The Board of Health meeting came to order at 7:30 pm May 9, 1996 in the Conference Room of <br />Town Hall. Present at the meeting were board members James Nugent, William Murphy, Carol <br />Fiocco and staff Ruth Clay and Jane Fiore. <br />New massage licensee, Larry Warnock - The Board met with Mr. Warnock and discussed his <br />background and expectations for his business. He indicated that he would like his license to begin <br />June 1, 1996. The Board voted 3:0:0 to approve the license for the masseur and the <br />establishment. <br />New massage licensee, Janet Morrison - The Board met with Ms. Morrison who has newly <br />graduated from massage school and plans to work at Health Touch. She indicated that she would <br />probably like her license to begin May 13, 1996 even though she would be paying the annual <br />license fee for three weeks; she said she would call the following day to let staff know. The <br />Board voted 3:0:0 to approve her license as a masseuse to work at Health Touch. <br />The Board voted 3:0:0 to approve the minutes as submitted. <br />Public hearing request for a variance for Sense of Wonder from 105CMR590.021 - Clay read the <br />Public Hearing notice. The Board voted 3:0:0 to approve the variance request with the condition <br />that it would be revoked if there was any indication of insect or animal infestation. <br />Other business - Clay gave each Board member a copy of the Performance Evaluation form and <br />instructions as to how it is to be completed by Boards. The Board felt that it would be more <br />appropriate to do the evaluation at the June meeting rather than October as at the latter date there <br />would be two members who would be on the Board less than one year. Clay noted that a free <br />instructional seminar will be held June 5 for all pool operators. Clay gave an update on the status <br />of hiring a new Health Inspector. <br />Public hearing, for proposed changes to Board of Health Rules and Regulations Section 16.10 <br />and Section 16.11 - Clay read the Public Hearing notice. Fiore and Clay gave an overview of <br />activities, including individual merchant education. There was no public comment. Murphy <br />requested that a definition of "owner" (of business) be included in the definition section. The <br />Board voted 3:0:0 to approve the changes to the regulations including a reduction of fines to the <br />clerk who sells to $50 for the first offense, $75 for the second offense and $100 for the third and <br />subsequent offense and adding fines of $100, $200 and $300 to the owner. Also to be added is a <br />definition of "owner." <br />Food service inspection program discussion - The Board reviewed a draft of a revised first page <br />and description of the reverse side of the food inspection form. The Board agreed that with a <br />changeover in personnel, this would be an appropriate time to change/improve the form. Also <br />discussed was a two hour mandatory training session to be held in the fall, hopefully in <br />conjunction with other communities. Clay noted that after discussion with the Danvers Health <br />Director, it was noted that Newbury Cafe was now technically purchasing their food from an <br />unapproved source. The previous owner owned both the Danvers and Reading stores and <br />therefore did not need additional licenses to supply the Reading store from the Danvers store. <br />
