A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the
Town Hall, 16 Lowell Street, Reading, Massachusetts, beginning at 7:OO P.M.
Case # 11 -13
A Public Hearing on the petition of Cheryl Impagliazzo who seeks a Variance under Section 4.8
/ 4.8.6.1.10 of the zoning bylaws in order to install a 21' above - ground pool in an Aquifer
Protection District with a lot coverage of 21.8% rather than the 20% required on the property
located at 48 Mark Avenue in Reading, MA.
Jack Sullivan of Sullivan Engineering Group represented Cheryl Impagliazzo and presented her
proposal to the Board. He presented what he thought were the four criteria required in order to be
granted a Variance. Ms. Impagliazzo has a recharge system installed on the addition that she
added.
The Board members offered their individual comments and questions. There was some
comments by all five Board members to the first three criteria presented for the Variance. The
suggestion was made that perhaps a smaller pool would be more appropriate but Ms.
Impagliazzo wanted the larger 21' size.
Marie Westwater of 47 Mark Avenue voiced her approval of the proposal.
A letter of approval was read that was submitted by Cristina Baylis of 44 Mark Avenue.
A letter from the Town Engineer stating the discharge system would handle any additional
impervious area was read.
On a motion by Damase Caouette, seconded by Robert Redfern, the Zoning Board of Appeals
moved to grant the Applicant a variance from Section 4.8.6.1.10 of the zoning bylaws in order to
install an above - ground swimming pool on the property as shown on the referenced Drainage
Recharge and Plot Plans.

The vote was 5 -0 -0 (Perkins, Caouette, Cataldo, Miles, Redfern).
Case # 11 -14
A Public Hearing on the petition of Al Couillard who seeks a Special Permit under Sections 6.3.8
/ 6.3.8. lb of the zoning bylaws in order to demolish an existing non - conforming dwelling located
on a non - conforming lot and to construct a new single family dwelling as indicated on plans
submitted on the property located at 192 Salem Street in Reading, MA.
Al Couillard presented his proposal to the Board. It is an older house in disrepair. The new
dwelling will meet the required setbacks more than the present dwelling. It will be a 2,200 square
foot house similar to other houses in the neighborhood.
The Board asked individual questions and made comments on the proposal. It was more
conforming and less detrimental and appeared suitable for the neighborhood. The suggestion was
made to move 3' over so it would meet all required setbacks. Mr. Couillard wanted more room
on the driveway side for parking. The neighbor's driveway abuts the proposed driveway and Mr.
Couillard wanted the little extra width to enable a strip to remain between the two driveways.
Steve McLaughlin of 195 Salem Street voiced his approval of the proposed new dwelling and
driveway.
Rita Bridges of 191 Salem Street voiced her approval of the proposed dwelling.
On a motion by Robert Redfern, seconded by John Miles, the Zoning Board of Appeals moved to
grant the Applicant's request for a Special Permit under Section 6.3.8. Lb of the zoning bylaws in
order to permit the demolition of the existing non - conforming dwelling and construction of a
new single - family, two -story dwelling on a non - conforming lot on the property as shown on the
referenced Plot Plan of Land and architectural elevation drawings.
This Special Permit is conditioned upon the following:
1. The Petitioner shall submit to the Building Inspector a Certified Plot Plan of the
proposed construction and proposed foundation plans prior to the issuance of a
foundation permit for the work.
2. The Petitioner's final construction plans for the new structure shall be submitted
to the Building Inspector, along with the as -built foundation plan(s), prior to the
issuance of a Building Permit.
3. As -built plans showing the completed construction shall be submitted to the
Building Inspector immediately after the work is completed and prior to the
issuance of an Occupancy Permit.
The vote was 5 -0 -0 (Perkins, Caouette, Cataldo, Miles, Redfern).

Adjournment
On a motion by Kristin Cataldo, seconded by John Miles, the Zoning Board of Appeals moved to
adjourn the meeting at 8:45 PM.
