Board of Health Meeting <br />October 10, 1996 <br />The meeting convened at 6:00 p.m. in the Berger Room, Town Hall, Reading, Massachusetts. <br />Present were Chairman James Nugent, member Cynthia Richards, Town Manager Peter <br />Hechenbleikner, citizen Jean Garafoli, and EMARC representative Marilyn Martiniak. <br />On motion by Richards seconded by Nugent the minutes of the Board of Health meeting of <br />September 12, 1996, were approved as submitted by a vote of 2-0-0. <br />The Town Manager introduced Jean Garafoli who is a candidate for the Board of Health position. <br />The Board discussed with Ms. Garafoli the duties and responsibilities of a member of the Board <br />of Health, and answered her questions. <br />Marilyn Martiniak representing EMARC reviewed the programs that EMARC provides. The <br />Town of Reading purchases services for the job training portion of the EMARC program. <br />EMARC has three residential programs in Reading - Pitnam Drive, Haven and Parker Street <br />which is subject of a federal grant for rehab, and Bancroft Avenue. They are a host agency for an <br />organization called Families for Organized Change, which is trying to work with families of their <br />clients towards independence of their clients. EMARC serves Reading, North Reading, <br />Wakefield, Stoneham and Melrose. In addition, they are branching out to services in Malden, <br />Everett and Saugus. Ms. Martiniak runs the job training part of EMARC known as Eastern <br />Middlesex Industries. They would like to see more job opportunities created for their clients in <br />the community. <br />The Board discussed the request for a variance for dumpster screening for Il Mercato Inc. The <br />Town Manager noted that this is a business which has been approved by the Health Division <br />because they do sell some food stuff. It is a wholesale provider of restaurant supplies to the <br />industry, but will be open weekends to the public. There are a number of other dumpsters on <br />General Way, and none of them are screened. On motions by Richards seconded by Nugent the <br />Board approved the variance for Il Mercato, Inc. waiving the requirement for screening of the <br />dumpster. <br />The Town Manager discussed the November meeting date for the Board, because of Town <br />Meeting and other constraints. The Board agreed to meet on November 7. They will have <br />Riverside in at their November meeting. <br />The Town Manager discussed what date the Board would like to meet with the Board of <br />Selectmen on general issues, and it was noted that April would be a good month since National <br />Public Health Week falls in April. <br />The Town Manager noted that he had discussion with the Funeral Directors regarding burial <br />permits, and he will schedule the Funeral Directors to come before the Board of Health for <br />discussion at their December meeting. <br />
