TOWN OF READING <br />COMMUNITY PLANNING AND DEVELOPMENT COMMISSION <br />MINUTES MAY 5, 1992 <br />A meeting of the Community Planning and Development Commission of <br />the Town of Reading was held in the Selectmen's Meeting Room of <br />the Town Hall, 16 Lowell Street in Reading, Massachusetts on <br />Tuesday, May 5, 1992. In attendance were Nancy Shipes, Chair, <br />Jonathan Barnes, Commission Secretary, and Members William <br />Goodrich, Richard Howard, and Thomas Stohlman. Also present were <br />Town Planner Jonathan Edwards and Town Engineer William <br />Robertson. The meeting was called to carder at 7:34 PM. <br />APPROVAL OF PREVIOUS MINUTES <br />The minutes of the Commission's meeting of March 26 and April 6, <br />1992 were amended and accepted. <br />CONTINUED PUBLIC HEARING, SITE PLAN REVIEW, DUNKIN DONUTS, 151- <br />157 MAIN STREET <br />At 7:45 PM Ms. Shipes opened a continued public hearing to con- <br />sider Site Plan Review for property at 151--157 Main Street on <br />which a Dunkin Donuts business is proposed to be developed. Mr. <br />0. Bradley Latham, representing the applicant, stated that the <br />zoning issue as to legal encroachment of business use into the <br />residential zone on the property had the day before been referred <br />to the Building Inspector for an interpretation, and he presented <br />a survey and deed showing two of the current lots being combined <br />in 1942 when the Zoning By-Law was enacted. Mr. Stohlman <br />produced a calculation showing that the majority of this combined <br />lot was contained in the residential zoning district, thus disal- <br />lowing the encroachment. The applicant's engineer was requested <br />to calculate these areas and advise the Commission. Mr. Latham <br />then outlined changes in the proposal since the last meeting and <br />presented a sketch plan showing these: elimination of the two <br />retail spaces, a reduced number of parking spaces, and the <br />relocation of the site entrance to the north. Mr. Edwards <br />pointed out that there still remained a zoning interpretation <br />issue regarding the basis for calculating required parking due to <br />the dual use of the property as retail and restaurant as proposed <br />for the donut operation. <br />Ms. Shipes read letters in opposition to the proposal from Janet <br />Triglione and Senator Richard Tisei. Pamela Katsiris, an attor- <br />ney representing several neighbors, presented a petition signed <br />by approximately 304 people in opposition to the proposal and <br />which outlined several objections to it. Mr. Goodrich noted the <br />eed__ foran adequate sit.e_ lighting plan _and for a _safety fence on <br />any retaining wall of significant height as previously proposed. <br />Mr. John Perkins, a neighbor, said that traffic impacts had not <br />yet been sufficiently addressed. <br />
