Bylaw Committee Appointment Committee T OW ld <br />June 15, 2010 <br />The meeting convened at 7:36 p.m. in the Conference Room, 16 Lowinskik - -ke ?di g,02 <br />Massachusetts. Present were Moderator Alan Foulds, Selectman Chairman Ben Tafoya, Bylaw <br />Committee member Phil Pacino who is also the Chair and candidate, Town Manager Peter <br />Hechenbleikner and Assistant Town Manager /Finance Director Bob LeLacheur. <br />Phil Pacino noted that he is interested in being appointed to another three years. He has served as <br />Chairman "for life." <br />Ben Tafoya noted that he was surprised that the Bylaw Committee took a position on the meals <br />tax. Pacino noted that the Charter requires the Bylaw Committee to take a position on any local <br />acceptance. Tafoya expressed concern that it was a 2 -1 vote. He felt that members of the Bylaw <br />Committee mislead Town Meeting. Phil Pacino accepted the criticism. He agreed that the <br />Bylaw Committee did not do their best job in presenting their recommendations to Town <br />Meeting. <br />Pacino noted that he is not in favor of the meals tax. There are other new burdens including the <br />new health care law. This didn't come across. He accepts the criticism. <br />Alan Foulds asked if Phil Pacino had any conflict of interest. Pacino felt that he did not. <br />On motion by Tafoya seconded by Foulds, Phil Pacino was nominated to a position on the Bylaw <br />Committee expiring June 30, 2013. The motion was approved by a vote of 2 -0 -0 with Pacino not <br />voting. <br />On motion by Tafoya seconded by Pacino the Committee voted to adjourn at 7:40 p.m. on a vote <br />of 3 -0 -0. <br />es ec4plly bmitted, <br />Secretary <br />
