v
The Board of Health met at 5:30 pm on April 11, 1996. Present at the meeting were James
Nugent, William Murphy, Carol Fiocco and staff Ruth Clay.
Minutes of March 14, 1996 were approved with one addition, 3:0:0.
Update on programs: Clay gave an update of the activities for Public Health Week including a
proclamation by the Board of Selectmen with a picture in the Chronicle, an article in the Reading
Notes, three of five articles in the Chronicle, a display at Town Meeting, and classroom
instruction on handwashing at the first grades at Joshua Eaton and Killam Schools. An update
was given on the regional rabies clinics thus far (56 dogs + 2 cats at first, 36 cats at second) and
the potential lack of need for this service in the future. Feedback will be solicited from the
veterinarians at the end of the clinics. The next Household Hazardous Waste Collection will be
held in Reading June 1. After meeting with members of the Hazardous Waste Advisory
Committee and the two DPW Directors, latex paint will be accepted this year for recycling. An
update on the Tobacco Program was given including a discussion of the possibility of Stoneham
going on their own starting next fiscal year. A discussion was held about the responses from local
merchants to the survey about potential changes to the sale to minors section of the regulations.
The consensus was to draft changes that would lower the fine for the clerk who sells, add a fine to
owners, and do not included any permitting of tobacco. A Public Hearing will be held at the next
meeting.
Update on hiring of Health Inspector: Clay gave an update on the process. There were 19
applications and four interviews done. They were prioritized with the recommendations of the
panel given to the Stoneham Board of Health and Town Administrator.
Other business: A plaque was given to Cathy Baranofsky honoring her for her time on the Board
of Health. Clay gave an update of problems Chapter One was having finding creamers that did
not require refrigeration and the owner's comments that she may come back to the Board for a
modification of her variance.
Meeting adjourned at 6:30 pm
llc~
Ruth L. Clay, MPH
