Minutes . <br />The Board of Health came to order at 5:30 pm Thursday June 9, OL n tpre aerger- Room of <br />Town Hall. Present at the meeting were Board members Cathy Baranofsky `a`nd Jarnes Nugent <br />and staff Ruth Cogan. Also in attendance were Animal Control Officer Susan Tapley, members of <br />the public Karen and Brian Morris, Charlene Santo, Kathy Durant, Debbie McCauley. Also in <br />attendance representing Latham and Latham Sheilah Griffin. <br />Approval of the minutes of May 12, 1994 were tabled to the next meeting. <br />Public Hearing for alleged Dangerous Dog at 15 Dana Road: <br />McCauley noted that there had been a dog loose at the elementary school recently. She noted <br />that there had been a dog at that address who had bitten (different dog). She noted that the <br />present German Shepard lunges at people when they go by and she would like the dog restrained <br />at the back of the property. She noted that she is not against dogs but is trying to prevent a <br />problem. Santo said that her kids avoid that side of the street because the dog scares them. She <br />also wanted the dog restrained in the rear of the house. Susan tapley noted that she has been to <br />court once about this dog. He has been loose several times, although not recently. The <br />newspaper carrier stopped delivering the paper because of the dog and that she had to spray him <br />with Mace once when he charged. <br />Mrs. Morris sympathized with the neighbors as the dog is large. She said that they take him out <br />from 5:30 - 6;30 am before kids go to school. She is having a fenced area built in the rear of the <br />property but due to the wet areas it cannot be used all the time. In addition, the dog has had a <br />reoccuring problem with heartworm and therefore cannot be outside during high mosquito times. <br />She noted that when the dog was loose the time on the playground it was her daughter's boyfriend <br />that let him out and went to get. That is why he did not respond to the voice commands. She <br />agreed to keep him restrained behind the house. Brian Morris noted that the children tease the <br />dog and throw things at him. <br />Nugent made a motion to have an enclosure completed at the rear of the property by Septmeber 1 <br />and until that time the dog will the restrained at the rear of the property. Seconded by Baranofsky <br />and passed unanimously. <br />Cogan noted that dogs on chains in yards seem to attract raccoons and due to the raccoon rabies <br />epidemic recommended that the dog not be chained while in the enclosure. <br />Preliminary Subdivision, Fienamann Circle: The Board voted 2:0:0 to approve the plans with the <br />condition that a blow off be added to the fire hydrant. <br />Definitive Subdivision, Persimmon Place: The Board noted 2:0:0 to approve the plans with the <br />condition that the minimum cellar floor elevations be noted on the plans filed with the Registry. <br />
