CAPITAL IMPROVEMENTS ADVISORY <br />SUBCOMMITTEE <br />Meeting Minutes May 2, 1996 <br />Present: G. Thompson, Chairman, J. Keigley, R. Cavicchi, R. McDonald, C. Peacock, <br />Members, P. Hechenbleikner, Town Manager <br />The meeting was called to order at 7:30 p.m. at the Town Hall. G. Thompson reviewed <br />the agenda and asked for motions to accept the minutes of the February 1, 1996 and the <br />March 11, 1996 meetings. They were accepted on 5-0 and 4-0-1 votes respectively. <br />The Committee then reviewed the Subcommittee process for the 1995-1996 period. <br />There was discussion concerning if the Committee should meet department heads and/or <br />visit departments and areas of the town. Also, should the Committee follow large projects <br />such as the swimming pool, high school etc.? Agreement was reached to visit major areas, <br />but not meet in July or August. After brief comments concerning the Police Station <br />project the following meeting schedule was established. <br />May 22, 1996 6:30 p.m. D.P.W. An updated list of equipment will be requested. <br />June 26, 1996 6:30 p.m. Pool and the parks in the Birch Meadow area. <br />September 18, 1996 7:00 p.m. Joshua Eaton School. We will request an update on the <br />different committees within the school department such as the High School Committee, <br />the Killam School Committee etc. For information purposes it was decided to send the <br />meeting minutes of the Capital Subcommittee to the chairman of the Finance Committee. <br />The results of the Debt and Capital Spending Survey that was conducted by Peter with <br />eight other towns was reviewed and discussed as compared to Reading. Direct <br />comparisons are difficult because different towns have different needs. However, the <br />Committee felt that Reading was well focused in this area and that our percentage of <br />capital dollars to total dollars was appropriate. George will publish the survey results in <br />descending order. <br />With a brief discussion Peter stated he was working on a Capital Improvements Manual <br />which he would publish when complete. <br />The meeting adjourned at 9:00 p.m. <br />Robert J. avicchi <br />
