents, it
was noted that the telephone number on the applicant sign is not allowed per the September 11, 2006
Master Signage Plan. The Board discussed that the applicant should just apply for a permit. Mr.
Sardella will let the applicant know about the permit and no telephone number allowed on sign.
CoreBarre, 12 Woburn Street, Sign Application
Ms. Ann DiCicco represented the applicant for CoreBarre. CoreBarre wants to add their logo to the
awning out front and the side of the building; where artwork is now located. There was a discussion
regarding the awning and if two signs are allowed for one business. Also discussed, was the artwork
variance that was issued. Was it issued to the owner or the building? The Board questioned why
artwork should be removed for a business sign. It was decided that the variance is for the building not to
the owner of the business.
On a motion made by Mr. Tuttle, seconded by Mr. Adams, the CPDC voted to approve the certificate of
appropriateness for the new signage for CoreBarre at 12 Woburn Street. Vote 4 -0 -0.

Ms. Delios explained that the applicant Johnson Woods is interested in this non buildable lot. This
would maintain abutter between the adjacent lots. The CPDC reviewed the memo from Town Engineer
stating that a subdivision approval is not required. The CPDC voted 4 -0 -0 to endorse the ANR.
Calareso's Farm Stand & Garden Center, 80 -100 Main Street, Minor Modification
Mr. Latham represented the applicant and discussed the proposed changes. The changes being: loading
dock wall changed from poured concrete retaining wall to an engineered block retaining wall; deletion
of loading dock canopy; change of shed dormer height on building; safety fencing between loading dock
drop and driving entrance; change 16' wide of walkway along the parking lot side of building and the
greenhouse side to 8' wide; and changing the greenhouse roof to "dyna- glass ".
Ms. Delios and Mr. Zambouras discussed their concerns changing the retaining wall. Not only for
appearance reasons, but safety. Mr. Zambouras is afraid if the wall is not built correctly it will not last.
He suggested an outside engineer needs to certify the work being done on the wall. The engineer needs
to be on site while wall is being built and backfill witnessed. A railing is needed around wall that is not
on the plans. Ms. Delios stated she wants details how railing is going to be attached to the wall. Mr.
Weston wants to make sure the design gets to the Engineer Department and Building Inspector and
meets all codes.
After Mr. Zambouras and CPDC discussed the sidewalk, it was suggested the handicap area may need to
be changed to comply with ADA; which was agreed to by Mr. Calareso. The sidewalk should be level
with adjacent pavement and open storage should not encroach on the side walk.
Mr. Latham also stated the applicant might make some alterations to the interior of building. Ms. Delios
stated that any alterations need to be reviewed by the Health Department.
On a motion made by Mr. Safina, seconded by Mr. Tuttle, the CPDC determined that the changes
presented were eligible for a minor modification. Vote 4 -0 -0.
On a motion made by Mr. Safina, seconded by Mr. Tuttle, the CPDC approve 80 -100 Main Street as
presented on the 09/20/2011 plans as a minor modification, with two conditions. The conditions being:
1. The Retaining wall construction is supervised by a qualified person.
2. The sidewalk is handicap accessible and meets all codes.
Vote 4 -0 -0.
Town Planner Updates
Ms. Delios talked about the following:
• A biweekly newsletter that is now being distributed by the Community Services Department.
This newsletter is to communicate with the residents about the different projects that are on
going.

residents on how the project will impact them
• Pulte Homes at Jacob Way is still debating whether or not to use explosives to destroy a
building. They are communicating with the neighbors and fire department.

• eCars is coming in for a meeting for an issue with the basement drain. The building inspector
wants to talk about the plumbing codes. eCars wants to be able to drive cars in the basement. As
of now, the basement is not accessible for any car.
• Perfecto's is still planning on coming to Reading; when not sure
• At the 10 /03rd CPDC meeting, Pulte Homes would like to discuss a minor revision on the design
of town houses.
• At the 10 /17th CPDC meeting, CPDC needs to discuss the Town Meeting on November 14,
2011. A subdivision for Forest Street should be coming in.
• Johnson Woods coming in for Phase II
• 32 Lowell Street coming in for a DRT. Concerns with no parking on site for the new dance
studio.
• Ms. Delios had a meeting with the owners of the MF Charles building. They would like to put a
bank and an Irish Pub. The Irish Pub would have outdoor seating in the courtyard. No interior
changes for above floors as of yet.
• Sense of Wonder coming to 2 Haven Street.
South Main Street Design Guidelines, Planning & Zoning Work Session
There was a discussion with Mr. Katsoufis regarding the South Main Street Design Guidelines. This is
the area from the highway to railroad tracks. There was a discussion on shared parking. Mr. Weston
would like to develop guidelines consistent with zoning first. It was decided everyone will make notes
on the guidelines and send them to Ms. Delios. They will be discussed at the next CPDC meeting.
Minutes:
On a motion by Mr. Tuttle, seconded by Mr. Safina, the CPDC approved the minutes from the August
22, 2011 meeting as amended. Vote 4 -0 -0.
On a motion by Mr. Tuttle, seconded by Mr. Safina, the CPDC approved the minutes from the
September 12, 2011 meeting as amended. Vote 4 -0 -0.
Adjournment:
On a motion made by Mr. Weston, seconded by Mr. Tuttle, the CPDC voted to adjourn at 10:30 PM by
a vote of 4 -0 -0.
