Bylaw Committee Appointment Committee Meeting <br /> June 24, 2013 <br /> The meeting convened at 7:00 pm in the Conference Room, 16 Lowell Street, Reading, <br /> Massachusetts. Present were Committee members Alan Foulds, Phil Pacino and James <br /> Bonazoli as well as candidate Marcel Dubois, Bylaw Committee member Stephen Crook <br /> and Town Manager Bob LeLacheur. <br /> Mr.Foulds called the Committee to order and described that one three-year term on the <br /> Bylaw Committee was open due to Phil Pacino's decision to step down. He also noted a <br /> two-year term expiring in 2014 remains open, and another two-year tens expiring in <br /> 2014 would be open in late July as Dolores Carroll indicated her decision to resign. <br /> Mr. Dubois gave his background to the BCAC, including being a resident since 1996 and <br /> currently an RCTV volunteer. By profession he is a technical writer, and he also <br /> mentioned he is a new Town Meeting member. <br /> Mr. Pacino described the responsibility as reviewing any proposed Bylaw changes and - <br /> then to report to Town Meeting. He stated there were very few meetings,now that the <br /> Bylaws recodification project has been finished. He reminded that a review of the Charter <br /> was the next task however. Mr. Bonazoli asked if Mr.Dubois was aware of any conflicts, <br /> and he replied only if RCTV issues arose in common. Mr. Crook disclosed that he was <br /> also an RCTV volunteer, and welcomed Mr. Dubois's interest. Mr. Foulds summarized <br /> the openings and thanked Mr. Dubois for stepping forward. <br /> On motion by Mr. Pacino seconded by Mr. Bonazoli,the Bylaw Appointment <br /> _Committee placed the following name into nomination for one three-year term, <br /> expimina on June 30 2016° Marcel Dubois, and voted 3-3-0 in favor of the <br /> appointment. <br /> On motion by Mr. Pacino marking his lone tenure as a member of the Bylaw <br /> Committee and seconded by Mr. Bonazoli the Committee voted to adiourn at <br /> 7.15pm by a vote of 3-0-0. <br /> Respectfully sub <br /> /m <br /> itted, 0? <br /> /� /���JJ <br /> Secretary ' AI� .
