Minutes, Reading Conservation Commission, May 26, 2004 <br />Minutes of the Reading Conservation Commission <br />Selectman's Meeting Room, Town Hall <br />May 26, 2004 <br />Present: Doug Greene, Will Finch, Bill Hecht, and Jamie Maughan, Commissioners; <br />Fran Fink, Administrator <br />The meeting was called to order at 7:00 p.m. <br />Old/New Business <br />25 Lucy Drive <br />Mr. and Mrs. Columba, owners, were present. <br />Fran Fink reported a violation noted during a site inspection, namely clearing and grading <br />conducted in Buffer Zone and possibly in the wetland without a permit. <br />Commissioners had also inspected. They expressed concerns about steepness of resulting <br />slope, lack of topsoil, and absence of Zone of Natural Vegetation. Commission requested <br />surveyed site plan showing existing wetlands boundaries, topography, stone wall, and <br />structures. They also requested proposed grading and planting plan to address the <br />concerns raised. The owners agreed to provide the plans before June 23. A letter will be <br />sent. <br />Reading Memorial High School, Oakland Road, OOC, DEP 270-416, RGB 2003-51 <br />Dave Capaldo, architect, DPC, and Josh Alston, engineer, JNEI, were present. <br />The Commission reviewed the pre-construction conditions, including plans for Phase 1 of <br />construction. The construction sequence plan needs additional work, but the <br />Commission authorized work to begin for Phase 1. The Administrator will work with the <br />contractor on the rest of the sequence. The Commission asked for the Storm Water <br />Pollution Prevention Plan. <br />Public Hearing, Notice of Intent, 107 Walnut Street, RGB 2004-14 <br />The hearing was postponed to June 9, 2004 at 8:15 PM at the request of the applicant. <br />Public Hearing, Notice of Intent, 1503 Main Street, RGB 2004-15 <br />The Chairman opened the hearing. <br />Steve Eriksen, engineer, Norse Environmental, presented revised site plans including tree <br />lines, limits of work, and roof infiltration systems. He reported that the Board of Health will <br />require new soils tests for the septic design. Plan still shows clearing over reserve area and <br />house is farther east than original plan. <br />The Commission raised concerns about the extent of tree clearing and grading and their <br />impact on the health of remaining trees and the function of the Buffer Zone.
