SPECIAL TOWN ELECTION <br />January 27, 1999 <br />Pursuant to the Warrant and the Constable's Return thereon, a Special Election was <br />held for all eight precincts at the Hawkes Field House. The Warrant was partially <br />ready by the Town Clerk, Cheryl A. Johnson, when on motion of Lawrence Drew, <br />Warden, Precinct 4, it was voted to dispense with further reading of the Warrant <br />except the Constable's Return, which was then read by the Town Clerk. The <br />respective Wardens examined the ballot boxes and each found to be empty and <br />registered at 4 -. <br />The Town Clerk declared the polls open at 7:00 a.m. and closed at 8:00 p.m., with <br />the following results: <br />5372 ballots (34.6% of registered voters) cast as follows: <br />Question 1 (Article 4) <br />Shall the Town vote to approve the action of the representative Town Meeting <br />whereby it was voted to raise by borrowing under Chapter 44, Sections 7 (3) and 7 <br />(3A) of the General Laws of the Commonwealth of Massachusetts, Chapter 645 of <br />the Acts of 1948 as amended, or any other enabling authority, and appropriate the <br />sum of eight million nine hundred and ten thousand dollars ($8,910,000) for the <br />purpose of constructing a new school and associated recreational facilities on the <br />following described land, including the costs of original furnishings and <br />equipment, landscaping, paving and other site improvements, engineering and <br />architectural fees, plans and specifications, inspection fees, relocation costs, <br />contingencies and related expenses incidental thereto and necessary in connection <br />therewith, said sum to be expended by and under the direction of the School <br />Committee; that any maturities of an issue of bonds or notes authorized hereby <br />may, to the extent permitted by law be arranged so that the amounts of principal <br />and interest combined for the several years shall be as nearly equal as practicable <br />in the opinion of the ToNvn Treasurer and the Selectmen or in accordance with a <br />schedule providing a more rapid amortization of principal; and to vote to authorize <br />the School Committee to file applications for a grant or grants to be used to defray <br />all or any part of the cost of said school construction and related matters, and to <br />vote to authorize the School Committee to enter into all contracts and agreements <br />as may be necessary to carry out the purposes of this Article: <br />
