Board of Health Meeting <br />Minutes <br />December 14, 2000 <br />The meeting was called to order at 6:01 P.M. Reading Town Hall, Berger Room, and 16 <br />Lowell Street, Reading, Massachusetts Chairman James J. Nugent, and Nancy Carlson, <br />Colleen Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator <br />were present. <br />The minutes of the November 9, 2000 were read. Nancy Carlson made a motion to accept <br />the minutes as read. The motion was seconded by Colleen Seferian and approved as read <br />vote: 3:0:0. <br />Next order of business: <br />• Review of prelininary plans for the Beacon street development, concerns for the BOH <br />are the following: public sewer, run-off and flooding trash control and storage. The <br />board will review next set of plans before comment. <br />• Review of preliminary plans of Main Street 1340 development excepted by the Board <br />of Health as preliminary. Vote 3:0:0 <br />New Business <br />Emergency permit as Public Health Issue regarding Beaver Dam at track Road <br />effecting Line, Elm and Eaton Streets. The discussion involved residents of both <br />effected areas, conservation member Flint and questions of the BOH to the Health <br />Administrator. Reviewing the evidence presented in measured water levels, the <br />number of effected homes with cesspools and septic systems, the past history of the <br />water table in the area the BOH voted 3:0:0 to invoke the emergency public health <br />hazard regulation 321CMR 2.08 and MGL c. 131, Sec. 40. <br />The Health Administrator was directed to attend the December 20 Conservation <br />Commission meeting and to contact trapper to be prepared to completely invoke the <br />emergency law. <br />• The agenda was taken out of order to hear from a resident, Ron Wood. Mr. Wood <br />came before the Board to request an inspection of his tenant's property. The Board <br />informed him of his responsibility and the responsibility of the Board of Health. Mr. <br />Wood also complained of trash around McDonald's. Quik Mart and Dunkin' Donuts <br />on Main Street. The Board directed the Health Administrator to look into the trash. <br />complaint. <br />
