14 <br />March 13, 1978 <br />Meeting convened at 7:30 P. M. <br />Present.: M. O'Brien <br />G. Hines <br />C. Keller <br />J. Sturm <br />G. Paynter <br />Next meeting scheduled for Tuesday, March 21, 1978 as Board has a <br />hearing before the Fin Com on its FY '79-Budget at 9:00 P.M. <br />Meeting with Carol Thomas, Universal En ineering <br />Board voted to go, into executive session to discuss November '77 <br />bill of Universal Engineering, Inc. for $882.00, $846. over contract. <br />Carol Thomas was present and indicated that her records and corres- <br />pondance disclosed that in Novermber, time was spent on "additional <br />drafts". It was the Boards contention that we were never advised <br />that we had:-expended the Contract amount, until the bill was render- <br />ed after the fact. Carol Thomas will send us her notes of work done <br />and time spent during early November, 1977 that substantiates her <br />position. <br />FY '79 Budget <br />Discussed Planner Position and Board unanamously agreed to app- <br />roach Town Meeting for renewal of Planner, Employment Contract for <br />another year with such salary increase as is in conformity with Fin <br />Com recommendations. <br />Establishment and funding of secretary position discussed includ- <br />ing availability of CETA program as source of salary and for budget <br />purposes for FY 179. <br />Modification of-FY,'79 Budget, to total of $26,250.00 agreed upon. <br />Work Program Review <br />Reviewed Draft Work Program, <br />Center. Program (Maps). <br />;i <br />dated 10/18/* especially Reading <br />Zoning Publication <br />By-law will be submitted to Attorny General for approval within <br />90 days. Final printing will follow with cover, table of contents <br />and a history of Zoning By-law. Graphics of the printing left for a <br />future meeting. <br />South Mainc. St. - Goals & Objectives <br />Initial discussion included stopping strip development and striv- <br />ing fora higher type usage. ie avoid motorcycle shops etc. <br />Cedar Glen <br />Board is required to hold a public hearing to determine if site <br />is an open-blighted area, substandard etc, for project to qualify <br />under Chapter 121A (Redevelopment Law). <br />Meeting adjourned 10:50 P.M. <br />Respectfully Submitted, <br />
