BYLAW COMMITTEE MINUTES #299 <br />Wednesday, June 1, 2011 <br />Meeting called to order at 7:40 p.m. in the Downstairs Conference Room at Town Hall. <br />Members resent: Phil Pacino, Jack Russell and Dolores Carroll. <br />Also Present: Town Manager Peter Heckenbleickner, Town Clerk Laura Gemme and Town Counsel <br />Ellen Callahan Doucette. <br />The meeting began with a review of Articles 5, 6 and 7 to confirm changes made at the last meeting. <br />Completion of the recodification of Article 8 was the goal of the meeting, and the first amendment <br />was to insert the words "or its designee" after "the Board of Selectmen" wherever it appears within <br />the article, so that it now reads, "the Board of Selectmen or its designee". <br />Additional changes were made and will be made as follows: <br />Bullets replaced numbers previously used in the first and second paragraphs of <br />Section 8.1.2. <br />- The second paragraph in Section 8.1.5 was deleted. <br />- AOC was spelled out as "Animal Control Officer" in Section 8.8.1.1. <br />- Sections were renumbered, where necessary, to ensure proper placement. <br />- Attorney Doucette will review Section 8.5.2 to see if the responsibility lies with the <br />Board of Health instead of the Board of Selectmen. <br />- Fines will be addressed in the near future so that proper amounts can be established. <br />- Definitions to be reviewed to see which need to be added and which will be <br />eliminated. <br />Section 8.7.3 had the title "Protrusion Into Roadway Prohibited" added. <br />- Section 8.7.5.1 "Determination and Notification" will also be reviewed by Attorney <br />Doucette to see if it's legally accurate. <br />Bullets were deleted from various titles and several other modifications were made to <br />complete the recodification for the evening. <br />Minutes #298 were read, and on motion of Phil Pacino, seconded by Jack Russell, were accepted by <br />a vote of 3-0. <br />9:55 p.m. On motion of Dolores Carroll, seconded by Jack Russell, the meeting was adjourned. <br />Respectfully submitted, <br />z <br />Dolores S.
