Minutes <br />October 8, 1992 <br />The Board of Health meeting came to order at 7:03 pm Thursday, <br />October 8, 1992 in the Berger Room of Town Hall. Present were <br />members James Nugent, Bill Murphy, Cathy Baranofsky, staff Ruth <br />Cogan and RMLD representative James Blomley. <br />Minutes of August 26, 1992 were approved 3:0:0. <br />Minutes of October 5, 1992 were approved 3:0:0. <br />Cogan noted that the request to change the minimum cellar floor <br />elevation for lot 34 Fairchild Drive was withdrawn. <br />James Blomley gave a presentation concerning the Light Dept's re- <br />quest for a variance from the Dumpster Regulations' requirement <br />for the screening of all dumpsters. He noted that the dumpster <br />on the southerly side of the building is for wood and metal <br />debris only, it is not visible from the street nor the railroad, <br />and due to the nature of the debris (poles, etc.) a fence would <br />be constantly compromised. They will screen the dumpster on the <br />easterly side of the building. The Board voted 3:0:0 to approve <br />the variance from Section 4.2 of the Board of Health regulations <br />for the dumpster on the southerly side of the building at 230 Ash <br />Street. <br />Cogan gave an update on the MWRA waste oil grant. She noted that <br />she and the DPW Director will be meeting with a representative <br />from the MWRA October 15 and that a spring start up date is <br />planned. Cogan gave an update on the situation with Reading's <br />water supply. Also noted was the low turnout for the first two <br />flu clinics. Murphy asked about the upcoming meeting with <br />Anthony's Subs and Seafood. Cogan noted that ongoing violations <br />concerning flour beetle and dumpster problems were to be dis- <br />cussed with the owner and Health Inspector. <br />The proposed zoning amendment concerning biotechnology was dis- <br />cussed. CPDC~has asked for the Board of Health's support for the <br />article on the warrant for the Subsequent Town Meeting. The <br />Board did not feel that they had sufficient information to make a <br />decision at this time. <br />Murphy asked whether the raccoon rabies epidemic had had any im- <br />pact in Reading thus far. Cogan noted that a woman had been <br />severely scratched by a raccoon at Somerset Nursing Home but had <br />declined rabies prophylaxis. <br />Meeting adjourned at 7:40 pm <br />Respectfully submitted, <br />Ruth Cogan, MPH <br />Director <br />
