Minutes <br />The Board of Health meeting came to order at 5:08 pm in the resent at the <br />Berger Room of Town Hall on February 11, <br />Ruth 1993. <br />Pand gue t Lois <br />meeting were James Nugent, Bill Murphy, Cogan <br />Bond. <br />The minutes of January 14, 1993 were approved as submitted. <br />Recommendation to Town Manager concerning smoking in public <br />buildings and vehicles. Bond noted that at the last Council on <br />Aging meeting the Council voted unanimously to recommend to the <br />Town Manager that the new Senior Center and van be entirely non- <br />smoking. She said that the Council felt very strongly about this <br />issue. The Board reviewed the draft report to thoeTlotwnandnager <br />and approved it (Baranofsky had reviewed a copy of <br />approved it by telephone that day). <br />The Board voted 2•.0:0 to approve a policy that all septic systems <br />and cesspools not in use are to be pumped out and filled in. <br />Other business: Cogan noted that the DPH will be holding public <br />hearings at the end of this month concerning the Housing Code's <br />requirement that building owners be responsible for water bills. <br />Cogan showed the Board stickers used by the Framingham and Brook- <br />line Boards of Health for mobile food vendors in order to easily <br />identify who is licensed in their town. The Board instructed <br />Cogan to draft the appropriate regulations in order to implement <br />such a system in Reading at the next licensing period. <br />Hanscom Air Force Base has formally dropped out of the Mosquito <br />Control Project bringing its membership back to 19. Fixed costs <br />for each member community will reflect this change. <br />The application for a masseuse license of Victoria Dolben was <br />reviewed. After discussion it was noted that the letter from the <br />nurse practitioner would be acceptable (rather than from a <br />physician) and that current fees would need to be paid (fees paid <br />last April for the application which she never completed would <br />not count for a new application in another fiscal year).
