<br />To either of the Constables of the Town of Reading, Greetings:
<br />In the name of the Commonwealth, you are hereby required to notify
<br />and warn the inhabitants of the Town of Reading, qualified to vote in
<br />elections and town affairs, to meet at the Memorial High School, 62 Oak-
<br />land Road, in said Reading on Monday, September 24, 1973, at eight
<br />o'clock in the evening to act on the following articles:
<br />ARTICLE 1. To see if the Town will appropriate a sum of money
<br />not to exceed $21000,000 for the enlargement of the municipal electric
<br />lighting plant by the construction of a substation and facilities ap-
<br />purtenent thereto and determine whether such appropriation shall be
<br />raised by borrowing or otherwise, or take any other action relative
<br />thereto.

<br />ARTICLE 2. To see if the Town will vote to authorize the Board
<br />of Selectmen, upon the written request of the Municipal Board, on be-
<br />half of the Town, to acquire a certain parcel of land situated on
<br />Main Street, known as Route 28 in Reading, containing 9.4 acres, more
<br />or less, as shown on a plan filed in the office of the Town Clerk en-
<br />titled "Plan of Land in Reading, Massachusetts, prepared for Reading
<br />Municipal Light Department" Scale 1 equals 80' and dated January 11,
<br />1973, by Dana F. Perkins and Sons, Inc., Civil Engineers and Surveyors,
<br />Reading - Lowell, Massachusetts, and to take said land, or any part
<br />thereof, in fee or ruts of easement therein by eminent domain under
<br />Chapter 79 of the General Laws, as amended, or acquire the fee in said
<br />land or any pa t thereof by purchase or otherwise, and to make entry
<br />for the purposeAconstruction before all claims for damages by reason
<br />thereof shall have been finally adjusted or determined, and to author-
<br />ize the transfer of the care, custody, management and control of such
<br />land to the Municipal Light Board, and to authorize the Municipal
<br />Light Board to lease or grant easements in such land to carry out the
<br />purposes of acquisition, and to see what sum the Town will raise and
<br />appropriate for such purpose, or take any other action with respect
<br />thereto.

<br />ARTICLE 3. To see if the Town will amend the By -Laws, Article
<br />XXI (Public Conduct) by adding a new Section 6 or take any other ac-
<br />tion in relation thereto:
<br />Consumption of Alcoholic Beverages Section 6. No person shall
<br />consume any alcoholic beverages as defined in Chapter 138 of the Gen-
<br />eral Laws while on, in or upon any public way, parking lot, or any
<br />public place not duly licensed for such purposes, including consump-
<br />tion while in or upon any motor venicle on such way, lot or place.
<br />All alcoholic beverages being used in violation of this by -law shall be
<br />seized and safely held until final adjudication of the charges against
<br />the person or persons arrested or summoned before the Court, at which
<br />time they shall be returned to the person entitled to lawful possession.

<br />ARTICLE 4. To see if the Town will vote to accept Chapter 40,
<br />Section 8G, which permits cities and towns to enter into agreements for
<br />mutual police aid programs.

<br />ARTICLE 5. To see what sum the town will raise and appropriateu
<br />for Traffic Control - Schools, or take any other action with respect
<br />thereto.

<br />ARTICLE 6. To see if the Town will vote to authorize the Board
<br />of Selectmen to sell or exchange or otherwise dispose of, upon such
<br />terms as they may determine, a 1960 11 ton truck now in the Forestry
<br />Department, and to see what sum the Town will raise and appropriate for
<br />purchase of a new truck with protective screen and for rebuilding of an
<br />existing dump body for transfer to the new truck, or take any other ac-
<br />tion with respect thereto.
