Minutes of the Fifth Meeting of Reading's 350th Anniversary Celebration Steering Committee October 19, 1989, Thursday Board Room Reading Public Library Committee Members Attending: Edward Palmer, Shirley Buzderewicz, Susan Flannery, Alan Foulds, Susan Horn, Paul Sweeney. [Everett Blodgett, Susan Theophanis and Susan Wheltle were absent.] Also Attending: Arnold Berger, Ray Couture (legal counsel) I. CALL TO ORDER The Meeting was called to order by Ed Palmer at 7:45 PM. II. POLICIES AND PROCEDURES OF THE COMMITTEE I- A. Minutes and Agenda: Susan Flannery will prepare the Agenda and Susan Horn will provide the Minutes and both will be mailed together through Jonathan Edwards office (Town Planner), under whose jurisdiction this Steering Committee falls. Minutes will go to all Steering Committee members, Ray Couture (legal counsel), Arnold Berger (benefactor), the Town Planner's office, the Selectmen's Office and the Reading Public Library. Anyone not on the Committee whose specific task commissioned by the Committee is spelled out in a particular set of Minutes shall also receive a copy of those Minutes. B. Open Meeting Law Posting Susan Flannery will post the meeting at least 48 hours in advance of the meeting (as required by the Open Meeting Law) with the Town Clerk. With this posting will be an Agenda. If possible, she will post it the previous Thursday in order for the DAILY CHRONICLE to pick it up in their weekly calendar. C. Budget for Town Meeting We should submit a line item to Town Meeting as a budget for the operation of this Committee. Currently, we are drawing from a General Administrative Fund. A report will be expected at spring Town Meeting from this Committee as well as something for the Annual Town Report. D. Mailing Address The Steering Committee letterhead reads 1116 Lowell Street"
