E A 0 1ING, MASS. 2011 SEP i g P 12: 413 A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the Town Hall, 16 Lowell Street, Reading, Massachusetts, beginning at 7:00 P.M. Also in attendance was Glen Redmond, Commissioner of Buildings. Case # 11 -16 A Public Hearing on the petition of YMCA of Greater Boston (Burbank YMCA) who seeks a Special Permit Amendment under Sections 4.2.2 / 7.3 of the zoning bylaws in order to expand the parking lot and re -grade portions of the property located at 36 Arthur B. Lord Drive in Reading, MA. Vice Chairman Robert Redfern presided over the hearing in the absence of Chairman Jeffrey Perkins who was arriving later in the meeting. Attorney Brad Latham represented the YMCA of Greater Boston (Burbank YMCA). Ed Dalsted, President, and William Jenning, consultant, also were in attendance. Attorney Latham presented the proposal for additional parking spaces for a facility that adds great value to the Town. The nearest house is 250' away with woods between and the other abutter are schools. The project should be completed within 10 — 12 weeks without a definite start date at this time. The Building Inspector said he did not have any issues with the proposal and the parking was badly needed in the area. The members had questions and concerns that Attorney Latham answered. The sound factor was especially important to Mr. Jarema, who was concerned that the nearby classrooms and students would be disrupted by the construction sounds when school was in session in the fall and spring and the windows would be open. The YMCA said they would not object to a condition stating construction will not be started until November 1. Gil Di Pietro of 140 Forest Street had questions about the fence and was told it would move approximately 20' further into the woods where required. ZBA Meeting, August 18, 2011 On a motion by Damase Caouette, seconded by John Jarema, the Zoning Board of Appeals moved to grant the Applicant's request for an Amendment to Special Permit 98 -10 under Section 4.2.2/7.3 of the zoning bylaws to permit the expansion of parking on the property as shown on the referenced site plan. This Special Permit is conditioned on the following: 1. Commencement of construction will not begin before November 1, 2011. The vote was 5 -0 -0 (Redfern, Caouette, Cataldo, Miles, Jarema). Case # 11 -15 A Public Hearing on the petition of Donna Corbett (Quannapowitt Players) who seeks a Special Permit under Sections 6.3.3 / 6.3.3.2 of the zoning bylaws in order to install a canopy /awning 6.0' x 12.0' on the right hand side of the existing building on the property located at 55 Hopkins Street in Reading, MA. The proposed canopy /awning will be approximately 5.0' from the property line rather than the 15.0' required in an S -15 Chairman Jeffrey Perkins presided over this case after arriving at the meeting. This is a continuation so that a certified plot plan could be submitted. After reviewing the Certified Plot Plan, Mr. Redfern said there would not be any new non - conformity and there did not appear to be any further issues with the proposal. On a motion by Robert Redfern, seconded by John Jarema, the Zoning Board of Appeals moved to grant the Applicant a Special Permit under Section 6.3.3.2 of the zoning bylaws in order to install a 6.5' x 14' canopy /awning on the right (northerly) side of the existing building on the property, all as depicted on the referenced certified plot plan. This Special Permit is conditioned upon the following: 1. An as -built plan showing the completed installation of the canopy /awning shall be submitted to the Building Inspector immediately after the work is completed. The vote was 4 -0 -0 (Redfern, Caouette, Perkins, Jarema). Other Business Regarding the letter submitted by Angelo Salamone for 45 Beacon Street. The Board has requested additional information from Town Counsel in order to prepare for this discussion at the September 8, 2011 meeting. Adjournment ZBA Meeting, August 18, 2011 2 On a motion by Kristin Cataldo, seconded by John Miles, the Zoning Board of Appeals moved to adjourn the meeting at 8:30 PM.
