Board of Health Meeting <br />Minutes <br />April 13, 2000 <br />a <br />: .i L! <br />The meeting was called to order at 6:06 P.M. Reading Town Hall, Berger Room, and 16 <br />Lowell Street, Reading, Massachusetts by Acting Chairman Nancy Carlson. Member <br />Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator <br />present. James J. Nugent was excused. <br />The minutes of the February 10, 2000 Nancy Carlson made a motion to accept the <br />minutes as read seconded by Colleen Seferian and approved as read 2:0:0 It was noted <br />that the March meeting was canceled due to lack of a quorum. <br />The meeting began with discussion regarding the budget and the effect of the " no" vote <br />on the override would have on the Board of Health function. Staff will staff intact. The <br />Assistant Town Manager who acts as department head will not be in place on July <br />1,2000. This effects reporting and administrative functions. Supply lines have been level <br />funded. The Health Division relies and continues to rely on numerous grants. (Title 5, <br />Tobacco, Drug Free Communities, Nutrition grant, DPH Hep-B grant.) the issue brought <br />to the board regarding the Pay Classification vote by the Selectmen effects the Public <br />Health Nurse grade and step change and the Health Administrator grade change. <br />Presently this has been removed from the budget. The department heads will be <br />requesting further review of this Pay and Class Study before Town Meeting Members <br />receive the budget. The Board of Health had discussion regarding the support of the pay <br />class study and will respond if necessary. <br />Decommissioning of town well Revay #2: Colleen Seferian made a motion to approve <br />of the appropriate decommissioning of Well Revay #2 by the Town in the fall. The Board <br />vote 2:0:0 to authorize a letter of notification to be sent from the Board to the Water <br />Treatment Plant Supervisor Peter Tassi regarding the matter via the health services <br />Administrator. <br />The Board was brought up to date on the potable well survey has been sent to the 20 well <br />registered in town as drinking water wells. The surveyed asked usage and last chemical <br />analysis. Results will be presented in May. <br />Discussion of Local Board of Health Draft Regulations on: Keeping of Animals, <br />Smoking Areas, and Body Piercing: <br />Review of Keeping of Animal Regulations section 2.1.1 and Section 2.4.6 of the Reading <br />Board of Health Local regulation. The regulations includes the keeping of rabbits within <br />the Town boundaries and limits their numbers to 3. Motion to accept the amended <br />regulations was made by Colleen Seferian and seconded by Nancy Carlson passed 2:0:0 <br />to be effective immediately. <br />
