„ . CLERK <br />G, 11 AS! <br />Board of Health Meeting <br />Minutes <br />April 12, 2001 <br />2001 Y l `i A I: <br />The meeting was called to order at 6:00 P.M. Reading Town Hall, Berger Room, and 16 <br />Lowell Street, Reading, Massachusetts Acting Chairman Nancy Carlson, Colleen <br />Henessey - Seferian and staff liaison Jane Fiore, Health Services Administrator were <br />present. James J. Nugent excused. <br />The minutes of the March 8, 2001 were read. Colleen Seferian made a motion to accept <br />the minutes as read. The motion was seconded by Nancy Carlson and approved -vote: <br />2:0:0. <br />Next order of business: <br />• Review of operating guidelines. Continued adjustments made. Tabled until May <br />meeting for continued review. <br />The Board was given an update on the meningitis clinic scheduled for May 8 at <br />Reading Memorial High School students. The permission letter and information <br />sheets have been sent to parents. The return date of the signed permission sheet with <br />the check for the vaccine is due April 27, 2001. <br />Presentation regarding the closure and development of the landfill. <br />o. Brad Latham, attorney for Dickinson development introduced the <br />• Paul P. Ozarowski, PE of Haley & Aldrich, Underground Engineering and <br />Envirommnetal Solutions. The process of how the landfill will be closed and the status of <br />the DEP status of the assessment of the comprehensive closure. Corrective Action <br />Alternative Analysis ( 3 part document) (C triple A) must be applied to DEP by Mid May <br />and approved or rejected within 90 days. Therefore, must be completed by November <br />2001. <br />Discussion regarding migration of and control methane gas and cover of the <br />land life and process used burn - off with emergency gauges, fill clean and <br />tested before and after for heavy metals, storm water will be discussed by <br />Project Manager - Mark Noguiera, Vanassa Hangen Brustlkin, Inc. <br />Mark Nogueira, Project Manager Vanasse Hangen Brustlin, Inc. the presentation <br />covered storm water run off and surface treatment gas trap of methane. Detailed <br />discussion was held regarding storm run off and holding containers garage site. <br />Lowest level of each building stone barrier and negative pressure to prevent <br />integration into the building. The buildings will have slab basement with monitor <br />and trigger system regarding ventilation. The trigger / alarm system response at <br />
