MONDAY, THE THIRTEENTH DAY OF <br />MARCH, A. D., 1939 <br />at seven forty-five o'clock in the evening, to <br />act on the following articles: <br />Article 2. To hear and act on the reports <br />of the Board of Selectmen, Town Accountant, <br />Treasurer, Collector of Taxes, Board of Assess- <br />ors, Board of Public Works, Town Clerk, <br />Tree Warden, Board of Health, Board of Pub- <br />lic Welfare, School Committee, Public Library <br />Trustees, Municipal Light Board, Cemetery <br />Trustees, Planning Board, Finance Committee <br />and any other Boards and Special Committees. <br />Article 3. To choose all other necessary town <br />officers and special committees and determine <br />what instructions shall be given town officers <br />and special committees. <br />Article 4. To determine how much money <br />the Town will raise and appropriate for <br />General Government, Protection of Persons and <br />Property, Health and Sanitation, Board of <br />Public Works, including Highways, Sidewalks, <br />Drainage, Common Parks and Supervised Play, <br />Water Department and Sewer Department, <br />Charities and Aid, Soldiers' Benefits, Public <br />Schools, Public Library, Cemeteries, Memorial <br />Day Observance, Municipal Light Department, <br />Street Lighting, Maturing Debt, Interest, In- <br />surance and General Accounts. <br />Article 5. To see if the Town will vote <br />to authorize the Town Treasurer, with the ap- <br />proval of the Selectmen, to borrow money <br />from time to time in anticipation of the reve- <br />nue of the financial year beginning January <br />1, 1940, and to issue a note or notes therefor <br />payable within one year, and to renew any <br />note or notes as may be given for a period of <br />less than one year in accordance with Section <br />17, Chapter 44, General Laws. <br />Town Treasurer. <br />Article 6. To see what sum the Town will <br />raise and appropriate for the purpose of fore- <br />closing in the Land Court pursuant to pro- <br />visions of Section 65 of Chapter 60 of the Gen- <br />eral Laws, the right of redemption to any and <br />all real estate taken by the Town for non- <br />payment of taxes, or what it will do in rela- <br />tion thereto. <br />Town Treasurer. <br />Article 7. To see what sum the Town will <br />raise and appropriate for the Reserve Fund <br />as provided by Section 6, Chapter 40, Gen. <br />eral Laws, or what it will do in relation <br />thereto. <br />Town Accountant. <br />Article 8. To see what sum the Town will <br />raise and appropriate for the payment of un- <br />paid bills of 1938, or what it will do in re- <br />lation thereto. <br />Town Accountant. <br />Article 9. To see if the Town will raise <br />and appropriate the sum of six hundred <br />dollars ($600.00) for the care of graves of <br />any persons who have served in the Army, <br />Navy or Marine Corps of the United States, <br />in time of war or insurrection, and who have <br />been honorably discharged from such service, <br />as provided by Section 22, Chapter 115, Gen- <br />eral Laws, or what it will do in relation <br />thereto. <br />Board of Selectmen. <br />Article 10. To see if the town will appro- <br />priate a sum sufficient to pay the County of <br />Middlesex as required by law on account of <br />assessments levied on the town for its share <br />of the principal of the Middlesex County Tu- <br />berculosis Hospital Funding Loan, Act of 1932 <br />bonds maturing in 1939, issued in compliance <br />with Chapter 10, 'Acts of 1932, also for any <br />other indebtedness incurred and outstand- <br />ing under said Chapter 10, also for the town's <br />share of the cost and interest on said bonds <br />due in 1939, also for the care, maintenance, <br />and repair of said Hospital for 1938 and includ- <br />ing interest on temporary notes issued there- <br />for in accordance with sections of Chapter <br />111 of the General Laws applicable therefor, <br />and for all other expenses in connection there- <br />with, including Chapter 400, Section 25G (6) <br />(a) of the Acts of 1936, determine how the <br />money shall be raised, or in any way act <br />thereon. <br />Board of Selectmen. <br />Article 11. To see what sum the Town will <br />raise and appropriate to balance overdraft in <br />the Snow and Ice Account, or what it will <br />do in relation thereto. <br />Town Accountant. <br />Article 12. To see if the Town will vote to <br />authorize and direct the Board of Assessors <br />to use an amount of available free cash not <br />exceeding fifteen thousand dollars -($15,000.00) <br />in computing the tax rate of 