Minutes <br />March 10, 1994 <br />The Board of Health meeting came to order at 5:15 p.m. in the <br />Berger Room of Town Hall. Present at the meeting were chair <br />Cathy Baranofsky, Vice Chair Bill Murphy, member James Nugent, <br />staff Ruth Cogan. Also in attendance were Charles Giachetto, Ann <br />Twomey, Linda Morrill, Martin Schauer, Sharon McCauley, David <br />Hamel, John Walsh, John Barrows, Dave Johnson, Jean Thomson, <br />George Shannon and Karen Gillis. <br />The minutes of February 16, 1994 were approved as presented <br />3:0:0. <br />Schoolhouse Condominiums trash discussion - George Shannon made <br />comments that he felt that if the trash was outside it would be <br />to the detriment of the neighborhood. Giacchetto gave a copy of <br />a report from F and W Pest Control. Tenants noted that there <br />were already three dumpsters in the neighborhood, that there has <br />been trash left out at the curb for two days on Linden Street, <br />and that there are insects in the basement units. Bill Murphy <br />reviewed the Storage of Garbage section of the state housing <br />code. Nugent noted that he had visited the building that day and <br />that there was an odor and a water leak. He also noted that <br />there was only half a week's garbage as there had been a pick up <br />on Monday. Motion was made by Nugent, seconded by Murphy that <br />the trash be moved outside. If it is in a dumpster, the dumpster <br />is to be screened from the neighbor's view. Motion passed 3:0:0. <br />Preliminary plan, Ashley Place Phase III - Plan was approved <br />3:0:0 with the following conditions: <br />1) Deep observation holes are to be performed at each house <br />location in the spring of the year, witnessed by an agent of the <br />Board of Health. Minimum cellar floor elevations are to be at <br />least two feet above the high groundwater levels. <br />Preliminary plan, Persimmon Place - Plan was approved 3:0:0 with <br />the following conditions: <br />1) Deep observation holes are to be performed at each house <br />location in the spring of the year, witnessed by an agent of the <br />Board of Health. Minimum cellar floor elevations are to be at <br />least two feet above the high groundwater levels. <br />2) Contours of the storm recharge area are to be shown to ensure <br />a 3:1 ratio. <br />Meeting with the Stoneham Board of Health - Cogan reported on a <br />meeting that day with the Town Manager, the Stoneham Town <br />Manager, and the Stoneham Board of Health concerning purchase of <br />services for the Inspector and Director from the Town. Members <br />of the Board expressed concerns. <br />
