Minutes <br />February 16, 1994 <br />fi <br />The Board of Health meeting came to order at 5:20 pm in the <br />Berger Room of Town Hall February 16, 1994. Present at the meet- <br />ing were Chair Cathy Baranofsky, Vice Chair Bill Murphy, Jim <br />Nugent and staff Ruth Cogan. Also in attendance were Ann Toomey, <br />Chuck Giacchetto, Linda Morrill, Donald and Cynthia Richards, <br />Kathy White, Regina Canelliere, George and Judy Shannon, Connie <br />Leoncello, Barbara and Hank Bardol, C. Gieatorex, Vincent Gien- <br />nusa, John Wash, Raymond Nelson, David Hamel. <br />Discussion of trash disposal at the Schoolhouse Condominiums: <br />Cogan gave an overview of the proposal by the management company, <br />Charges James Associates, to have an enclosed dumpster on the <br />property rather than a trash room in the basement of the build- <br />ing. <br />Each member of the audience was given the opportunity to give <br />their opinion. An overview of those of the owners of units in <br />the building was that they wanted to be good neighbors, were up- <br />set by the hostility that had developed, acknowledged that there <br />were housekeeping problems in the trash room, wanted the Town to <br />pick up their trash, noted there are bugs and an odor as a result <br />of the trash, felt not enough room for trash for 40 units in that <br />room. On overview of the neighbors was that the trash room was <br />the approved method when the units were purchased, that there <br />would be a rodent and odor problem in the neighborhood, trash <br />would be strewn in the neighborhood, the Planning Commission said <br />to try to work things out for one more year, that if the tenants <br />could not be tidy inside they would not be tidy outside, that <br />trash was left outside all weekend last weekend when the <br />snowstorm prevented pick up. Murphy noted that he and Cogan went <br />to the trash room that afternoon. He reported that there was an <br />odor and that all the trash was not in barrels. Nugent discussed <br />the type of refuse in the room, wet vs. dry trash, and suggested <br />trying to work it out inside the building. He suggested methods <br />of trash reduction. Baranofsky asked whether there was suffi- <br />cient room for more containers. Motion was made by Nugent, <br />seconded by Murphy to table the recommendation to CPDC until the <br />next meeting by which time all Board of Health members would have <br />an opportunity to go to the site. Motion passed unanimously. <br />Minutes: Minutes of January 13, 1994 were approved 3:0:0 as sub- <br />mitted. <br />Adoption of policy concerning frequency of inspections of food <br />service establishments: Cogan noted that she had received two <br />phone calls from food service establishment owners who had no <br />problem with the proposed policy. Murphy had waited in the <br />Berger Room last Thursday for 30 minutes in case anyone came to <br />the usually scheduled meeting time with comments - no one came. <br />Motion was made by Murphy, seconded by Baranofsky to approve the <br />policy concerning the frequency of inspection of food service es- <br />tablishments. Motion passed 3:0:0. <br />