1939, or what it <br />will do in relation thereto. <br />Town Accountant. <br />Article 13. To see what sum the Town will <br />vote to raise by borrowing or otherwise, and <br />appropriate for the purchase of a ladder truck <br />for the Fire Department, or what it will do <br />in relation thereto. <br />Board of Selectmen. <br />Article 14. To see what sum the Town will <br />vote to raise by borrowing or otherwise, and <br />appropriate for W. P. A. expense, includ- <br />ing Administrative, Truck Hire, Equipment and <br />Materials, or what it will do in relation there- <br />to. <br />Board of Selectmen. <br />Article 15. To see what action the Town <br />will take regarding the installation of addi- <br />tional street lights on the public streets dur- <br />ing the year 1939, or what it will do in re- <br />lation thereto. <br />Municipal Light Board. <br />Article 16. To see what sum the Town will <br />raise by borrowing or otherwise and appropri- <br />ate, for the acquisition by purchase, eminent <br />domain, lease or otherwise of land and build- <br />ings suitable for providing quarters for the <br />offices and show rooms of the Electric Light <br />Department and the remodelling, repair or im- <br />provement of any buildings or structures so <br />acquired, or what it will do in relation there- <br />to. <br />Municipal Light Board. <br />Article 17. To see what sum the Town will <br />raise by borrowing or otherwise and appro- <br />priate for the purchase of materials and equip- <br />ment to be used in co-operation with the Fed- <br />eral Government for a W. P. A. project for <br />the extension of the underground system of <br />the Municipal Light Plant on the following <br />streets: High Street from Woburn Street to <br />Lowell Street; Lowell Street from High Street <br />to Grove Street; Linden Street from Haven <br />Street to Woburn Street; Woburn Street from <br />Linden Street to Sanborn Street; Sanborn <br />Street from Haven Street to Lowell Street; or <br />what it will do in relation thereto. <br />Municipal Light Board. <br />Article 18. To see what stun the Town will <br />vote to appropriate from the Cemetery Re- <br />serve for the permanent development of Laurel <br />Hill Cemetery, or what it will do in relation <br />thereto. <br />Cemetery Trustees. <br />Article 19. To see if the Town will vote <br />to appropriate a sum of money from the High- <br />way Fund, provided by Chapter 2 of the Acts <br />of 1939, for any purposes authorized by said <br />chapter. <br />Board of Public Works. <br />Article 20. To see what sum the Town will <br />raise and appropriate for the purchase of <br />equipment for use by the Board of Public <br />Works, or what it will do in relation thereto. <br />Board of Public Works. <br />Article 21. To see what sum the Town will <br />raise and appropriate for the further develop- <br />ment of Storm Water Drainage, or what it will <br />doin relation thereto. <br />Board of Public Works. <br />Article 22. To see what sum the Town will <br />raise and appropriate for the maintenance of <br />the Town Dump on John Street, or what it <br />will do in relation thereto. <br />Board of Public Works. <br />Article 23. To see what sum the Town will <br />raise and appropriate for the purpose of im- <br />proving and constructing Charles Street from <br />the property line of Main Stret toward Haver- <br />hill Street, under Section 34, Chapter 90 of <br />the General Laws, together with such sums <br />as may be provided by the State and County, <br />or what it will do in relation thereto. <br />Board of Public Works. <br />Article 24. To see what sum the Town will <br />raise and appropriate for the purpose of im- <br />proving and constructing Lowell Street from <br />the end of the 1938 construction on Lowell Street <br />toward Reading Square, under Section 34, <br />Chapter 90 of the General Laws, together <br />with such sums as may be provided by the <br />State and County, or what it will do in rela- <br />tion thereto. <br />Board of Public Works. <br />Article 25. To see what sum the Town will <br />raise and appropriate for the purpose of im- <br />proving and constructing Washington Street <br />from Main Street toward High Street, or what <br />it will do in relation there,,. <br />Board of Public Works. <br />Article 26. To see if the Town will vote to <br />authorize the Board of Public 'Works to pe- <br />tition the General Court for enabling legisla. <br />tion by amendment of Chapter 314 of Acts of <br />1909 or otherwise, so as to provide that the <br />actual cost of construction of particular sewers <br />with