Board of Health <br />December 10, 1992 <br />The Board of Health met in the Berger Room of Town Hall at 7:25 <br />pm, Thursday, December 10, 1992. Present at the meeting were <br />Board members Cathy Baranofsky, Bill Murphy, staff Ruth Cogan, <br /><< and guest Bill Bergeron. <br />The minutes were approved as submitted 2:0:0. <br />The definitive subdivision Nugent Lane was approved with the fol- <br />lowing conditions: <br />1) The minimum cellar floor elevations are to be noted on the <br />plan recorded with the Registry of Deeds. <br />The existing septic system must be shown on the plan. <br />The definitive subdivision Varney Circle was approved as sub- <br />mitted. <br />The new state statute requiring cats to be vaccinated against <br />rabies was discussed. The annual rabies clinic will be held <br />March 20 to accommodate the new law which takes effect February <br />17, 1993. <br />The FY94 budget was discussed. The Board was distressed to find <br />out that the public health nurse funded by fall Town Meeting had <br />f not been advertised as of yet nor included in the first round of <br />the FY94 budget. The requests of EMARC and EMHS were discussed; <br />Cogan will send them a letter noting the intent to level fund. <br />Other business: The Health Inspector's schedule was discussed, <br />specifically that she would be unable to complete the 1992 <br />schedule due to the unusual number of plan reviews that have been <br />submitted recently. Priorities for the remainder of the year <br />were set: 1) weights and measures 2) the retail food estab- <br />lishments' second inspection 3) the food service establishments' <br />third inspection. <br />Murphy will offer another chokesaver course in January for local <br />restaurant people. <br />Cogan noted that she received a call today from DEP concerning <br />improper asbestos removal happening at a home in Reading. She <br />told DEP that her staff did not have the equipment or training to <br />respond. <br />Cogan gave the Board an update on the discussions being held con- <br />cerning the DARE program. The Board reiterated their support of <br />the work being done by the Prevention Education Coordinator. <br />Goals for 1994 were discussed. The first goal would be to have <br />the public health nurse back on staff. At this time it is not <br />known whether another round of the Drug Free School grants will <br />be funded by the federal government. If not, a major goal will <br />
