<br />notify and warn the inhabitants of the Town
<br />of Reading, qualified to vote in elections and
<br />town affairs, to meet in Security Hall, Wo-

<br />at seven o'clock in the forenoon, to act on the
<br />following article, viz:
<br />Article 1. To bring in their votes on one
<br />ballot for Moderator for one year; Town
<br />Clerk, for one year; one member of the Board
<br />of Selectmen, for three years; one member of
<br />the Board of Public Welfare, for three years;
<br />one member of the Board of Assessors for
<br />three years; Treasurer, for one year; Collector
<br />of Taxes, for one year; one member of the
<br />Board of Public Works for three years; two
<br />Constables, for one year; Tree Warden, for one
<br />year; one member of the Municipal Light
<br />Board, for three years; one member of the
<br />Board of Health for three years; two members
<br />of the School Committee for three years; two
<br />Trustees of the Public Library, for three
<br />years; two members of the Planning Board,
<br />for thr" years; two members of the Board
<br />of CemeLery Trustees, for three years.
<br />And to meet in Security Hall, Woburn St.,

<br />MONDAY, THE FOURTEENTH DAY OF

<br />at seven forty-five o'clock in the evening, to
<br />act on the following articles:
<br />Article 2. To hear and act on the reports
<br />of the Board of Selectmen, Town Accountant,
<br />Treasurer, Collector of Taxes, Board of Assess-
<br />ors. Board of Public Works, Town Clerk, Tree
<br />Warden, Board of Health, Board of Public
<br />Welfare, School Committee, Public Library
<br />Trustees, Municipal Light Board, Cemetery
<br />Trustees, Planning Board, Finance Committee
<br />and any other Boards and Special Committees.
<br />Article 3. To choose all other necessary town
<br />officers and special committees and determine
<br />what instructions shall be given town officers
<br />and special committees. -
<br />Article 4. To determine how much money
<br />the Town will raise and appropriate for Gen-
<br />eral Government, Protection of Persons and
<br />Property, Health and Sanitation Board of
<br />Public Works, including Highways, Sidewalks,
<br />Drainage, Common Parks and Supervised Play,
<br />Water Department and Sewer Department;
<br />Charities and Aid, Soldiers' Benefits, Public
<br />School-, Public Library, Cemeteries, Memorial
<br />Day Uoservation, Municipal Light Department
<br />Street Lighting, Maturing Debt, Interest, In-
<br />surance and General Accounts.
<br />Article 5. To see if the Town will vote to
<br />authorize the Town Treasurer, with the ap-
<br />proval of the Selectmen, to borrow money from
<br />time to time in anticipation of the re mmic
<br />of the financial year beginning January 1 1930,
<br />and to issue a note or notes therefor, payable
<br />within one year, and to renew any note or
<br />note:. as may be given for a period of less than
<br />one year in accordance with Section 17 ',hapter
<br />44, General Laws.
<br />Town Treasurer.
<br />Article 6. To see what sum the Town will
<br />raise and appropriate for the purpose of fore-
<br />closing in the Land Court pursuant to pro-
<br />visions of Section 65 of Chapter 60 of the Gr;n-
<br />eral Laws, the right of redemption to any and
<br />all real estate taken by the Town for non-
<br />payment of taxes, or what it will do in rela-
<br />tion thereto.

<br />Article 7. To see what sum the Toren will
<br />raise and appropriate for the Reserve Fund
<br />as provided by Section 6, Chapter 40, General
<br />Laws, or what it will do in relation thereto.
<br />Town Accountant.
<br />Article 8. To see what sum the Town will
<br />raise and appropriate for the payment of rtn-
<br />paid bills of 1937, or what it will do in rela-
<br />tion thereto.

<br />Hospital tinder Chapter 417 of the Acts of
<br />1935, as amended by Chapter 205 of the Acts
<br />of 1937; to see whether the town will vote to
<br />appropriate all or any portion of said assess-
<br />ment and to raise the amount so appropriated
<br />in whole or in part in this year's tax levy
<br />or to transfer such amount in whole or in
<br />part from any available funds; to see whether
<br />the town will vote to appropriate all or any
<br />portion of said assessment and to borrow the
<br />amount so appropriated on bonds or notes of
<br />the town; to see whether the town will elect
<br />that all or any portion of said assessment
<br />shall be funded through the issue of bonds or
<br />notes of the County of Middlesex as authorized
<br />by said Chapter 417, as amended; in case
<br />the town shall elect to fund under said Ch-ip-
<br />ter 417, to see whether the town will elect
<br />that the assessments to be hereafter made
<br />upon it on account of any suth funding loan
<br />shall be payable by it over the maximum per-
<br />mitted term of fifteen years or over a lesser
<br />period; to see whether the town will vote to
<br />direct the Town Clerk to file with the Middle-
<br />sex County Commissioners promptly, and in
<br />any event not later than April 15, 1938, an
<br />election to fund all or any portion of the as-
<br />sessment already made upon it as aforesaid;
<br />and to take any action in connection with the
<br />matter, contained in this article.

<br />Article 12. To see if the Town will vote to
<br />authorize and direct the Board of Assessors to
<br />use an amount of available free cash not ex-
<br />ceeding seventeen thousand dollars ($17,000.00)
<br />in computing the tax rate of 1939, or what it
<br />will do in relation thereto.

<br />Article 13. To see what sum the Town will
<br />raise and appropriate to balance overdraft in
<br />School Tuition Account, or what it will do in
<br />relation thereto.

