Minutes <br />December 9, 1993 <br />The Board of Health meeting came to order at 5:25 pm by Vice <br />Chair Bill Murphy. Also in attendance was member Jim Nugent, <br />staff Ruth Cogan, and guests Karol and Michael McLgi!,ghl~in, Bile <br />Click and John Costigan. <br />The minutes of November 10, 1993 were approved as presented by a <br />vote of 2:0:0. <br />Cathy Baranofsky arrived. <br />The Public Hearing for revisions to Board of Health Regulation <br />Section 2, Keeping of Animals was opened. Karol McLaughlin asked <br />about the provision for the Grandfather Clause. There were no <br />other comments. The Public Hearing was closed. A motion was <br />made by Nugent, seconded by Baranofsky to approve the revised <br />regulations. Motion passed 3:0:0. <br />The massage application of William Click was reviewed. Motion <br />was made by Baranofsky, seconded by Murphy to approve the ap- <br />plications for a masseur license and establishment license for <br />William Click at 660 Main Street with the following variances: <br />1) The exam is waived. <br />2) The provision of a window in the door is waived. <br />3) The license is approved for January 3 - December 31, 1994. <br />A six month fee will be assessed in June to complete the fiscal <br />year 95 cycle. <br />These variances were approved as the Board intended to adopt <br />revised Massage Regulations at the January meeting in line with <br />newly developed model regulations. <br />The model Massage Therapy; Bodywork; Movement Education Regula- <br />tions were discussed. It was decided that we would not include <br />the provisions for solely off-site practitioners; however, a <br />masseur/masseuse with an establishment license would be permitted <br />to perform their service off premises to accommodate those unable <br />to leave their homes. The recommended fees seemed appropriate <br />and would be added to Section 22, Fee Schedule. A Public Hearing <br />will be held at the January, 1994 meeting with the intent to re- <br />place the existing regulations. This would eliminate to regula- <br />tion of Health Clubs. <br />Site Plan Review of the Reading Ice Arena: A motion was made by <br />Murphy, seconded by Baranofsky to recommend approval of the Site <br />Plan. Motion passed 3:0:0. A discussion was held about the <br />recent article in the Journal of Environmental Health concerning <br />carbon monoxide and nitrogen dioxide testing and the use of an <br />electric ice resurfacing machine. <br />Other business: The Board signed a letter to a4,"' <br />ging level funding of the Tobacco Control Grants.