the common sewer shall constitute a lien <br />upon the real estate using the sewer with <br />power to apportion the same over a period not <br />exceeding ten years, and to ratify and confirm <br />any action of the Board or the members <br />thereof in connection therewith, or what it <br />will do in relation thereto. <br />Board of Public Works <br />Article 27. To see if the Town will vote to <br />accept the report of the Board of Public Works <br />upon the laying out as a public highway of a <br />private way known as Prospect Street., under <br />the provisions of law authorizing the assess- <br />ment of betterments, such highway being laid <br />out in accordance with plan duly approved <br />by the Board of Survey and filed in the of- <br />fice of the Town Clerk, in accordance with the <br />statutory requirements, and to see if the Town <br />will accept the public way laid out by the <br />Board of Public Works as Prospect Street, and <br />to raise and appropriate for the said laying out <br />and the construction of said way the sum of <br />Four hun(lred and eighty dollars ($480.00), or <br />what it will do in relation thereto. <br />Board of Public Works. <br />Article 28. T`o see if the Town will vote to <br />~(ccept the report of the Board of Public <br />Works upon the laying out as a public high- <br />way of a private way known as Belmont Street, <br />under the provision of law authorizing the as- <br />sessment of betterments, such highway being <br />laid out in accordance with plan duly ap- <br />proved by the Board of Survey and filed in <br />the office of the Town Cleric, in accordance <br />with the statutory requirements, and to see if <br />the Town will accept the public way laid out <br />by the Board of Public Works as Belmont <br />Street, and to raise and appropriate for the <br />said laying out and the construction of said <br />way the sum of light hundred and ninety-six <br />dollars ($896.00), or what it will do in relation <br />thereto. <br />Board of Public Works. <br />Article 29. To see if the Town will authorize <br />the Board of Public Works to acquire by pur- <br />chase, eminent domain or otherwise a parcel <br />of land situated southerly of Forest Street and <br />containing approximately 4.053 acres of land <br />and owned by the Fathers and Mothers Club, <br />Inc., for the further development of the Birch <br />Meadow Playground and also a right of way <br />in a strip of land approximately 40 feet in <br />width extending southerly from Forest Street <br />through lands of Fathers and Mothers Club, <br />Inc., and land of Francis B. Hunt, heirs or <br />devisees, as convenient access to said play- <br />ground from Forest Street, and to raise and <br />appropriate therefor the sum of $1.00 or what <br />it will do in relation thereto. _ <br />Board of Public Works. <br />Article 30. To see if the Town will vote <br />to accept the report of the Board of Public <br />Works on relocating or altering a portion of <br />the location lines of Woburn Street and Cope- <br />land Avenue at their terminus at the south, <br />westerly corner of Woburn Street and Cope- <br />land Avenue, said location lines being relocated <br />or altered in accordance with plan duly ap- <br />proved by the Board of Public Works and <br />filed in the office of the Town Clerk in ac- <br />cordance with the statutory requirements, and <br />to see if the Town will accept the relocation <br />or alteration of the said location lines as shown <br />on said plan, or what it will do in relation <br />thereto. <br />Board of Public Works. <br />Article 31. To see if the flown will vote to <br />accept the report of the Board of Public <br />Works on relocating or altering a portion of <br />the westerly location line of West Street, be- <br />ginning at a point 70.63 feet northwesterly <br />of the north westerly location line of Long- <br />wood Road, and extending, in a northwesterly <br />direction 240.57 feet, said location lines being <br />relocated or altered in accordance with plan <br />duly approved by the Board of Public Works <br />and filed in the office of the Town Cleric in <br />accordance with the statutory requirements, <br />and to see if the Town will accept the relo- <br />cation or alteration of the said location line as <br />shown on said plan, or what it will -do in rela- <br />tion thereto. <br />Board of Public Works. <br />Article 32. To see what sum the Town will <br />raise and appropriate for further development <br />of the Town Forest, or what it will do in re- <br />lation thereto. <br />Committee on Re=-Forestation. <br />
