BOARD OF HEALTH MEETING <br />October 30, 1986 <br />A meeting of the Board of Health convened on October 30, 1986 <br />at 7:00 p.m. in the Health Department. Office located in the <br />Executive Office Building, 6 Lowell Street, Reading, Massachusetts. <br />Present were Jill C. Dugan, Chairman, Board Members Dr. Paul Caselle <br />and James J. Nugent, and the Health Director, Ruth L. Cogan. Also <br />in attendance was the Town Manager, Peter I. Hechenbleikner. <br />The first order of business was the approval of the minutes of <br />the October 16, 1986 meeting of the Board of Health. A motion was <br />made to accept the minutes as written, with all voting in favor, 3:0. <br />The next order of business was a meeting between the Board of <br />Health members and the Town Manager for the purpose of reviewing the <br />Health Department's Operating Guidelines. After several revisions <br />were made to the guidelines, the general over all consensus left <br />department policies, licenses, clinics and programs up to the <br />Board and the Health Director, with the Town Manager overseeing <br />personnel issues and final budget review. As an additional point <br />of information, the Town Manager reviewed for the Board the <br />requirements for the monthly report. He asked that it contain <br />general information, along with any necessary statistical information, <br />but stated that sensitive/confidential material and specifics in <br />great detail be eliminated. The final comment from Mr. Hechenbleikner <br />was in regard to a question from Dr. Caselle regarding reclassification <br />of the Board of Health's secretary. He stated that the clerical <br />reclassification was going to be his top priority. <br />Regarding old business, the Health Director informed the Board <br />that the Animal Control Officer, Regina Benoint, was moved over <br />to the Police Station and she is now under their jurisdiction. <br />