<br />Article 14. To see what sum the Town will
<br />raise and appropriate for the installation of a
<br />two-way radio system for the Police Depart-
<br />ment, or what it will do in relation thereto.

<br />Article 15. To see if the Town will vote to
<br />raise and appropriate nine hundred and. fifty
<br />dollars ($950.00) for the extension of the Fire
<br />Alarm System by the installation of under-
<br />ground conduits and the necessary appurten-
<br />ances thereto, or what it will do in relation
<br />thereto.

<br />Article 16. To see if the Town will vote to
<br />amend the by-laws for the inspection of wires
<br />by striking out Section 17 thereof and insert
<br />.ing in place thereof the following:
<br />Section 17. Whoever violates any provision
<br />of these by-laws shall in cases not otherwise
<br />provided for, forfeit and pay for each offence
<br />a fine not exceeding Fifty (50) Dollars. to be
<br />paid into the Treasury of the Town of Read-
<br />ing.

<br />Article 17. To see what sum the Town will
<br />vote to raise by borrowing or otherwise, and
<br />appropriate for the purchase of a ladder truck
<br />for the Fire Department, or what it will do in
<br />relation thereto.

<br />Article 18. To see what sum the town will
<br />vote to raise by borrowing or otherwise, and
<br />appropriate for W. P. A. expense, including
<br />Administrative, Truck Hire, Equipment and
<br />Materials. or what it will do in relation there-
<br />to.

<br />Article 19. To see if the Town will vote to
<br />authorize the Law Committee to settle the
<br />litigation of Frederick S. Chanonhouse against
<br />the Town for injuries sustained as a result of
<br />an accident which occurred on the sidewalk on
<br />the Easterly side of Linden Street, and to see
<br />what sum the Town will raise and appropriate
<br />therefor, or what it will do in relation there-
<br />to.

<br />Article 27. To see what sum the Town will
<br />raise and appropriate for the purpose of im-
<br />proving and constructing Lowell Street from
<br />the end of the 1937 construction on Lowell
<br />Street toward Reading Square. under Section
<br />34, Chapter 90 of the General Laws, together
<br />with such sums as may be provided by the
<br />State and County, or what it will do in rela-
<br />tion thereto.

<br />Article 28. To see if the Town will vote to
<br />establish a Road Machinery Account, to which
<br />shall be credited all receipts received for the
<br />use or rental of road machinery, the proceeds
<br />to be appropriated as voted by the Town for
<br />road machinery purposes, or what it will do in
<br />relation thereto.

<br />Article 29. To see what sum the Town will
<br />raise and appropriate to establish a Road
<br />Machinery Fund for the purpose of purchasing.
<br />repairing, and operating road machinery, or
<br />what it will do in relation thereto.

<br />Article 30. To see if the Town will vote to
<br />accept the report of the Board of Public Works
<br />upon the laying out as a public highway of a
<br />private way known as Granger Avenue, under
<br />the provision of law authorizing the assessment
<br />of betterments, such highway being laid out in
<br />accordance with plan duly approved by the
<br />Board of Survey and filed in the office of the
<br />Town Clerk, in accordance with the statutory
<br />requirements, and to see if the Town will ac-
<br />cept the public way laid out by the Board of
<br />Public Works as Granger Avenue and to raise
<br />and appropriate for the said laying out and the
<br />construction of said way the sum of seven hun-
<br />dred ninety eight and 40/100 dollars ($798.40),
<br />or what it will do in relation thereto.

<br />Article 31. To see what sum the Town will
<br />raise and appropriate for the purpose of im-
<br />proving and constructing High Street from
<br />Woburn Street toward Washington Street, or
<br />what it will do in relation thereto.

<br />Article 32. To see if the Town will vote to
<br />authorize the Board of Public Works to col-
<br />lect, remove, and dispose of ashes and rubbish
<br />within the Town under such rules and regula-
<br />tions as the Board of Public Works may from
<br />time to time establish and to see what sum
<br />the Town will raise and appropriate for such
<br />purpose, or what it will do in relation thereto.

<br />Article 33. To see if the Town will vote to
<br />accept the provisions of Chapter 280 of the Acts
<br />of 1937, being an Act Authorizing the Town of
<br />Reading, to Establish Regulations Requiring
<br />Owners to connect with the Common Sewer
<br />therein, or what it will do in relation thereto.

<br />Article 34. To see what sum the Town will
<br />raise and appropriate to reimburse Patrolman
<br />Oscar H. Low for medical attendance and care
<br />occasioned by injuries received in line of duty
<br />on December 22, 1937, or what it will do in re-
<br />lation thereto.

<br />Article 35. To see what sum the Town will
<br />raise and appropriate for further development
<br />of the Town Forest or what it will do in re-
<br />lation thereto.

<br />Article 36. To see if the Town will raise and
<br />appropriate the sum of four hundred dollars
<br />($400.00) for Child Welfare Work, to be ex-
<br />pended under the direction of the Reading
<br />Visiting Nurse Association, and the Board of
<br />Health, or what it will do in relation thereto.

<br />Article 37. To see if the Town will authorize
<br />and instruct the Board of Selectmen to renew
<br />the present lease for suitable headquarters for
<br />Reading Post No. 62 of the American Legion,
<br />for a further term of one year, and will raise
<br />and appropriate therefor the sum of one thous-
<br />and dollars ($1,000.00) or what it will do in re-
<br />lation thereto.
