The meeting of the Board of Health came to order at 5:30 pm in the Berger Room of Town Hall <br />on March 14, 1996. Present at the meeting were members James Nugent and William Murphy <br />and staff Ruth Clay. <br />Minutes were approved as submitted by a vote of 2:0:0. <br />Site Plan Review - 162 Main Street: Eric Heyland was available to answer questions. It was <br />noted that the new building would house the present food service and catering operation as well <br />as include the ice cream business. The remainder of the space would be a separate retail store. It <br />was also noted that there may be a basement level, not shown on the plans. The Board voted 2:0 <br />to recommend approval with the note that a plan review as noted in the state Sanitary Code is still <br />required. <br />New business - The Board had no comment concerning the draft DEP Odor Policy. Clay gave an <br />overview of the memo outlining health staff interaction with Focaccia relative to a lawsuit that <br />Focaccia has filed that names the Board of Health as part of the pattern of discrimination of the <br />Town of Reading. The Board reviewed the correspondance and felt staff had acted appropriately. <br />Old business - Clay gave an update on the work of the Healthy Reading Initiating Committee. <br />Clay noted that she had received comments from two residents concerning the Keeping of Animal <br />Regulations. Clay said that she would work on a redrafting of the regulations. <br />Fiocco arrived. <br />Clay noted that the developer for Marion Road Subdivision feels that he is at an impasse with the <br />Conservation Committee and asked if the Board of Health has any local regulations concerning <br />septic systems as he is considering septic systems for the homes rather than municipal sewer. The <br />Board discussed the issue and decided that they were not interested in promulgating regulations <br />that would require new subdivisions to have municipal sewer. <br />Clay told the Board about the new Performance Evaluations and the Board would be requested to <br />review her in October. <br />An update was given about the activities planned for Public Health Week including a photo for <br />the Chronicle scheduled for 6:50 pm March 26. <br />An update was given concerning the process for potential changes to the Tobacco Regulations <br />relative to sale of tobacco to minors. A letter to all merchants who sell tobacco will be going out <br />shortly requesting feedback, the Board will discuss the results at the April meeting, hold a public <br />hearing and vote on changes, if any, at the May meeting, to into effect July 1. <br />Meeting adjourned at 6:35 pm. <br />Rut Clay, MPH <br />
